3. APOLOGIES FOR ABSENCE:
Apologies were extended on behalf of Gavin Taylor QS and Joseph Lewis
Project Manager,
4. CORRECTION AND CONFIRMATION OF MINUTES:
One correction was made to the minutes. The word sough at item
6.1 was corrected to sought. There being no further correction, a
motion was moved for adoption of the minutes by Austin Clarke and
seconded by Kemar Morris.
5. MATTERS ARISING:
The chairman stated that as requested the contractor forwarded a list
of concerns which needed clarification and were all addressed by UDC.
In addition, the contractor met with the Landscape Architect to discuss
issues relating to the different finishes to the surface of the concrete
screed.
6. CONTRACTORS/PAVEMENT AND STRUCTURES LIMITED REPORT:
6.1
The contractor stated that the progress made to date was
negligible as a result of the issues raised, which need to be
addressed. To this, the PA reminded the contractor that there
were several activities within the contract, which could have
been done while he awaited clarification for those items of
concern.
6.2
The contractor indicated that the plan was to resume activity by
2014-10-30 as no ship will be in that day.
7. PROGRESS TO DATE:
7.1
The actual progress to date was undetermined notwithstanding
the reported progress on the fabrication of steel Trellis which is
being done off site.
7.2
The Contractor has made a claim for payment of $2,916,343.00
for mobilization secured by a Mobilization Guarantee.
7.3
Due to re-scoping of the concrete works proposed for the bridge,
there is a net saving of approximately $111,244.00
8.0
STAKEHOLDERS COMMENTS:
8.1
UDC
Architect:
The meeting was informed that the drawings regarding the
setting out, including all the relevant details, were ready and
would have been submitted to the contractor and the PAJ.
Landscape Architect:
Suggested that P&S provide a sample of the stamp concrete
for approval and that the lead time for the procurement of the
25 No pots required 4-5 weeks. The PS indicated that the
sourcing of the plants was in progress.
Electrical Engineer:
The sourcing of critical electrical parts should commence
Civil Engineer:
Indicate that the intention was for the first Trellis Footing to be
cast in a concrete block/base for structural stability of the
whole frame. However, given the constraints, an inspection
will be done to determine the way forward. Also, the plan was
for the electrical installation to begin in box at the footing. As
a result, the Electrical Engineer was asked to revisit this
proposal in order to determine what modification would be

required.
Port Manager :
The PM stated that the contractor is aware of the ship days
and that
All material taken down from the Pier should be stored in the
area identified for the staging of material as it is the property
of the PAJ.
8.3
Tourism Enhancement Fund (TEF):
No comment as the representative was absent.
8.4
Office of the Contractor General:
The OCGs representative suggested that the Contractor includes
in his programme /schedule the percentage completed for each
activity. P&S agreed to make the addition to the Schedule.
It was suggested that the Contractors progress report be sent to
the PAJ/Project Administrator for distribution prior to the meeting.
8.5 The Port Authority of Jamaica:
PA reminded the meeting and the Contractor that while the
work to be executed is less intrusive, every effort must be
made to prevent any incident to the passengers and workers.
PA stated that he was concerned about the progress made to
date notwithstanding the concerns of the contractor and the
impact of the cruise ship arrival. The contractor reminded that
there were several other activities that work could have been
done including commencing repair work to the Guardrail and
establishing the location for main holding bolts for the Trellis. It
was reiterated that we cannot do certain work during
December and as such it is extremely critical that the
screeding on the Walkway/Bridge be completed in November.
The PM was asked whether there would be a difficulty if the
centre guard rail was demolished; he responded that he would
take care of it.
The Contractor was asked to revise the work schedule to
reflect the current status and how P&S plans to complete the
work while maintaining the scheduled completion date of
December 22, 2014.
9. Next Meeting: The next Site Meeting was scheduled for November 12,
2014 commencing at 10:00am.

There being no other matter for discussion the meeting was adjourned at
11:40a.m.
