BSC parameters

CELL IDENTIFIER

Interpretation: This parameter identifies the coding of the cell identifier used in the following messages:
ASSIGNMENT_COMPLETE, HANDOVER_REQUIRED, HANDOVER_CANDIDATE_RESPONSE,
RESOURCE_INDICATION, HANDOVER_PERFORMED, OVERLOAD.

BLOCK MSG INCOMING GLOBAL RESET

Interpretation: This parameter defines whether the blocking status of the A interface circuits is sent to the MSC when
the BSC receives a RESET message. If the parameter value is yes, the MSC is informed of the blocking state of the
A interface circuits. If the value is no, blocking messages are not sent.

BLOCK MSG OUTGOING GLOBAL RESET

Interpretation: This parameter defines whether the blocking status of the A interface circuits is sent to the MSC after
the BSC has sent a RESET message. If the parameter value is yes, blocking messages are sent to the MSC.

Interpretation: This parameter defines whether the unblocking status of the A interface circuit is sent to the MSC if
blocking is removed during the SSP (subsystem prohibited) state. If the parameter value is yes, unblocking
messages are sent to the MSC. If the value is no, unblocking messages are not sent.

Interpretation: This parameter chooses whether the MS access in the Air interface is restricted or not in the case of a

CELL BARRING INCOMING GLOBAL RESET

Interpretation: This parameter informs the MS about cell barring when a RESET message is received from the MSC.
If the parameter value is yes, then cell barring information is sent to the MS. If the value is no, no cell barring
information is sent.

Interpretation: This parameter allows or prevents the sending of CONFUSION messages on the A interface.

successive failed call attempts on a given A interface circuit caused by a remote transcoder failure exceeds this

Interpretation: This parameter defines if the BSC sends the Timing Advance (TA) value to the MSC or not and how

format and on value 2 the TA is sent in Ericsson's MSC format.

PREFERENCE PROCEDURE IN CONFLICT SITUATION

Interpretation: This parameter is used to change the preference if the HO_REQUIRED message sent by the BSC
and the ASSIGNMENT_REQUEST message sent by the MSC conflict.

BS_CV_MAX

Interpretation: This parameter is used to determine the duration for timers T3198 and T3200 and maximum value
for counter N3104. See 3GPP TS 04.60, Radio Link Control/Medium Access Control (RLC/MAC) protocol (GPRS).

Interpretation: Whenever the MS receives a PACKET UPLINK ACK/NACK message, the MS shall increment N3102
by PAN_INC; however N3102 shall never exceed the value PAN_MAX. Upon cell reselection the MS shall set
counter N3102 to the value PAN_MAX. When N3102 =< 0 is reached, the MS shall perform an abnormal release
with cell re-selection. If PAN_DEC, PAN_INC, or PAN_MAX are set to the value 0, counter N3102 shall be

NMO - NETWORK MODE OF OPERATION

Interpretation: 00: Network operation mode I: the network sends a CS paging message for a GPRS-attached MS,
either on the same channel as the GPRS paging channel (i.e. the packet paging channel or the CCCH paging
channel), or on a GPRS traffic channel. This means that the MS needs only to monitor one paging channel, and
that it receives CS paging messages on the packet data channel when it has been assigned a packet data channel.
01: Network operation mode II: the network sends a CS paging message for a GPRS-attached MS on the CCCH
paging channel, and this channel is also used for GPRS paging. This means that the MS needs only to monitor the
CCCH paging channel, but that CS paging continues on this paging channel even if the MS has been assigned a
packet data channel.

FEP CORR WITH RXQUAL IN PC&HO ALGRTHM CL1

Interpretation: The FEP (Frame Error Probability) percentage value gives the correlation with the lower limit of an
RxQual class (0-7). The FEP value is defined for each class (0-7) separately.
The user is able to change each of the FEP percentage values (quality classes 1 7) independently from the other
FER percentage values. Only the FEP percentage value of the quality class 0 is not changeable.
The Power Control and Handover Algorithm uses the FEP correlation value in power control and handover
decision-making if the FER Measurement feature has been activated in the BSC.
