Resolution A.1088 (28) Adopted on 04 December 2013 International Convention for
the Control and Management of Ships' Ballast Water and Sediments, 2004
1. PURPOSE
1.1 The purpose of this circular is to inform all of our users and clients that under an expedite
process scheme the following Recognized Organizations have been approved to issue the
Provisional Certificate regarding the International Ballast Water Management
Convention, 2004

2. All other Organizations are invited to apply for the authorization to issue this provisional
certificate, as established in Resolution J.D. 019-2005 of November 24, 2005.
3. Endorsement of corresponding Annual or Intermediate Surveys shall be carried out by the
Recognized Organization duly approved to do so, after satisfactory completion of the same,
as it is required by the Convention (Regulation E-1)
4. Annual and Intermediate endorsements of the IBWMC by the Recognized Organizations
are subject to the fees indicated in our Resolution J.D. 002-2010 dated February 3, dated
2010 (refer to MMC-324 regarding endorsements of technical certificates).
