On the listed date and time the R/O and Ofc. Keenan recovered a FedEx box from 700 Delaware Ave SW Washington, DC 20024.
Inside of the FedEx box was eight vacuum sealed packages containing a total of 4259gram of marijuana.
The marijuana and the FedEx box were collected as evidence and transported to the First District for processing.
W-1, who was on the scene, stated that he did not order the items and did not know anyone at the location that ordered the items.
W-1 was later contacted by S-1 in an attempt to retrieve the package.

On January 6, 2018 SUS-1 contacted W-1 and asked if he had found the package. W-1 stated that he did and would have an associate turn it over to him

at approximately 1312hr Ofc. Prendergast, operating in plain clothes and an unmarked car, contacted SUS-1 and stated that he was an associate of W-
1, and that he had the package SUS-1 had been looking for. SUS-1 agreed to meet Ofc. Prendergast at the listed location. Upon SUS-1's arrival, Ofc.
Prendergast handed SUS-1 a decoy package. SUS-1 placed the package in the back of his car and attempted to leave the location.
SUS-1 was stopped and placed under arrest for possession with intent to distribute.
SUS-1 was transported to MPDC 1D for processing.
