Today,IhavebeennoticedofthenewsbyMrNahumMalkaofthePrisonService,
whoalsosentmeacopyoftheJune19,2017AppointmentRecord,signedby
GovernorKlinger.
OnMarch15,2015,IfirstfiledmyFOIARequestanddulypaidFOIAfees.The
essenceoftherequestwasanattempttoascertainthenatureofrecordsandprocess,
whicharetodayusedbythePrisonServiceforlawfullyadmittingapersontoprison
asexecutionofaprisonsentence.
Thereasonforsuchrequestwasthatthelawrequiresalawfullymadearrest
warrant,pursuanttoaform,providedintheRegulations,dulysignedbythe
appropriatejudicialauthority,andwherethepersontobeimprisonedisclearly
identified.
Invariouscases,including,butnotlimitedtoRomanZadorov,ShulamitZaken,and
ShukiMishol,itwasdocumentedthatpersonswereadmittedtoprison(andinthe
caseofRomanZadorovheisstillconfined)aspurportedexecutionofacourt
sentence,butwithnolawfullymadearrestwarrantandnolawfullymadesentencing
record.
Moreover,itremainsunclearthatthePrisonServicehasthetechnicalcapabilityto
ascertaintheauthenticityofprintoutsofelectroniccourtrecordsfromNetHaMishpat
(casemanagementsystemoftheMagistrateandDistrictCourts).
MyoriginalFOIArequestalsoaskedforacopyofthePrisonServiceFOIAOfficer,and
thattheresponsebesignedbythatperson.
Overtheyearssincethen,IhavereceivedseveralcommunicationsfromthePrison
Service,whichwerepurportedresponsesonmyoriginalFOIArequest.Such
responses,wereoftenunsigned,andwereneverprovidedbyaFOIAOfficer.Their
contentwasoftenfalseandmisleading.AprimeexampleistheJanuary06,2016
response,picturedbelow,whichsays:
