The following is a list of sections or information that must be included in all Test Project proposals that are
submitted to WorldSkills.

INTRODUCTION

Test Project covers basic skills of Information Network Cabling and is designed to enable objective
evaluation assuming installation technologies that are used on real job sites of information network cabling.
Test Project is split into 5 modules and they are, in principle, mutually independent. Further, in order to
ensure sustainable development of this skill in the future, use of common materials is pursued in the Test
Project. Test Project is also designed to give quick visual understanding to visitors and related parties of
Worldskills members attracting their interests and attentions so that it helps them understand how important
this skill is.

Basic concepts and novelty of this Test Project are as follows:

1. Evaluate accurate and speedy execution of basic skills;


2. Tasks that are assuming real job site situation;
3. Tasks covering installation technologies of fibre optic cables and copper cables;
4. Evaluate troubleshooting capabilities (new);
5. Introduction of capper cable speed test (new);
6. Introduction of design task and re-design/ installation tasks (new);
7. Reduction of material costs by introducing above 4-6 (cost reduction): and
8. Introduction of installation of information communication system application (new).

DESCRIPTION OF PROJECT AND TASKS

Test Project of Information Network Cabling is composed of 6 tasks in total. Jobs included in each task
comply with the definition of TD.

See below for the purpose of each task:

Module 1: Campus backbone cabling

This module provides a task to carry out cabling of campus backbone cabling system using fibre optic
cables. Nowadays copper cables or fibre optic cables are used for campus backbone cabling depending on
the purpose of cabling, but use of fibre optic cables are becoming more common as system requires higher
speed. Especially fibre optic cables are used in many cases in the cabling between telecommunication
carriers and campus distributor, therefore, fibre optic cables are more frequently used now for campus
backbone cabling considering the continuity from the inter-building distribution and the need for higher speed
for LAN systems such as 10G Ethernet. Therefore, in this module competitors are required to execute
cabling installation of fibre optic cables as trunk cable of campus backbone cabling system.

First of all, in order to execute cabling installations, competitors are required to carry out the design of
campus backbone cabling. Specifically, competitors must design fibre optic cabling so that optic signal is
output from the designated port B when optic signal is input from the designated port A. Based on the
design, competitors will carry out cabling of optic backbone cabling focusing on fibre optic cables, connection
and assembly of underground optical closure, and drop cabling of fibre optic cables to building entrance
facility (19’ rack)

(Guideline for design time for fibre optic cabling is 1 (one) hour. With the introduction of this design task,
reduction of materials can be expected compared with cases that do not require designing activity, and
design capability that is necessary for cabling technicians can be confirmed).

Module 2: Building cabling backbone and horizontal cabling copper and fibre
This module provides a task to execute building backbone cabling and horizontal cabling using copper
cables and fibre optic cables. Building backbone cabling is a cabling which is critical to building distribution
system and provided by copper cables and fibre optic cables. In many cases it includes installation of
distribution board such as campus distributor and building distributor set up in a machine room or other
relevant locations. The scope of building backbone cabling is as follows:
・Drop cabling and termination of fibre optic cables to 19’ rack assuming building entrance facility ;
・Drop cabling and termination of copper cables;
・Attachment and installation of optic distribution board;
・Cable rack cabling and arrangement;
・Patch code connection (cross-connection and inter-connection); and

・Attachment of patch panels

Scope of horizontal cabling installation is as follows:


・Cabling and termination of fibre optic cables from 19’ rack to telecommunication outlet;
・Cabling and termination of coaxial cables from 19’ rack to telecommunication outlet;
・Installation of telecommunication outlet.

Module 3: Residential cabling for copper and fibre multimedia cabling


This module provides a task to execute residential multimedia cabling using copper cables and fibre optic
cables. Use of residential LAN system is spreading at an explosive pace fuelled by a recent development of
broadband network services, therefore, skills to install residential LAN is all the more important now. The
task consists of a combination of TV (VIDEO) cabling, TEL cabling, LAN cabling, Internet cabling and so on
including their conduit as well. Further, installation of a CCD camera , sending and showing video images to
a monitor through TV (VIDEO) cables, and installation of residential multimedia service application are also
included in the task.

Module 4: Speed test


This module provides a tack to execute speed test of fibre optic cables and metal cables. Not only speed but
also quality is, of course, highly valued. This task is to demonstrate basic skills of Information Network
Cabling and it is all the more interesting since it is a speed & quality test. Rules of fibre optic cable speed test
and metal cable speed test will be shown in the next section (not yet).

Module 5: Closed task


This module is to provide a task to evaluate competitor’s capability of applying their skills in a real job
situation. In many cases cabling technicians have to change their plan or take specific actions on the
ground since they cannot necessarily execute installation as specified in the pre-designed drawing. Also re-
design and re-installation are sometimes requested by the user, such as changing the cable number and
where to connect the cable to. This task aims at evaluating such skills.

INSTRUCTIONS TO THE COMPETITOR

Module 1 (Refer to Annex 1, 2 and 3):


This task includes installation of one optic telecommunication outlet for measurement, one underground optic
closure, and one optic patch panel for 19’ rack. Design of optic cabling is also required. Careful attention is
required here since correct installation is not possible if design is not correct. Note that design conditions and
design samples will be shown to competitors in advance in the Discussion Forum and design practice will be
conducted during instruction time before the competition.

Module2 (Refer to Annex 1, 2, 4, 5, 6 and 7):


This task includes installation of one19’ rack, one cable rack, one fibre optical distribution box, and various
patch panels. Note that it is very important to complete this module to smoothly carry out a task of Module 5
to be conducted later.

Module3 (Refer to Annex 8, 9 and 10):


This task includes installation of one information distribution board, four telecommunication outlets, and
distribution ducts. Note that use of a drill and duct cutter is necessary for the installation of distribution ducts.

Module4 (Refer to Annex 11):


The rules for this task are shown below (not yet). Special attention is required here since competitors that are
not able to complete the preparation for each speed test within the predetermined preparation time cannot
start the competition.
Fibre optic speed test: 90 minutes for preparation, and 60 minutes for connection competition
Metal speed test: 30 minutes for preparation, and 30 minutes for connection competition
Termination of modular jacks and modular cables will be conducted for copper cable speed test.

Working stand to hold the optical closure shall be a standard table prepared by the Organizer. Competitors
may bring and attach jigs or relevant equipment devised by the competitor himself/ herself with the purpose
of tightly holding the optic closure and so on.

Module 5:
This is a task to re-design and re-install the information distribution system installed in Module 2. To be
specific, moving the patch panel location on the 19’ rack, changing numbers of cables are some of the
possible activities to be conducted in this task. Note that measurement test using LAN cable tester and
trouble-shooting are also necessary because the condition at the time of cabling completion achieved by the
competitor in Module 2 may have been changed by the Expert by that time. Preparation time of 30 minutes
will be given to competitors before the competition to make sure installed condition of each competitor is the
same.

EQUIPMENT, MACHINERY, INSTALLATIONS AND MATERIALS REQUIRED


It is expected that all Test Projects can be done by competitors based on the equipment and materials
specified in the Infrastructure List*.
If any equipment or material is required that is not listed in the Infrastructure List, then it has to be listed here
(in the table below - column headings may vary from skill to skill.)

WorldSkills International needs to approve any additional infrastructure requirements that are not listed in the
Infrastructure List. Column headings may vary from skill to skill.

Candidates for material manufacturers are as follows.

Optical Fibre Cabling: Fujikura, Corning, etc.


Copper Cabling: Draka, R&M, Tyco&Amp, etc.
Residential Cabling: Panasonic, etc.

Competitors are prohibited to bring in a special table. Use the table prepared by the Organizer. Note that,
however, this does not apply to a chair. Competitors are also allowed to bring and attach a device to hold
cable(s), protector to protect fibre cores, etc.

MARKING SCHEME

Evaluation criteria at marking are as follows. Note that detailed allocation of points is shown in the
parentheses. S stands for the percentage of Subjective marking and O stands for the percentage of
Objective marking. Each competitor is required to pay sufficient attention specifically to F: Safety.

In order to be eligible for marking process in each Module, it is important for competitors to fully complete
each task. Even though competitors cannot fully complete the task, partial points are given at each location,
but full marks will not be given in such a case. Marking is conducted in an objective manner in many ways.
Especially installation quality is important. In order to ensure installation quality, it is critical for a competitor
to fully understand the specification of each material, closely read its handling manual, and to fully comply
with the installation method of each material.

Subjective points are often given to such activities as cable arrangement -- even though those activities do
not necessarily correlate with installation quality but will improve maintenance performance, and/or
enhance user’s satisfaction from aesthetic point of view in return for such time-consuming activities. Those
activities will also influence the completion level of each Module, accuracy and smoothness of the job.

OTHER

All the tasks are provided in the form of drawing. Drawings will be disclosed in the Discussion Forum but may
be subject to change on the competition day within the range of 30%.

Read handling manual thoroughly for all the materials, since instructions on how to use the material is given
in advance in the form of handling manual for all the materials. Note that instructions during instruction time
are not given to all the materials but to some materials only.
