NOPPO PUBLIC SATISAFACTIONS PROGRAMS:
Electronic Community Engagement Survey
One of the major objectives of the PNP and this PRO in particular, as reflected in our
Scorecard, is the Improvement of Community Safety Awareness through
Community-Oriented and Human Rights-Based Policing. There are parameters
used in measuring our accomplishments on this particular objective, among them are
the Regional Safety Index, Respect Index andthe Trust Index.
In order to gather data about these indices, this PRO conduct the Electronic
Community Engagement Survey or E-CES. This survey method was developed
through the collaboration of RPCRD and RITMS in creating a website where the
community can easily access our survey questions and answer them directly. The online
site also allows us to gather relevant data from the participating citizens.
NOPPO Social Media
Social Media particularly Facebook and Twitter are very effective in swaying
public opinion and support along with the traditional media. With the use of Social
Media, barriers between the community and PNP will be lessened, if not eliminated, the
presence of the PNP will be felt by the people at any time of the day. It will persuade
netizens to actively interact with the PNP on issues relating to public safety and anticriminality campaigns.
Thus, PRO7 is taking into consideration the use of Social Media to promote
the PNP Organization and for timely reporting of activities and to provide the public
informative updates on the implementation of our plans and programs.

PNP Txt 2920, a 24-hour, seven-days-a-week police reporting service to accommodate
requests for police assistance and complaints. The only thing one has to do is to key-in
PNP[space][message] and send it to 2920 for both Smart and Globe. The objective of
the project is to win the hearts and minds of the people by opening an avenue of
communication.
Through the participation and cooperation of the community, the reporting of crimes,
criminal personalities, and complaints has significantly increased, which proves that the
use of available technology is a powerful tool in effective law enforcement. PNP Txt
2920 hopes to fulfil the vision of keeping the streets and families safe through an
effective and trustworthy police force.

NOPPO Letter of Instruction (LOI) 13-12 Satisfaction Bell dated February 20, 2012
directs all police stations to procure a clean and attractive bell which is capable of
producing an audible sound in its immediate room or area. The bell will be placed at a
conspicuous area at the entrance of the police station with a phrase If you are
satisfied, please ring the bell. The concerned police station may translate this phrase
to the local dialect to make it understandable by all citizens in the locality.
As means of monitoring the implementation of this project, all lower units are required to
submit compliance report every month which are consolidated and submitted to higher
headquarters.

A client coming in the police station must not be constrained to ring the bell. It must be
by his/her free will and consent. A Monitoring PNCO must be duly designated by the
concerned COP or Head of Office to ensure the strict and daily recording of bell ringing.

The NOPPO Quality Service Lane conceptualize to provide and deliver quality services
and to satisfy the expectations of the public in terms of customer service. It is integral
component of the Model Police Station Project to satisfy the needs and expectations of
the citizens. Such pave the way for the adoption of a stakeholder-friendly PNP Quality
Service Lane System, as well as Show Window innovation of a service-oriented lane
in every police station across NOPPO.

Barangay Peacekeeping Action Team (BPATs)
This endeavors recognizes the role of the Barangay Tanods, Bantay Bayan, Civilian Volunteer Organizations, Barangay Auxiliaries, Non-Government
Organizations and other Peoples Organization that can be utilized as Force Multipliers in the Fight against criminality/insurgency/terrorism. These
organizations are also valuable partners in the development of the community as well as enhance the partnership between PNP and the community
in crime prevention.
BPATs are the main operators at the Barangay level which are trained, equipped and are fast, agile and responsive to the needs of the community
and is expected to work at the ground level where crimes operates.

The SALAAM Police Center of this office has done a great job in convincing the members of the Muslim community in supporting the Philippine
National Police in maintaining peace and order and enhancing community support towards crime prevention and suppression in the entire region.

ANTI- DRUG ABUSE COUNCILS
On its part the PNP will support the Anti-Drug Abuse Council (ADAC) in clearing of drug affected barangays by focusing on the neutralization of street
level drug users and pushers. There should be a close coordination between the Philippine National Police (PNP) and the barangay officials in the
fight against illegal drugs, a crime watchdog .Activation of Anti-Drug Abuse Councils support the PNP programs towards creating consciousness and
awakening the community on their social responsibility in illegal drug abuse prevention and eradication.
