GCSO LAW ENFORCEMENT SUMMARY
DECEMBER 7, 2015 DECEMBER 13, 2015
On Monday, December 7, Investigator S. Ferrell and Deputy P. Williams conducted a traffic stop
in the area of State Road (SR) 71 and Myers Road near the Five Acre Farms area. The driver of
the vehicle failed to maintain the lane. Contact was made with the driver, Cody B. Paquette
(23), and passenger, Austin L. Scott (27). Both acted extremely nervous and sweated profusely.
During the contact, investigators detected a strong odor of marijuana coming from within the
vehicle. A search of the vehicle yielded a plastic bag containing 147.8 grams of marijuana and
drug paraphernalia. Paquette and Scott were arrested for Possession of More Than Twenty
Grams of Marijuana and Possession of Drug Paraphernalia. They were transported to the Gulf
County Detention Facility (GCDF).
On December 7, Investigator S. Ferrell and Deputy P. Williams conducted a traffic stop on a
vehicle in the area of Martin Luther King Blvd. and Avenue C. The driver, Leroy Yarrell, Jr. (40),
was wanted by the Gulf County Sheriffs Office (GCSO) on a Writ of Bodily Attachment for child
support. He was placed under arrest and transported to the GCDF.
On December 7, Sgt. J. Murnan was contacted at the Wewahitchka Substation in reference to
the theft of a jewelry armoire. The offense occurred in the 200 block of Lester Drive in
Wewahitchka. The armoire contained several pieces of jewelry, which included a white gold
diamond marquis ring and a yellow gold wedding band set. The total value of the stolen items
were estimated at $1500. Sgt. Murnan continues to investigate the case.
On Tuesday, December 8, Deputy P. Williams arrested Stephen B. Giffin at the probation office
in Wewahitchka. Giffin was wanted out of Bay County. He was transported to the GCDF.
On December 8, Christan R. Moses (31) turned herself in at the GCSO on a warrant for Violation
of Probation. Moses was on probation for the Sale of Meth within 1,000 Feet of a Church. She
was turned over to the staff at the GCDF.
On December 8, the GCSO received a call from a person who stated they received a text
message from their mother and she told them she was being held against her will at gunpoint.

Information led deputies to 195 Timberlane Road, north of Wewahitchka. Once deputies
arrived, the victim was located and Timothy W. Williams (50) was immediately arrested.
Investigators learned the victim offered Williams a ride to a location in Port St. Joe. While en
route back to Wewahitchka, Williams solicited the victim for sex. When the victim refused,
Williams forced the victim into a wooded area at gunpoint and sexually battered her. He later
bound the victims hands with zip ties and forced her to go to his residence where he continued
to hold her against her will. The victim was able to send text messages to her daughter, which in
turn facilitated the response of deputies. Williams was charged with Kidnapping, Sexual Battery,
and Aggravated Assault with a Deadly Weapon. He transported and booked into the GCDF.
On Wednesday, December 9, Deputy P. Baxley arrested Anthony L. Turner (31) at the GCDF on a
warrant for Violation of Probation. Turner was originally arrested in Bay County on the warrant.
He was on probation for Sale of Cocaine and Felon in Possession of a Firearm.
On December 9, Deputy P. Baxley responded to a complaint of a battery, which occurred in the
100 block of Coronado Street in St. Joe Beach. The victim reported Todd A. Mohr, Jr. (25)
battered him. Deputy Baxley investigated the complaint and filed an application for a warrant
on Mohr. Mohr was arrested, on the warrant for Battery, Monday, December 14.
On December 9, the GCSO received a complaint regarding the theft of two ladders and roofing
tin in the 2500 block of McKinnon Avenue in Oak Grove. Deputy P. Baxley responded to
investigate the complaint. It was reported that a twenty-foot aluminum extension ladder,
valued at $400, and a six-foot fiberglass stepladder, valued at $70, was stolen from the property.
In addition, several pieces of roofing tin, which measured six to eight feet, were also stolen. The
roofing tin was painted orange and green. The GCSO continues to investigate.
On Thursday, December 10, Deputy P. Baxley arrested Bobby J. Griffin (24) in the 100 block of
East River Road in Wewahitchka. Griffin was arrested for Possession of Less Than Twenty Grams
(LTTG) of Marijuana. The arrest came after a field contact with Griffin. He was transported to
the GCDF.
On December 10, the GCSO extradited Jeremiah G. Riley from the Bay County Jail. He was held
for the GCSO on three warrants for the Sale of Crack Cocaine within 1,000 Feet of a Church and
a Writ of Bodily Attachment. Riley was transported to the GCDF.
On Friday, December 11, the GCSO received a 911 call regarding a physical altercation in the 100
block of North Patrick Street in the Overstreet area. Sgt. Burkett responded to the call. The
complainant reported an altercation occurred between himself and Timothy M. Brandon (45).
Brandon left the scene prior to the arrival of deputies. A warrant for Battery was applied for and
obtained for Brandons arrest. He was arrested on the warrant on Monday, December 14, at
the GCDF.
On December 11, Investigator S. Ferrell and Deputy P. Williams contacted two males walking in
the area of Our Town Road. One of the subjects, identified as Thomas K. Mosher (20) was
wanted out of Bay County on a warrant for Violation of Probation. He was arrested and
transported to the GCDF.

On Saturday, December 12, Deputy G. Desrosier was dispatched to assist correctional officers at
the Gulf Correctional Institution Annex. Officers at the facility had a visitor introduce
contraband into the facility. At the conclusion of the investigation, Deputy Desrosier arrested
Casandra L. Eye (36) from Orlando. She was charged with Introduction of Contraband into a
State Correctional Facility and Possession of a Controlled Substance. Eye was transported to the
GCDF.
On December 12, the GCSO received a 911 call from the 100 block of North Patrick Street in the
Overstreet area. Deputy J. Hanson responded, along with Deputy M. Layfield. The complainant
reported Timothy M. Brandon (45) assaulted him with a pipe and nearly struck him in the head.
The victim was able to get away from Brandon. The altercation was over a cellular phone.
Physical evidence was collected at the scene and Brandon was taken into custody. He was
transported to the GCDF and charged with Aggravated Assault with a Deadly Weapon.
On December 12, Deputy M. Layfield and Deputy J. Hanson arrested William H. Brown (20) for
Disorderly Conduct in the 200 block of West Avenue in the Burgess Creek area. Brown was
transported to the GCDF.
On Sunday, December 13, the Narcotics Unit and deputies executed a search warrant at 1879
County Road 381 in Dalkeith. Alex C. Caster (37) was arrested on two warrants for the Sale of
Methamphetamine. The search warrant was the culmination of an investigation by the GCSO
Narcotics Unit. In addition to the felony drug warrants, Caster faced additional charges after the
conclusion of the execution of the search warrant. Investigators found methamphetamine and
digital scales. In addition to the drug and paraphernalia, items such as plastic tubing, glasssmoking pipes, Coleman propane bottles and syringes were found. Caster, a convicted felon,
was also determined to be in possession of ammunition for a firearm. He was transported to
the GCDF on the warrants and additional charges of Possession of Methamphetamine with
Intent to Distribute, Possession of Drug Paraphernalia, and Felon in Possession of Ammunition.
On December 13, Deputy J. Hanson and deputies arrested Ryan M. McDonald (22). Deputy
Hanson responded to the 500 block of East Church Avenue in Wewahitchka in reference to
McDonald entering a residence and threatening the complainant. Prior to deputies arrival,
McDonald fled the scene. Several hours later, he phoned the complainant and threatened to
return to the residence. Deputy Hanson was able to contact McDonald by phone and
encouraged him to surrender himself. Investigator Ferrell met McDonald and took him into
custody. McDonald is currently on probation for Felony Battery, Burglary and Grand Theft. He
was arrested and charged with Burglary of an Occupied Dwelling, Assault and Violation of
Probation. He was transported to the GCDF.
