Pricing Preamble
PRICING PREAMBLES
1.1 This Pricing Document has been prepared based upon the current edition of RICS New Rules
of Measurement (NRM2) and the design information included in the Employers Requirements.
The Pricing Document (excluding the tender adjustment schedules and the schedule of
modifications) does not represent a fully quantified Bill of Quantities or Pricing Schedule as the
measurement contained therein is based upon the level of design details available at
schematic design stage (AIA).
1.2 The complete Pricing Document (including the tender adjustment schedules and the schedule
of modifications as completed by the Contractor) represents the Contractors fully quantified
schedule of work items and prices required to fulfil the obligations of the Contract and as
included in the Contract Price.
1.3 The Pricing Schedule comprises the following Pricing Document Divisions containing quantified
work items in RICS NRM 2 work sections, relevant to that Division.
1.4 The Pricing Document contains a tender adjustment schedule (TAS) following each Division as
indicated above. The Contractor is deemed to have allowed for all adjustments to the work
items and quantities indicated in the preceding section of the Pricing Document within each
TAS. Any work items and obligations which are not identified within the preceding Division of
the Pricing Document but which are necessary for complete quantification of that preceding
work Division of the Pricing Document are deemed to be included by the Contractor in the TAS.
1.5 The Contractor is deemed to have allowed for all necessary modifications to work items,
quantities and rates which are associated with any modifications required to implement any
further value engineering modifications within the Schedule of Modifications (VE to meet TMP).
1.6 Items in the preambles section of this Pricing Document are deemed to qualify, and to be part of
every description of measured work to which they refer.
1.7 The Contractors unit rates are deemed to be the fully inclusive value of the work described and
must include all related work, accessory or consumable materials, incidental labour,
supervision, administration, tools, construction equipment, overhead and profit and all costs and
expenses which may be required in and for the completion of the work described, together with
all costs and expenses in complying with all general risks, liabilities and obligations set forth or
implied in the Contract.
1.8 Items against which no price or rate is entered or which have been noted as excluded, excl,
-, by others are deemed to be included within the Contract Price.
2.0 GENERALLY
2.1 Provision has been made for the total of each page to be collected at the end of each section of
these Contractors Pricing Documents.
2.2 Allow against the items or in the prices for everything contained in these Contractors Pricing
Documents which has a monetary value.
2.3 Lump sums shall not be given where unit rates are applicable.
2.4 Unit rates may be used reciprocally in the settlement of accounts unless conflict between them
occurs. The Contractor is therefore to ensure that identical items occurring in separate Pricing
Documents are not priced at different rates unless this is his deliberate intention.
2.5 The Tenderer shall check against the summaries that each copy of the Contractors Pricing
Documents is complete in the number of pages and in the reproduction of each page.
2.6 Unit rates and extensions shall be given in Qatari Riyals to a maximum of two significant places
of decimals.
2.7 The various documents collectively referred to herein as the Contractors Pricing Documents
jointly constitute the Contractors Pricing Documents referred to in the Contract Conditions.
2.8 Items in the preambles section of these Contractors Pricing Documents are deemed to qualify,
and to be part of every description of measured work to which they refer.
2.9 No amendment which has not been authorized in writing by the Employer shall be made to
these Contractors Pricing Documents.
2.10 The Tenderer is cautioned to familiarise himself with all documents comprising the Tender
including the Tender Drawings and Tender Specifications (or any other information that can be
reasonably inferred from any of them) and all obligations contained in the Tender shall be
included in the Tender price, even if specific items relating to them are not listed in these
Contractors Pricing Documents.
2.11 The Tenderer's unit rates are to be the fully inclusive value of the work described and must
include all related work, accessory or consumable materials, incidental labour, supervision,
administration, tools, construction equipment, overhead and profit and all costs and expenses
which may be required in and for the completion of the work described, together with all costs
and expenses in complying with all general risks, liabilities and obligations set forth or implied in
the Tender. No claim for additional costs will be entertained resulting from the conditions of the
existing ground and site and any difficulty that may be encountered by the Tenderer in
executing his works as a result of the ground/site conditions.
2.12 Tender Drawings, Tender Specifications and indicative Contractors Pricing Documents and all
other Tender Documents are complementary and if any item is included in any one of them, it
shall be deemed included in all.
2.13 Should an item be included or implied in any of the Documents, and then it shall be considered
as necessary for the proper execution of the Tender works and deemed to be included in the
Tender sum. Should an item required for the proper execution of the works not be included or
implied in any of the Tender Documents, then the items shall deemed to be included in the
Tender Sum.
2.14 The Tenderer's bid for the entire Works shall provide for supervision of any or all trades not
intended to be performed with his own forces. No extra compensation for services as a General
Tenderer will be paid.
2.15 The Tenderer should note that this Tender will be developed into a lump sum Contract subject
to the finalisation of the scope and extent of the Works as well as the design. The Tenderer is
instructed however that said Tender shall be inclusive of all fluctuations, which may occur
during the Tender Period, the Tender Review Period and Contract Period as the unit rates will
not be adjustable. The Contract Price shall not be amended except by written authorised
variations signed by the Employer and issued by the employers representative or by
adjustments to provisional sums as defined in the Conditions of Contract. Any such variations or
adjustments shall be measured and valued in accordance with the Conditions of Contract.
2.16 In the event of there being any discrepancies between details on Tender Drawings, descriptions
in Tender Specifications and descriptions in the Contractors Pricing Documents then the item
shall be deemed to have been priced in accordance with the priority of documents noted in the
Contract.
2.17 The Tenderer shall, prior to submission of his Tender, request written clarification from the
Engineer of any point he considers being a major discrepancy, ambiguity or error in the Tender
Document, and the employers representative shall issue instructions in response to each
request.
2.18 After submission of Tenders, it will be deemed that the value of any discrepancy has been
included in the Tender Sum, that all quantities are accepted as correct, subject to any
adjustments instructed by the Engineer. Consequently, no claim whatsoever will be entertained
in respect of any discrepancy between individual documents comprising the Tender.
2.19 The Tenderer is required to check the numbers of the pages of the Contractors Pricing
Documents and should any be found missing or in duplicate or the figures or writing indistinct,
the Tenderer must notify the Engineer at once and have the matter rectified before the Tender
is submitted. No liability whatsoever will be entertained in respect of any claim for error in the
Tenderer's Tender resulting from failures to comply with the foregoing.
2.20 The Tenderer should allow against the items or in the prices for everything contained in these
Contractors Pricing Documents which has a monetary value
2.21 A price or rate shall be entered by the Tenderer against each item in these Contractors Pricing
Documents whether quantities are stated or not. Items against which no price or rate is entered
will be considered as covered by other prices or rates in the Contractors Pricing Documents
2.22 The Tenderer shall not use these Contractors Pricing Documents as a construction programme
nor for the purpose of ordering materials or arranging sub-contracts. The references for these
activities shall be the Contract Drawings, Contract Specifications and instructions issued by
Engineer.
2.23 Should the Tenderer consider any further items to the items described in the Contractors Pricing
Documents are necessary to complete his tender then he should identify these items and
include them in his tender. The Tenderer may offer separately as alternatives to the tender any
differences in Tender Specifications which he wishes to be considered.

2.25 a). Rates shall be comprehensive and include for, but not be limited to, the following:
i. Pricing Preambles and Tender Specifications shall apply reciprocally between sections of
the works unless otherwise described.
ii. Materials shall be of the quality specified unless otherwise directed by the Engineer.
iii. All materials shall be transported, handled, stored and fixed in accordance with the
printed instructions or recommendations of their manufacturers, or suppliers.
iv. Protection of completed work and temporary Works and making good and clearing away
upon completion.
v. Building paper, damp proof membrane, quilts and all non-rigid sheet materials shall
include cutting or forming holes and notchings and the extra labour of turning up at edges
and the like.
vi. Ducts shall include draw wires.
vii. Holes, mortices, pockets, grooves, chases and the like and items described as "built in"
and "cast in" shall include making good in its fullest sense and through, around, into, over
and up to the items concerned.
viii. Items described as "cut" shall include general making good.
c). Where the word allow is used, the cost of the items shall be the responsibility of the
Tenderer.
d). The amounts set against any items of profit shall include for all costs in connection with
letters of credit, bank charges, interest charges and insurance after the materials come
under the control of the Tenderer.
3.1 Generally
3.1.1 The employers representative may, if in his opinion, if it is necessary or desirable, order in
writing that any additional work shall be executed on a Daywork basis. The Tenderer shall then
be paid for such work under the conditions set out in the Daywork Schedule and at the rates
and prices affixed thereto by the Tenderer in his Tender.
3.1.2 The Tenderer shall furnish to the employers representative such receipts or other vouchers as
may be necessary to prove the amounts paid and, before ordering material, shall submit to the
employers representative quotations for the same for his approval.
3.1.3 In respect of all works executed on a Daywork basis, the Tenderer shall, during the continuance
of such work, deliver each day to the employers representative an exact list in duplicate of the
names, occupation and time of all workmen employed on such work and a statement (also in
duplicate) showing the description and quantity of all materials and plant used. One copy of
each list and statement will, if correct, or when agreed, be signed by the employers
representative and returned to the Tenderer.
3.1.4 At the end of each month, the Tenderer shall deliver to the Employers representative a priced
statement of the labour, material and plant, except as aforesaid, used and the Tenderer shall
not be entitled to any payment unless such lists and statements have been fully and punctually
rendered. Provided always that if the Employer shall consider that for any reason the sending
of such lists or statements by the Tenderer in accordance with the foregoing provision was
impracticable, he shall, nevertheless, be entitled to authorise payment for such work, either as
Daywork, on being satisfied as to the time employed and plant and materials used on such
Work, or at such value therefore as shall, in his opinion, be fair and reasonable.
3.1.5 The Tenderer will be paid for Daywork carried out during the course of the contract while other
operations are in progress at the rates set down in this Schedule.
3.1.6 The basic rates to be inserted in the Daywork Schedules shall be the Rates which the Tenderer
has used in determining his Unit Rates inserted elsewhere in this Tender and Tender
Documents.
3.1.7 Time engaged in actual works only will be allowed. In the event of labour or plant having to be
brought to the Site for the items of Daywork, no allowance will be made for travelling time.
3.2.1 The Daywork rates quoted for labour are to be inclusive nett amounts payable including for use
and waste of hand tools and of all ordinary non-mechanical plant, stagings, scaffoldings,
tarpaulin, use of electrical light and water for the works, etc. and all special inducements for
working in Qatar. The rates shall also be deemed to include the extra cost of public holidays,
other holidays with pay, medical costs, bonus, sick leave, termination, indemnity pay and the
like. Unless specifically authorised in writing by the Employer, non-productive overtime or
special rates for overtime will not be admissible. The cost of all supervisory staff including
Engineers, foremen, clerks, storemen, etc., is to be included in the Daywork rates.
3.2.2 All rates are valid for the duration of Contract period.
3.2.3 All rates included hereinafter shall apply to actual working time and shall not apply to travel time
(to or from Site, or within the Site).
3.2.4 The rates for construction plant and equipment Operators or Drivers shall not be included in the
labour rates but shall be deemed to be included in the respective rates for Construction Plant
and Equipment.
3.2.5 The classifications used for labour employed on daywork shall be as stated in their employment
record cards and the Employer may request evidence of classification in respect of the
personnel employed on daywork. Tenderer shall supply such records if requested or any other
records requested by Employer to verify the use of labour on daywork operations.
In the event of Tenderer supplying materials following the employers representatives request
for additional work, to be performed on a day work basis an uplift shall be paid in addition to the
net actual cost of materials and cost of transportation to Site. Supporting documentation for the
actual cost of transportation to site shall be submitted by Tenderer.
Plant hire rates shall include for the cost of maintaining in proper working order, attendance in
starting up and shutting down, refuelling and all fuel and power, oils, grease and cleaning
materials, replacement and/or sharpening of tools, provision of tools and all other ancillary items
including consumable spares. Idle time in maintenance or travelling to the Site will not be
allowed. The rates for Drivers. Operators and Attendance is to be included within the rates for
plant hire.
The Contractor is referred to the Drawings and Specifications for full details and descriptions of
materials and workmanship. The Contractor should note that details shown on the drawings and
descriptions contained in the Specifications have not been fully repeated in this document and
that he should allow in his prices for complying with all the requirements contained in the
Drawings and in the Specifications.
For the purpose of these Preambles, the general sequencing and titles follow those described in
the Master Format 2014 Classification System, with adaptations to suit this project. Tenderers
are advised to relate these Preambles to the relevant and applicable items in the Pricing
Schedule for the pricing thereof.
These Preambles are supplementary to the RICS NRM2 rules for measurement and shall be
read in conjunction with the NRM2 definitions. Prices and rates shall be deemed to be inclusive
of NRM2 requirements in addition to further amendments and provisions incorporated herein:
All quantities for excavation, disposal and filling have been measured net with no allowance for
bulking and working space.
Complying with all requirements, restrictions and recommendations concerning the method
of carrying out excavations, etc. as described in the Employers Requirements and in
compliance with all applicable regulations and as required by site conditions; excavating in
all materials as found; commencing excavations at any depth; excavating by hand;
excavating below the normal water table level; keeping excavations free from all water;
excavating around existing services; over break including filling with mass concrete as
required;. levelling bottoms of excavations; grading; trimming; keeping sides plumb;
compaction; stockpiling; spoil heaps and multiple handling; disposal of excavated materials
off site; trimming and compacting sub-grade under slabs, rafts and the like including proof
rolling; maintaining faces of excavation; forming, reforming and removing temporary ramps;
removing and sealing off redundant services; additional costs of excavation in sequences to
suit other works; additional excavation, etc., for working space required to install shuttering
to sides of footings and the like.
Executing in layers; rolling, compacting, watering; surface and edge treatment of filling and
beds; testing of samples; forming sinkings.
Lapping, joints and taping wrapping and sealing around service pipes and the like which
pass through water bars and casting in protection layers; turn-ups and turn-downs at edges,
etc.
Prices For Kerbs, Channels, Spoon Drains, Etc. Are Deemed To Include For:
Kerbs; channels; spoon drains in straight or curved runs; concrete; surface finish; shuttering;
reinforcement; joints; crushed rock bedding; excavation; transitions; junctions; joints and the
like .
Excavating post holes; filling excavations with cement; stabilized backfilling or concrete as
specified including temporary supports
Grading, rolling, and compacting to required falls, crossfalls, cambers and other profiles
Preparatory treatment (e.g. harrowing, rotary hoeing, etc.) of the ground surface; grading,
screening, mixing, spreading and raking to even tilth; incorporating fertilizer
Mixing, sowing, raking, fertilizing and watering; digging holes for plants; filling with mixed soil
medium; filter membrane; gravel drainage layer; rootproofing layer; supports, protection,
maintenance and replacement as required
Complying with all requirements, restrictions and recommendations concerning the method
of carrying out piling work as described in the Employers Requirements, in accordance with
all applicable regulations and as required by site conditions; Provision of method statement,
design calculations and shop drawings for the approval of the Engineer;; All necessary

Use of temporary casing to cast up to required heights if pile top is above pile working

Additional length in blind bored piles along with required core tests as required; Repairs or
replacement of piles due to misalignment, failed pile tests and/or other faults; Moving of
piling equipment around the site and for any necessary additional excavation, backfilling and
compaction thereof; Bulking in volume of excavated material; Dismantling all temporary
piling works and removal from site Leaving the site clear after clearing all excavated spoils
and bentonite over flows .
Plant, mixing, handling, hoisting, conveying and placing in position; Compacting; vibrating;
additional concrete required due to irregularities in excavated faces; over break excavation

Framing; boarding; centering; moulds; strutting; soles; braces; spacers; wedges; supports;
ties; bolts; cutting; waste; forms to produce grooves; throats; rebates; chamfers or the like;
cutting around projecting reinforcing bars, bolts, straps, hangers, etc.; temporary inspection
and cleaning openings; cleaning and treating with mould oil or separating agent; wetting and
easing; striking and removal; forming recesses, etc. for inserts, traps, floor outlets, sleeves,
floor ducting, conduits, pipes, ducts, fixings, structural steel sections and other edge trims,
etc.; forming all penetrations; setting to falls as required; setting to cambers where required;
back-propping after removal of forms; withdrawing from confined spaces; additional cost of
shuttering to returns, reveals and ends of walls.
Lifting and handling of units including preparation and approvals for safe work method
procedures; lifting points and fixings including any additional reinforcement; reinforcement;
moulds; All off-site and transport costs; protection of units; fixings, jointing, etc.; curing of
units; cleaning down completed work on completion; obtaining and submitting guarantees; all
necessary detailed or contractor required materials and component parts including concrete,
reinforcement and formwork. All grooves, rebates, pockets, cast-in items such as inserts,
fixings, ferrules, dowels, spacers, bolts, etc. drilling concrete structure, epoxy grouting and
the like Integral surface finishes including colour, texture, polishing, sandblasting, facing
materials and the like Identification marking of panels. Temporary propping, bracing, false
work, levelling, aligning and holding in position prior to and during erection or casting in

5.4 MASONRY
Prices For Brickwork and Block work Are Deemed To Include For:
Special blocks including facing/fair face blocks, lintel and bond beam blocks, bull nosed arris
blocks, sill blocks, copings, fractional blocks, plain end blocks, jamb or sash blocks, plain
return blocks and the like. Concrete lintels, sills, dwarf wall head beams, support posts and
wind posts, etc. Bands of different blocks and course heights different to that of the general
course height. Projecting and recessed courses Mortar and bedding Mesh joint
reinforcement and wall ties. Forming cavities between skins of cavity walls including ties
Forming ends, reveals, angles, intersections. Forming arches including centering and/or
concrete arch members leaving joints rough or raking out as key for plastering or rendering
Leaving loose blocks for and cleaning out cavities and subsequent making good Pointing
and cleaning down Forming weep holes. Wedging and pinning up to soffits Forming chases,
holes and mortices, penetrations, etc. including sealing with non-combustible materials to

5.6 WOODWORK

5.10 FINISHES
Preparing surfaces. Dubbing out as required to adjust for the specified structural and non-
structural tolerances and to provide a plumb and even surface for the application of the
required thickness of finish. Cleaning and wetting of surfaces as required and scratching
coats to form key for subsequent coats. Temporary and permanent rules, grounds, battens,
screeds, backings, etc. All labours including arrises, rounded and chamfered external
angles, fair edges, rounded or chamfered edges, internal angles, coved internal angles,
intersections to groins and the like, quirks, grooves, V-joints and the like, flush joints with
other finishes, set edges and angles, mitres, stop ends, returned ends, etc., finishing up to
door and window frames, etc. Area is measured flat on plan and surface areas to sides of
attached beams, downstands, upstands and the like are deemed included. Edge treatment
to stone benchtops and splashbacks including, edge thickenings, etc. Forming cutouts in

5.12 DRAINAGE
Excavation for pipe trenches shall not be measured separately but shall be included in the
items for pipelines.
The rates for pipelines shall include for all plant, materials and labour required to install the
pipeline in position including all short lengths of pipe, make up pieces, adapters, couplings,
trial holes carried out to locate services crossing or adjacent to the pipeline, excavation and
getting out in any material and in any location, all temporary diversions, support and
protection of any existing services and utilities, temporary support and maintenance of the
excavation, de-watering, refilling to any over excavation with materials as required, granular
bed and surround as required (or such other bedding requirements as the pipe manufacturer
may require, geotextile filter fabric as specified, laying, jointing and testing of pipes and shall
also include for multiple handling and stockpiling materials required for filling anywhere on
the Site, breaking down material that is unsuitable in its natural form to make it suitable for
filling, backfilling with materials as required, compaction, disposal of surplus material and all
other items necessary to complete the work. Deflection tests for HDPE pipelines shall be at
the Engineer's discretion. The rates shall include for backfilling. Unless otherwise stated
herein concrete backfill to pipe trenches and slabs over pipelines shall be measured
separately as extra over.
All fixings, standard cable fixing or supporting clips, saddles, brackets, straps and the like
and all other incidental fixings and accessories. Excavation, maintaining face of excavation,
bedding, backfilling, compaction, termite treatment where required, cable covers, warning
tape and disposal of surplus excavated material for work described as laid in trench. All
supports and fixings to the various building surfaces for electrical conduits, fittings,
equipment and all other items requiring fixing Identification labelling.

Pipeline identification.
The drawings used for compilation of this Contractor Pricing Document and associated project
specifications are tabulated hereunder. Items described in the Pricing Schedule shall be read in
conjunction with the drawings and specifications and shall be deemed to be fully inclusive of
work described in the drawings and specifications. This tabulation shall not be deemed to be an
exhaustive list and accordingly the Contractor shall familiarise himself with the content of the
entire drawings and specifications described elsewhere in the Tender Package and include for
such items in the Tender Adjustment Schedule. The Contract Sum shall be all inclusive and no
claims for oversight or exclusion of items shall be entertained.
The Contractors unit rates are deemed to be the fully inclusive value of the work described and
must include all related work, accessory or consumable materials, incidental labour,
supervision, administration, tools, construction equipment, overhead and profit and all costs and
expenses which may be required in and for the completion of the work described, together with
all costs and expenses in complying with all general risks, liabilities and obligations set forth or
implied in the Contract.
