Subject :- Grievance of Ex-Cadre Post Employees- Data Entry Operator, Gr.B
Respected Sir /Madam,
I want to convey the plight of Central Government Servants who are working in
ex-cadre posts. There is no promotional avenues in ex-cadre posts. They are restricted
to financial benefits under ACP and now MACP schemes. Ex-cadre post employees
work in the same pay scale and pay band throughout their service. Even after 20-30
years of service, they are forced to do the same work and have the same status. I can
vouch that with evidence because I am working in Ministry of Rural Development since
July,1985.
I joined as Key Punch Operator ( KPO) in the Ministry of Rural
Development on 29.7.1985 in the Pay Scale of Rs.330 - 560/-. This post was redesignated as Data Entry Operator Grade 'B' (DEO Gr. B) in the Pay Scale of
Rs.1350-2200/- on 1.1.1986 (pre - revised pay - 4th CPC). Since January,1986, it is
an ex-cadre post. I got the next scale of Rs.4500 - 7000/- (pre- revised pay - 5th
CPC).
First ACP was granted in 9.8.1999 after 12 years in the scale of Rs. 5000 8000/- . After implementation of 6th pay commission report, I got grade pay
of Rs. 4200/- ( 9300-34800/-).
Second MACP was granted in 1.9.2008 after completing 20 years of service from
29-7-1985 (date of regularization) from 2009 with grade pay of Rs.4600/-.
As per MACP
July, 2015.

Scheme I will be awarded next grade pay of Rs. 4800/- in

But, as mentioned above, I will remain in the same scale and same band.
Thus, I have to work in the same scale and same post even after 29 years of
service because I am in ex-cadre post of Data Entry Grade 'B in the Ministry of Rural
Development. There is no promotional avenue for this post, while those who join Central
Government service with the Grade Pay of Rs.4600 and belong to any cadre, are at
least holding some supervisory or executive post with the Grade pay of Rs.5400/-.
Therefore, the HR policy recommended in past by the previous Pay
Commissions have not considered the plight of this category of employees working in
Government of India.

I feel demoralized when interact/compare myself with my colleagues who joined


same year (about 29 years ago) but are drawing much higher salary and also holding
higher position in any department they are posted. This stagnating approach adopted by
the Govt. has not only financial, social or psychological impact on my mind but even on
my children who have grown up and understand everything. They comment and criticize
this policy.
May I, therefore, draw your kind attention to the plight of Ex-Cadre Data Entry
Operator Gr.B and request you to consider and grant promotional hierarchy under
MACP to DEO, Gr. B so that even after 29 years justice may be done with the
employees working either in the Ministry of Rural Development or in any other
organization of the Government of India.

1. Proper promotional avenues should be created for Data Entry Operator as under:

2. Present minor difference in financial benefits of Rs.200-300 (Grade pay of Rs.
4200/-, 4600/- and 4800/-) should atleast be increased to Rs.1000 between one
grade to other.
3. Those who are in the grade pay of Rs.4600/- should be eligible to apply for
departmental examination for Section Officer.
I shall be grateful if my above suggestions are considered favorably by 7 th
Central Pay Commission.
