LG IAPOLCOM Core, DSA omer Guin Anni, Wet Tide Chin CafstZCORDS ac an 0 Ny o 93 red MEMORANDUM CIRCULAR September 28, 2016 No. 2016-133 TO : ALL PROVINCIAL GOVERNORS, CITY/MUNICIPAL MAYORS, PUNONG BARANGAYS, SANGGUNIANG BARANGAY MEMBERS AND ALL OTHERS CONCERNED SUBJECT : CONDUCT OF TREE PLANTING ACTIVITY AT THE BARANGAY LEVEL Republic Act (RA) 10176 was promulgated on 25 July 20111, reviving the observance of Arbor Day, by authorizing the Local Government Units the responsibilities for celebrating the day for the tree planting as an annual event. ‘The Implementing Rules and Regulations (IRR) of Executive Order No. 193, Series of 2015, otherwise known as the “Expanding the Coverage of the National Greening Program (NGP)", was promulgated in order to harmonize all forest development activities that will encourage and enhance the development of forest plantation, with greater participation from the private sector, local government units, and organized upland communities. ‘Tree planting activity is one of the many approaches to protect the environment. It is an effective strategy to mitigate climate change and that every single tree is believed to be very essential to combat global warming, ‘The national government is not solely responsible in safeguarding the environment but instead, all sectors of the society. The government and the community must unify their efforts and jointly work towards environment protection to be able to conserve biodiversity and to prevent environmental degradation. In support of RA 10176 and the Expanded National Greening Program of the Government, all Punong barangays are encouraged to coordinate with the concerned PENRO/CENRO/MENRO in order to harmonize the conduct of the tree planting activity within their respective areas of responsibility. All sangguniang barangays are advised to enact appropriate ordinance directing all building owners and homeowners to plant trees in their backyard or frontage of the building and houses, respectively, to contribute to the efforts to combat global warming. Page 1 of 2 The Provincial Governors and the City/Municipal Mayors are enjoined to supervise, monitor and extend necessary assistance to the concerned PBs in the conduct of the activity. It will be in consideration of the importance of collaboration towards a productive, dynamic, clean air and refreshing healthy environment. All Regional Directors and Field Officers of the DILG are directed to cause the immediate dissemination of this Memorandum Circular to the local government units to ensure compliance of all concerned.
