Worldwide non-profit organization based in Geneva, Switzerland, with more than 57-Million beneficiaries from 125
national associations. Founded in 1844.
Associate Executive Director, Childcare Resource Service (CRS) Division, 2000-2014
Reported to the Executive Director YMCA, 3333 Camino del Rio South, San Diego. CRS employs 125 full-time
staff. Directly supervised 13 exempt staff and indirectly 84-non-exempt staff with a 2014 budget of $31,800,000 out
of a total $34-Million budget. Provided executive-level leadership for key programs of YMCA Childcare Resource
Service, Alternative Payment (AP), Resource and Referral (R&R), and CalWORKs Stage 1 child care.
Duties and Responsibilities
Program management, safety enforcement and proper administration of YMCA policies and procedures
Ability to interpret statistical information and prepare reports and write proposals
Maintain positive relationships with staff and the community
Supervision of Alternative Payment/Certificate Department, Stage 1 Child Care, Human Resource,
Information Technology and Marketing
Development and expansion of new programs

Promoted the YMCA of San Diego County and the YMCA Childcare Resource Service throughout the
state; Result: Developed extensive network with community groups and professional organizations.
CalWORKs Department Head, 1999-2000
Reported to the Executive Director. Responsible for all phases of the leadership for the CalWORKs program
including: Strategic Planning, operations, evaluation and development and supervision of staff. Designed and
implemented operating procedures and supervised the collection, integration and evaluation of program data.
Managed a $1.8-Million budget.
Duties and Responsibilities
Fiscal Management: Development and control of department budgets; monitored and modified assigned
budget accounts
Met all reporting requirements; ensured all assigned budget departments met year-end outcomes
Program Development: Management of the CalWORKs Child Care Program
Human Resources Management: Recruited, trained, and supervised staff
Conducted bi-annual performance evaluations required for CalWORKs Child Care Program

Oversaw Alternative Payment / Certificate Program business practices in relation to Child Care Case Management
and Provider Service units in all CRS offices.
Duties and Responsibilities
Coordinated and monitored Contract Monitoring Review activities to client, provider and payment files in
all office locations
Coordinated and monitored Corporate Office audit activities

Maintained compliance to the AP / Certificate Program budget


Hired, provided orientation, trained, scheduled, approved time cards, staff development
Directed the Data Entry function to assure accuracy and that time lines were met

Directed Continuous Quality Improvement in order to provide the best possible services

Created SOP Standard Operating Procedures manual for the program; Result: Manual provided
