The chairman signed the minutes of the Annual Open Meeting, the AGM and the ordinary parish council meeting held
on 18-07-2016 as true records.

160915-7 Planning applications


Applications submitted requiring council comments:
SL/2016/0798 and 0799 First floor extension at 2 Hayclose Following a site visit, the parish council had no
objection to this application.
SL/2016/0831 and 0832 Change of condition restricting opening season at Wood View Caravan Park, Windy Hill.
The parish council decided to support this application.
160915-8 Payment of accounts
Payment of the following amounts was authorised:
63.08 to SLDC for 2016 election costs
253.00 to Zurich Municipal for the insurance premium for 13-10-2016 to 12-10-2017
160915-9 Financial report
a) The external auditors report raised one issue the balances held are high compared to expenditure during
the year. However, they say they do not know whether the parish council is saving for something in particular.
The parish council noted that the high reserves are because it has not yet been possible to renew the fencing
of the parish field and the administration fee for the Armistead Fund Grant has not been paid because of delay
by Banks. It was resolved that the issue will be discussed at the next meeting when the budget for 2017/18
will be constructed.
b) The Annual Return and certificate from the external auditor were approved and accepted.
c) The Community Account balance is 23,305.79 and the Business Premium Account has 510.23. The large
increase in the former is due to the receipt of a grant of 20,000 from SLDC for an electronics cabinet for the
broadband network.
160915-10 Correspondence
The following items of correspondence received since the last meeting were noted:
27-07-2016 from CALC information about the Insurance Act 2015. It is mainly to do with collecting information for
insurance purposes so will not affect the parish council
14-09-2016 from CALC September newsletter [forwarded to councillors]
160915-11 Extension of the B4RN broadband network to the parish
The focus has been the signing of wayleave agreements. The plinth has been constructed for the electronics cabinet
to be sited at Old Hutton Public Hall and duct has been laid across about a kilometre of fields where ploughing was to
occur. There will be a public meeting at New Hutton Institute at 7.30pm on Wednesday 28 th September. The agenda
will include a progress report, tasks for the next six months, the number of hamlets and thus the need for local
champions, and the role of local champion volunteers. Everyone is urged to attend.
160915-12 Speed Indicator Device
Peter Thornton reported that the cost of a speed indicator device (SID) has now fallen to 2500. The parish council
decided that speed was not a sufficient problem to warrant the purchase of a SID as one can be borrowed. However,
the existence of several dangerous junctions was recognised and will be discussed at a future meeting.
