GCSO LAW ENFORCEMENT SUMMARY


JULY 31, 2017 AUGUST 6, 2017

On Monday, July 31, 2017, Deputy D. Sanders transported Johnny Phillip Chastain (64)
from the Franklin County Jail to the Gulf County Detention Facility (GCDF). Chastain was
wanted by the Gulf County Sheriffs Office (GCSO) for Violation of Probation. Chastain
was on probation for Aggravated Assault, Possession of Cocaine and Grand Theft.

On July 31, 2017, the GCSO Criminal Investigations Division (CID) received a telephone call
from a complainant in Alabama. The complainant reported while on vacation during the
week of July 25, 2017, in the 7500 block of Shoreline Drive in the Cape San Blas area, their
golf clubs and a rod and reel were stolen from underneath the vacation home.
Investigator L. Dickey continues to investigate.

On July 31, Deputy M. Layfield and Port Saint Joe Police Department (PSJPD) Officer C.
Kesterson arrested Robert Bruce Schroeder (54) at the Port Saint Joe Marina. Schroeder
was wanted by the Bay County Sheriffs Office (BCSO) for Stalking and Harassing
Telephone Calls. Schroeder was transported to the GCDF awaiting extradition to Bay
County.

On Tuesday, August 1, the GCSO received a burglary of a conveyance complaint in the 300
block of Santa Anna Street in the St. Joe Beach area. Deputy D. Sanders responded to the
complaint to conduct an investigation. The complainant reported they left their vehicle
unsecured during the night and the next morning discovered a purse containing $1,400.00
in cash had been stolen. This case has been assigned to the CID. Investigator L.
Greenwood continues to investigate.

On August 1, Investigators P. Williams and S. Ferrell arrested Jamie Leigh Norris (40) in
the 300 block of 3rd Street in Wewahitchka. Norris was wanted by the GCSO for Violation
of Probation for a Driving While License Suspended or Revoked (DWLS/R) conviction.
Norris was transported to the GCDF.

On Wednesday, August 2, Investigators P. Williams and S. Ferrell arrested Aaron Barjames
Touchet (41) in the 6900 block of Bass Street in the Howard Creek area. Touchet was
wanted by the BCSO for Violation of Probation. Touchet was transported to the GCDF
awaiting extradition to Bay County.

On August 2, Deputy C. Harvey served Jamond Katrerr Frazier (26) with a Violation of
Probation arrest warrant at the GCDF.

On August 2, Sgt. C. Dixon served Shawn M. Stone (30) with a Violation of Probation arrest
warrant at the GCDF.

On August 2, the GCSO received a criminal mischief complaint in the 6800 block of Bass
Street in the Howard Creek area. K-9 Deputy M. Peek responded to the complaint to
conduct an investigation. The complainant reported someone had kicked in their door
while no one was home, but no property had been stolen. K-9 Deputy Peek continues to
investigate.

On Thursday, August 3, Investigators P. Williams and S. Ferrell arrested Gulf County


Registered Sexual Predator, Kenneth Donald Weaver (66), at his residence located at 2321
State Road 71 South in Wewahitchka for Sex Offender Failure to Re-Register. Several days
before the arrest investigators received a tip Weaver had vacated his registered residence
located at 835 Brian Setterich Road in Wewahitchka and moved to 2321 State Road 71
South. The investigation revealed Weaver had not re-registered his new address with the
GCSO and had established utilities at the new address on July 6, 2017. Weaver was
required by Florida State Statute 943.0435 to report his new address which he did not do.
Weaver was transported to the GCDF.

On August 3, Investigators P. Williams and S. Ferrell arrested Colton Lee Mullinax (22) in
the 200 block of East Orange Avenue in Wewahitchka. Mullinax was wanted by the GCSO
for Failure to Appear for a DWLS/R charge. Mullinax was transported to the GCDF.

On August 3, Sgt. C. Dixon transported Natala Elise Zahara (19) and Ashley Nicole Wright
(31) from the Bay County Jail and delivered them to the GCDF. Zahara was wanted by the
GCSO for Violation of Probation. Wright was wanted by the GCSO for Lewd or Lascivious
Molestation on a Child under 12, Child Abuse, Incest and Contributing to the Delinquency
of a Minor. The warrant for Wright was the result of an ongoing investigation by
Investigator L. Greenwood that began on July 23, 2017.

On August 3, Deputy P. Baxley arrested Adam Immanuel List (27) in the 2600 block of Oak
Grove Avenue in Port Saint Joe. List had a warrant for his arrest for Filing a False Police
Report. The arrest warrant was the result of a Port Saint Joe Police Department (PSJPD)
investigation. List was transported to the GCDF.

On Friday, August 4, the GCSO received a residential burglary complaint in the 4700 block
of Cape San Blas Road in the Cape San Blas area. Deputy A. White responded to the
complaint to conduct an investigation. The complainant reported
their vacation home had been vacant for approximately one year and discovered during
that time it had been burglarized. The complainant reported several property items had
been stolen. This case has been assigned to CID and Investigator L. Dickey continues to
investigate.

On August 4, the GCSO received a stolen vehicle complaint in the 500 block of State Road
71 in Wewahitchka. Deputy D. House responded to the complaint to conduct an
investigation. The complainant reported during the night a business truck described as a
2006 Chevrolet flatbed truck, white in color was stolen from the business. This case has
been assigned to CID and Investigator L. Greenwood continues to investigate.

On August 4, the GCSO received a verbal disturbance in the 200 block of Ward Street in
the St. Joe Beach area. While Deputy A. White was en route he was notified by the GCSO
Communications Division that a person involved in the disturbance, Zachary Ryan Nelson
(30), had a warrant for his arrest for Failure to Appear. Deputy White located Nelson
walking near Ward Street and place him under arrest. The original disturbance complaint
was determined to only be verbal and no criminal offenses had occurred. Nelson was
transported to the GCDF.

On August 4, the GCSO received a 911 report of a domestic disturbance in the 500 block
of Bonita Street in the Highland View area. The complainant reported his former spouse
attacked him during a verbal argument over a cell phone. Deputy D. Sanders and
Deputy A. White responded to the 911 call to conduct an investigation. The complainant
reported he was punched in the face and scratched by his former spouse, Rhiannon Carol
Holley (34). The deputies observed injuries to the complainant to substantiate the
allegations. R. Holley was arrested and charged with Domestic Battery. R. Holley was
transported to the GCDF.

On August 4, the GCSO received a theft of a bicycle complaint in the 100 block of State
Road 71 in Wewahitchka. Deputy G. Desrosier responded to the complaint to conduct an
investigation. The complainant reported their Black Widow 26 bicycle, black in color had
been stolen. Deputy Desrosier continues to investigate.

On Sunday, August 6, Deputy G. Desrosier observed Taylor Madison Matincheck (19)


going inside the Express Lane located in Wewahitchka. Deputy Desrosier had prior
knowledge there was a Violation of Probation warrant for Matinchecks arrest. Deputy
Desrosier arrested Matincheck and transported her to the GCDF.
