DAY 4 (DECEMBER 20,2016)

All School Heads are actively participated in this exercise because of


SIP & AIP and for Non-IUs, point out how they participate in the budgeting
process, mindful of their common expenditures based on transactions. The
Procurement planning should be done within the schools context reflecting
the schools priorities and treat your planning seriously, not cram into
planning expenditures, so as to ensure smooth implementation of SIP and
quality spending leads to quality education.
We have to make ourselves aware and vigilant of the good fiscal
management practices. Sometimes we take for granted certain practices
that we have always seen from our predecessors. These are not necessarily
always good practice. It is better if we familiarize ourselves with the DepEd
policies and COA rules on good and sound fiscal management.
He said that Donations are donations to the school not the School
Head. Refer to RA 6713. Even if a donated furniture would have the School
Heads name on it, the assumption is it is a gift to the school. The
acceptance of donations by schools should be approved. All donations to the
school should be expended on the school and for educational purposes only.
As a school head must ensure that there is a regular practice of
keeping the books up-to-date (check with school accountant or bookkeeper).
PROCUREMENT, when done properly efficiently, and timely and
without any ethical breaches, allows for the school to get the best value for
its money and eases any undue delays that may affect the delivery of quality
service in education.

DAY 5 (DECEMBER 21,2016)

The facilitator discussed about the Disbursement and tracking that


disbursement is critical to School Heads. While MOOE is cyclical and
predictable, even intuitive, if it is delayed, it has grave consequences to the
school, and the school head.
School heads as fiscal managers have to watch out for 4 critical tasks
in asset management are Property Management, Storage & Warehousing,
Repair & Maintenance and Property Disposal.
This session Fiscal Management puts emphasis on the guidelines for
each asset management task. As school heads, it is best that we exercise
diligence and prudence in the caring for our schools assets.
The school head is responsible for 4Es Efficient, Effective, Economical
and Ethical fiscal management practices. This spells effectiveness in
operations.
Also, if you notice, it is no less than the Department of Budget and
Management that gives us the National Guidelines on Internal Control
Systems
According to Fraud You have to know how to spot and scrutinize the
finance supporting documents. Supporting documents that are submitted to
substantiate transactions are good starting point in trying to detect
fraudulent transactions.

DAY 6 (DECEMBER 22,2016)

School leadership is a calling to a journey towards better learner outcomes.


It requires to remembering and reflecting on ones commitment and continually
improving oneself.
This Module 3 consist of the S-HRMD: The school head as steward of human
resources of the school and Fiscal Management: The school head as steward of
fiscal resources of the school
The school head needs to muster his inner resources to face the challenges of
his/her position.
As a school head we have been changed by our own journeys as leaders. We
must be mindful of how our experiences made us feel throughout our journey
because our emotions throughout our leadership journeys can also serve as learning
points. Our reactions to success and adversity tell us a lot about ourselves as
leaders.
Leaders are shaped by the people that accompany them in their journey.

As co-travelers, we must learn to recognize the hero in each other. Every


leader deserves a word of encouragement every once in a while.
Stories are a powerful tool that we can use to inspire others. The good thing
about stories is, we all have them. Stories are tools that everyone has access to.

The most inspiring leadership narratives always begin with a story of the self.
They then proceed to how others have become important parts of their narrative.
These narratives then conclude with where the storyteller is now and how they got
there.

We can go back to the heros narrative: the story builds up the hero for us so
we can empathize with them. Once we have identified with the hero, we are told of
their journey and we gladly join them because we like them. When the hero
succeeds in the end, we share in his triumph.

In that sense, our leadership journey is a heros journey waiting to be told.
