3D Cadastre: Legal & Tech Aspects

This document provides a summary of the book "3D Cadastre in an International Context: Legal, Organizational, and Technological Aspects". The book discusses how to record 3D property situations and overlapping constructions in cadastres to improve insight. It examines 3D situations in seven countries and provides a framework for modeling 2D and 3D property situations. The book also presents models for a 3D cadastre and how to realize one, focusing on efficient 3D data collection, structuring, modeling, organization, and analysis. It emphasizes the technical aspects of implementing a 3D cadastre through geospatial databases and advancing the representation of legal rights in a digital format.

2 of 2 people found the following review helpful. Establishing New Rules for Land RegistrationBy John
MatlockCadastre: an official register of the quantity, value, and ownership of real estate used in apportioning taxes --
alternative terms for cadastre included: land book, property register, land registry and so on. Basically the cadastre
contains a description of the land and a record of all of the rights that are registered on the land.In the past two
dimensional drawings sufficed as the surface of the land was all that mattered. Now a parcel of land, especially in the
heart of a city may have many rights associated with it in regard to: underground utilities: electricity, water, gas,
sewage, telephone or even a subway. Above the surface there may be height restrictions, restrictions against blocking
the view or sunlight from a neighbor, fixtures such as streetlights or multiple ownership as in multi story condos. This
book discusses the technical aspects of creating a 3D cadastre and storing the information in a database management
system. It uses state of the art 3D GIS software to create a conceptual model for 3D cadastre that can be translated into
logical models. This book brings to the fore a series of considerations for the state of land registration that have not
been needed in the past but which seem mandatory for the future.

The increase in private property value, growth of underground and multilevel development, and the emergence of 3D
technologies in planning and GIS drives the need to record 3D situations in cadastral registration. 3D Cadastre in an
International Context: Legal, Organizational, and Technological Aspects demonstrates how to record 3D scenarios in
order to improve insight into overlapping constructions. This book emphasizes the technical aspects of cadastral
registration, focusing on four main topics: context (in which 3D situations in seven countries are studied); the
framework for modeling 2D and 3D situations; models for a 3D cadastre; and realization of a 3D cadastre. The book
presents preliminary solutions for issues related to efficient methods for 3D data collection, 3D data structuring and
modeling, organization of 2D and 3D objects in one environment, 3D database creation and 3D analyzing.

hellip;-the rigour in the book is to be found in Part II, and particularly in the discussion of geo-spatial database
management systems. For anybody who has expertise in or curiosity about topological structures, geometrical
primitives or ISO standard 19107 on GIS schema, then this book will be of much interest. It ably advances the debate-
albeit along technical lines-about how to represent the full spatial extent of legal rights in a digital medium. To the
extent that Stoter's thesis forms the core of this book, then Robertson Davies' further observation that the thesis stamps
us for life as creatures of guaranteed intellectual worth is a fitting epigram for the book. -Brian Ballantyne, Geomatica,
