MUNICIPAL RESOLUTION NO. 094-2014
GRANTING AUTHORITY TO HON. ANN Y. ONGJOCO, MUNICIPAL MAYOR OF GUINOBATAN,
ALBAY, TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH DSWD REGIONAL
OFFICE V, REPRESENTED BY REGIONAL DIRECTOR OF FIELD OFFICE, REGARDING THE
IMPLEMENTATION OF THE KALAHI CIDSS NATIONAL COMMUNITY DRIVEN DEVELOPMENT
PROGRAM.

WHEREAS,
the Kapit-Bisig Laban sa Kahirapan Comprehensive Integrated Delivery
of Social Service (KALAHI-CIDSS) is a community-driven development project implemented by the
Department of Social Welfare and Development. Under this project, communities and local
governments are trained to choose, design and implement sub-projects that address their most
pressing need;
WHEREAS,
the KALAHI-CIDSS, as one of the poverty alleviation programs of the
Philippine Government, is deemed by this august body to be both necessary and beneficial to
reduce poverty and improve the quality of life of the constituents of this local government
considering that the project would be concentrating on community-identified needs. The Local
Government of Guinobatan is, therefore, fortunate enough to become a pilot municipality in the
Province of Albay in the implementation of this project. It is in this wise that this august body shall
support this project and do whatever is necessary for it to be fully and effectively implemented;
WHEREAS,
this august body deems such program as necessary and beneficial for the
development of our constituency as a way of facilitating efforts contributing to their welfare, thus
now consents the Local Chief Executive to bind the local government in the implementation of such
program and to discharge the responsibilities embodied in the Agreement;
WHEREFORE, in view of the foregoing premises, be it now:

RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay
in session assembled, to grant as it hereby grants Authority to Hon. Ann Y. Ongjoco, Municipal
Mayor of Guinobatan, Albay, to enter into a Memorandum of Agreement with DSWD Regional
Office V, represented by Regional Director of Field Office, Regarding the implementation of the
KALAHI CIDSS National Community Driven Development Program.
RESOLVED FURTHER, the provisions of the Memorandum of Agreement are made an
integral part of this resolution and a copy of which is hereby attached and marked as Annex A.
RESOLVED LASTLY, that a copy of this resolution be furnished the Honorable Mayor Ann
Y. Ongjoco and the Office of the DSWD RO 5 through its Regional Director, and such other
concerned offices or agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY, on motion of Honorable Councilor Frances John M. Oxales
and duly seconded by the members present this 20 th day of August, 2014 during their 11 th Special
Session.
