DESIGN AND BUILD METHOD

Introduction
The design and build method is figure out the relationship (contract) between the owner
and one entity (contractor) that will provide the project design and then construct all
those design. However, in some cases the owner will provide the primary design and give
it to selected construction firm as a benchmark to get a satisfied result. With high-grade
result of infrastructure project, this method is already help the people all around world to
use the office buildings, schools, stadiums, and etc.

Advantages of Design and Build Method
1. Single center of responsibility. Since the design and construction are placed under a
single entity, then the quality of performances, schedule, budget and accountability are
better. Moreover, it can reduce the conflict among the employees (designer and
constructor) when they are working in the same emperor.
2. Time savings. It happened when there is the overlapping of the design and construction
period. Besides, bidding periods and contract submission can be eliminate. Once the
design of a project is done, then the construction can take place. In addition, if the
designer is already done with a part of the project, the constructor can start with their
work.
3. Effective cash flow control. By reducing the cost for construction engineering and
inspection (CEI), the contractor can save much of money. This type of delivery method

also can reduce the potential for claims and lawsuit after the project is already complete.
In addition, design and build method can shorten the project timeline, then the cost for
employees salary can be reduced.

Disadvantages of Design and Build Method

1. Through this method, the exclusion of the low bid contractor selection criteria can happen
and it can increase the project cost.
2. Moreover, it can give a crisis for the smaller local or regional firms to get this design and
build contract because usually the favors large engineering and construction firms will
get more attention by the owner to grab this opportunity.
3. Design and build method also can ruin the competition among the construction firm.
Consequently, the economy for economy for small construction firm become very bad.

Scenarios of Design and Build Method


Commonly, for a fixed-cost free contract for design and pre-construction of the project the
owner will make an agreement with the design and build team and an agreed general conditions
costs and construction will be given to the team as percentage of total construction costs. The
Guaranteed Maximum Price (GMP) is being produce once the design has the progression at the
site to a certain point and the original contract will be converted into GMP contract. Then, all of
the fixed costs will turned up into the GMP.
Besides, other condition is a fixed price sum agreement based on all design-build effort is
being decide already at the first stage of the project.

By using the two-step process, the selection for the best design-build team can be held.
Firstly, the design-build team will only send their qualifications. Then, the short list of the teams
is produced out by the owner and RF will be questioned these teams by requesting cost
information and a technical proposal. And all those document based on the firms innovations,
schedule and detail of the project. Lastly, the owner will decide the team by looking into all the
scopes.
In addition, the variation order can be requested by the contractor but the cost is high. And
the extension time will be provided.

Example Project of Design and Build Method


One of the success project that applied this method is San Diego International Airport
Terminal 2 and Airside Expansion. The owner for this project is San Diego County Regional
Airport Authority. And the design-builder is Turner/PCL/Flatiron. There are some of benefits
goes to the owner through this airport project such as the minimizing of the original cost
estimation by ten percent during the construction. Due to combination of cost for engineering
started from the validation phase until the completion part. In addition, the period of time to
construct this structure become shorter when the construction was already started even the design
of the building is not totally complete. So we can see that the development of design and
construction is moving parallel due to the timeline. The projects success has opened the eyes of
the world about the efficiency of design and build method and has gained a lot of awards and
certificates such as LEED Platinum certificate.
