Physical Characteristics (CLUP SAN FERNANDO, LA UNION)
a. Geographical Location:
The city of San Fernando, the capital town of La Union and Region 1, is
situated about 270 kilometers northwest of Metro-Manila. It stretches
along a portion of the shoreline of Lingayen Gulf and San Fernando Bay
on the west. Along the towns eastern boundaries are mountainous
municipalities of Bagulin and Naguilian. Towards the South is the
municipality of Bauang while in the north is the municipality of San
Juan. It is located between 160 34 24.093 N and 160 38
43.458 N latitude and between 1200 16 41.638 E and 1200 2542.305 E longitude. It is 14 kilometers away from Bacnotan, La Union
(20 min.); 60 kilometers away from Baguio City (1 hour and 30 min.);
73 kilometers from Dagupan City (1 hour 30 min.); 86 kilometers from
Candon City (1 hour and 30 min.); 137 kilometers from Vigan City (2
hours); and 271 kilometers from Laoag City (5 hours). All these are
accessible through any kind of land transportation.
b. Topography and Slope:
A total of 4,530 hectares or 43.04% of San Fernando has a slope of
18%; 2,909 hectares or 27.64% has a sloper from 18% to 25% while
3,087 hectares or 29.32% has a slope above 25%.

c. Soil Type:
Bolinao Clay It is light dark reddish brown in color, slight to
moderately compact clay, sticky to friable when wet and hard when
dry, Below this layer, the soil is heavier in texture and contains a large
coralline limestone. At a depth of 80 to 120 centimeters, this material
rests on coralline limestone rock. This is found in areas with a
topography that is undulating to moderately rolling uplands where the
rainwater flows off readily and nearly flat uplands are usually covered
with ipil-ipil and madre de cacao. The nearly level to slightly undulating
areas are planted with upland rice, maguey, papaya and pineapple.
d. Climate:
There are only two types of climatic conditions in the city, the dry and
wet season. The wet season starts from the middle part of May to the
end of October. The month of August receives the highest amount of
rainfall registering on average of 1.70 millimeter. The dry season falls
on the month of December to the early part of May. The annual
average temperature of the city is 24.3 C, while the annual minimum
relative humidity is 85.7%
e. Geology
The geologic structure of San Fernando is divided into three periods
namely, the recent, the Pleistocene and Pilocene period. The recent
period include deposits of alluvium, fluviatile, lacustrine, paludal,
beach rock, beach deposits, raised coral reefs and atolls. The
Pleistocene period is made up of marine and terrestrial sediments
(mellasses). Sporadic terrace gravel deposits are found in some coastal
and fluvial tracts and plateau red earths and/ or literates occur in some
elevated flat land surface. Soil deformation is limited to gentle warping
and vertical dislocation.
f. Hydrology:
External or surface drainage may be classified according to their
directional flow. There are four basins corresponding to the four
quadrants towards which the surface drainage flow, i.e., towards the
San Fernando Bay, towards the municipality of San Juan, towards the
municipality of Naguilian and Bauang, and towards the sea south of
San Fernando Bay. Based on these, the largest basin is found in the
northwestern quadrant, with its drainage network flowing towards the
San Fernando Bay and the second largest is found on the southwestern
quadrant, which flows towards the municipalities of Bauang and
Naguilian . Wetlands could be found near the mouths of rivers and
streams, the larget of which is found on the northwestern quadrant.
