THE KWANKWASIYYA IDEOLOGY
THE HISTORY
It all started in a corner office somewhere in the Nigerian civil service. A young man‟s heart
was filled with compassion and passion to touch the lives of citizens in profound, life-
changing ways. He observed that his people and immediate community were facing serious
challenges in the areas of potable drinking water and general sanitation, to ameliorate the
situation, the leader of the Kwankwasiyya ideology, who by profession is as a water engineer,
organised self-help groups in his small town of Kwankwaso to find ways and means of
engaging the community to solve these perennial problems; it was a huge success. The
success achieved in the water project motivated him so much that he decided to engage in
many more public-spirited projects that would touch the lives of the down trodden in his
community and uplift their standard of living. The kind gestures and humanitarian acts
endeared him very much to people of his community, and for the first time, the intense rivalry
witnessed amongst the people of Kwankwaso community was no more. People came together
to work for the good of their society.
It soon became obvious that there was a pattern to his work and most importantly, his success
stories. He was able to leverage a unique model of community leadership, a compelling
ability to inspire, organize and mobilize people to achieve greater success for the benefit of
all. The impacts of these projects were outstanding and widely welcomed as he easily
mobilized people, resources and finance for different projects that later became landmark
successes while engendering community peace; first of their kind in different areas within
and outside his community.

All these formed the foundation of what would eventually become encoded as the
Kwankwasiyya Ideology; premised on gaining and honouring the trust bestowed on
leadership by the people to deliver visible and impactful succour to the less privileged in the
society, irrespective of political, religious and ethnic leanings.
POLITICAL JOURNEY
One of the key things he learned on this journey of discovery was that politics is a formidable
vehicle for delivering the much - needed empowerment and relief to the teeming mass of the
less privileged and the completely helpless and forgotten in the society. This realization gave
him the courage to resign from the civil service in 1992 after seventeen years of meritorious
service as water engineer to join politics. He first joined the then Social Democratic Party
(SDP) where he contested and won election into the House of Representatives as member
representing Madobi federal constituency. Thereby helping the SDP become the dominant
party. At SDP, the founder of the Kwankwasiyya ideology noticed the old political rivalry
between the Tabo group (Supporters of Late Aminu Kano‟s ideology) and the Santsi group
(Supporters of Late Abubakar Rimi). These two groups even though they were members of
SDP, the rivalry was so much that they hardly could accommodate each other in any forum.
As a unifier, he single-handedly brokered peace and inspired trust such that the two hitherto
opposing groups began to work together to the extent they travelled in same vehicles for
campaigns which was a major breakthrough. This singular act resulted in a landslide victory
for the party at the polls. It was an unprecedented feat which prompted the opposition under
NRC to concede defeat even before the conclusion of the elections.
It is interesting to note that his emergence as a member in the House of Representatives was
achieved despite strong resistance from many quarters but his constituency, (people who
knew him well) the grassroot were fully mobilized and united in support of him and he
overwhelmingly won the election. While in the House of Representative, many couldn‟t but
notice his unique leadership traits, which made them align with him. This gave him the much
- needed support to subsequently be elected as Deputy Speaker of the House; still exuding the
same Kwankwasiyya ideology. While in the short-lived 3rd Republic National assembly, as a
presiding officer, he raised the bar and did what many believed was impossible by uniting
members of two political parties (SDP and NRC) to work harmoniously for a common

purpose, that is, making Nigeria better. The open secret to his success was his ability to unite
people, make lasting peace and mobilize resource.
After the botched 3rd republic, he had the good fortune to be elected member of the
constitutional conference in 1994. His sojourn in the constitutional conference was
memorable as he learnt so much more about political networking through interaction with
senior citizens across the country, notably Shehu Musa „Yaradua. His meeting with Yar‟adua
gave him the opportunity to be a part of the formation team for the People Democratic
Movement (PDM). Even though PDM as a movement had a lot of support across the country,
it could not be registered as a political party and he was left with no other option other than to
look for another platform and together with other comrades he joined the Democratic Party of
Nigeria (DPN).
In the DPN, he used the experience gained overtime to mobilize supporters, which eventually
led the party to victory; winning the largest number of Local governments in Kano State. In
1998, another set of Political Parties were registered and one of those parties was the People
Democratic Party (PDP). He joined the PDP on a very strong note by mobilizing the vast
supporters of DPN throughout the State to become members of the PDP. Therefore, with
broad-based support among the grassroot based on the ideology of Kwankwasiyya and
additional inspiration from the impacts of leaders like Malam Aminu Kano, he had no
difficulty in clinching the ticket in Gubernatorial Primary elections (in PDP) and eventually
won the 1999 general elections to become the First Civilian Governor of the 4th Republic in
Kano State.
The result of the 1999 general election returned Engr. Rabiu Musa Kwankwaso as the
elected governor of Kano State. These among other things created multiple opportunities
for the leader of Kwankwasiyya Ideology, bearing in mind his core beliefs in uplifting the
status and well-being of the disadvantaged communities and societies within and outside
the state. From day one in office in 1999, he created an outfit, The Community
Reorientation Committee (CRC) to serve as a vehicle for social sector development. In
addition, other economic empowerment programmes were set up, particularly, the
transformation of the educational sector and empowering/assisting the most vulnerable
groups such women and the physically challenged, to acquire education and skills necessary
for them to be self-reliant in the society. It is worth mentioning that, the CRC programme in
Kano State introduced the first FREE SCHOOL FEEDING PROGRAMME in the Nigerian
educational sector and the distribution of FREE SCHOOL UNIFORM for public primary pupils.
These gestures led to the massive increase in the number of enrolment for pupils in all the
public schools across the state. Furthermore, the programme was widely applauded by local
and international organizations, especially the recognition by UNICEF and others too

numerous to mention. It is on record that, the Nigerian government under President
Obasanjo adopted the CRC program of “FREE SCHOOL FEEDING” based on the
Kwankwasiyya ideology and subsequently, many states in the country introduced the free
feeding program in public schools. The free school feeding programme remains a model
across the country till today, as most, if not all are emulating the programme in their
respective states and local councils.
A TEST OF THE KWANKWASIYYA IDEOLOGY
“Laws and principles are not for the times when there is no temptation: they are for such
moments as this, when body and soul rise in mutiny against their rigor ... If at my
convenience I might break them, what would be their worth?” ― Charlotte Brontë, Jane. In
2003, the time came for the Kwankwasiyya ideology as to be put to test.
One was a test of loyalty. Rabiu Musa Kwankwaso (RMK) an already elected governor of one
of the country’s largest states was on the verge of being re-elected for a second term. But
Kwankwaso, is a man imbued with loyalty for the President and his party as such aligned
with the reelection campaign of President Obasanjo while within the PDP at that time, the
center could no longer hold. Anti-party activities got to a point that some PDP Governors
were instructing their supporters to vote for them only and then vote for anybody of their
choice as president.
While acknowledging the foresight and uprightness of Kwankwaso, especially the maturity
displayed during the re-election bid, President Obasanjo appointed him as Minister of
Defense in 2003. Later in 2006 he was appointed Special Adviser on Darfur and Somalia to
President Obasanjo, this is at the backdrop of certain forces who ensured his ambition of
becoming the governor of Kano state for the second time was frustrated despite winning
the party primary election with a very wide margin. In the same vein, late President
‘Yaradua offered to appoint him Nigerian ambassador to China in 2007, but after due
consultation with his members, he voluntarily declined, and he was appointed into the
Board of the NNDC representing Northwest geo-political zone. However, he voluntarily
resigned due to the endemic corruption being perpetrated there.
These events, even though were a form of test and to an extent, a derailment from the
Kwankwasiyya Movement and leadership ideology, the movement continued to wax strong
even though the leader had just lost the election. Members rallied and worked assiduously
for 8 years in preparation for the next election. In 2008, Kwankwasiyya was formally set-up
as a movement with leadership structure central in the state and down to every Local
Government and Ward in Kano state.
In 2011, his election victory for the second time as the executive governor of Kano state was
historic and unprecedented; he contested and won the seat without any political appointment
or support from the Federal government. As an opposition, with no support from the central
government, no members of assembly, local government chairmen, not even a councillor, but

because of the massive impact the Kwankwasiyya ideology had on the grassroots over the
long period of time, it had the opportunity and the continued mobilization of people at the
grassroots; the victory into the Kano state government house was resounding. There was
frenzy during the elections! In a space of 18 years, the Kwankwasiyya movement had pushed
the limits of the potentialities of people‟s empowerment; children who were picked from the
streets, fed, given uniforms and empowered with gainful trade, most of whom have now
become teenagers and adults. These same group formed a powerful support group, voted for
him and made sure every vote was counted. That was the big moment of truth for the
movement, one that confirmed Kwankwasiyya ideology works. This further emphasised his
belief that it is good to be good and honour the trust bestowed on you by the people.

The Kwankwasiyya ideology teaches aspiring and experienced leaders to enthrone and
value trust above all as they relate with people they lead – integrity above all. Trust is a
sacred honour bestowed on leaders by their followers and if or when trust has been gained,
the leader must do everything to protect it, grow it and make it flourish. From religion to
politics to social movements, leaders who have impacted people and inspired great change in
the society or organization were only able to do so because they were trusted.
You can have a compelling vision, rock-solid strategy, excellent communication skills,
innovative insight, and a skilled team, but if people don‟t trust you, you will never get the
results you want. Leaders who inspire trust garner better output, morale, retention,

innovation, loyalty, and revenue, while mistrust fosters scepticism, frustration, low
productivity, lost sales, and turnover.
One of the biggest mistakes a leader can make is to assume that others trust him simply by
virtue of his title. Trust is not a benefit that comes packaged with the nameplate on your door.
It must be earned, and it takes time and once gained must be cherish and protected.
The good news is that you can earn trust over time and leverage the atmosphere it creates,
the goodwill and support to deliver dividends that benefit stakeholders. Kwankwasiyya
inspires and teaches practical steps to cultivate and leverage trust and impact the largest
amount of people in the society with the greatest good.

Character is one of the key principles of the Kwankwasiyya ideology. One of the distinctive
values of the Kwankwasiyya ideology is the motivation and guide it gives leaders to develop
character far above any type of skill. Character is fundamental to effective leadership because
good character builds trust, and without trust, people will not follow you. Without followers,
obviously, one cannot lead. Authentic leaders lead from a strong, personal, moral value that
can have a profound effect on individuals, groups, societies and organisation. Leaders who
have built character, consistently do what needs to be done when it needs to be done, whether
they feel like doing it or not. The Kwankwasiyya ideology epitomise the saying “do onto
others as you would have them do onto you”. Build your character and you will gain trust.

3. IMPACT
Few things build trust quicker than actual results and benefits to the people you lead. At the
end of the day, people need to see positive outcomes that affects their lives. You can have
compassion, gain trust and build a reputable character, but as a leader, if you do not deliver
positive and sustainable results to the people, they will not trust and believe in you going
forward. The Kwankwasiyya Ideology teaches you how to be a contributor who delivers real
results. As an adherent of Kwankwasiyya ideology, your positive impact should be felt across
religious, political, ethnic and social divides. The biggest impact the Kwankwasiyya ideology
you can celebrate as a leader is the number of people you are able to directly or indirectly
affect in a positive way that could impact their lives. It‟s the little things—done
consistently—that make the big difference. The little things done consistently make for a
higher level of trust and better results.
Over the years, people who adhere to the Kwankwasiyya ideology have come to organize
themselves in groups, thus forming what is now known as the Kwankwasiyya movement or
group.
The Kwankwasiyya group has a distinct Identity, Code of conduct, Vision and Mission.
IDENTITY
Kwankwaso is the name of a village under Madobi local government in Kano State of
Nigeria. It is also the hometown of Rabiu Musa Kwankwaso. Kwankwasiyya was
coined from Kwankwaso which signifies the vision, wisdom, simplicity, respect,
charisma, humility and empathy of support Rabiu Musa Kwankwaso. These qualities
transformed Rabiu Musa Kwankwaso into a transparent leader, with an amiable
character that has impacted the lives of people in a positive way. Hence, the massive
support and followership. Kwankwasiyya is also synonymous to Mallam Aminu Kano
who spent his entire life in the struggle for the emancipation of the poor masses. He
was known and used to dress in the unmistakable red cap, white garb and black shoes.
The RED denotes HARD WORK, RESILIENCE. The WHITE stands for
TRANSPARENCY, COMMITMENT while the BLACK is for INTEGRITY,
PERSERVERANCE and LIBERATION.

VISION
The Vision of Kwankwasiyya as a political movement is to make Nigeria great once again; a
country where leaders honour the public trust bestowed to them and majority of the citizens
enjoy tangible dividends of good governance.
MISSION
Mission of Kwankwasiyya movement is to help the poor and the weak in our society. It
intends to elevate the standard of the citizens so that, all can afford the minimum
requirements of comfortable living. Also, it aims to provide equal opportunities for the
citizens to attain their full potentials through the provision of adequate, effective and efficient
well-functioning physical and social infrastructural facilities.
Anybody who identifies with Kwankwasiyya is expected to observe, abide by and display the
qualities that embodies the ideology. He or she is expected to be ready and willing to help the
society/nation to make it better wherever he or she is and whenever he/she finds
himself/herself in any position of trust.
The Kwankwasiyya code of conduct is based on absolute loyalty to leadership and trust, so
that those vested with power will lead and deliver benefits in the interest of the people.
Members of the Kwankwasiyya movement are expected to trust the leadership and carryout
all instructions directives and orders as decided by the leadership.

GOVERNANCE
The First thing the Governor did was to abolish Security Vote to entrench
transparency and accountability.
Introduced the First Treasury Single account (TSA). All revenues due to government
are domiciled in single account. All expenditure has to go through proper channels
for approval and on time.
For the first time allocated 70% of the budget to capital Expenditure with recurrent
expenditure pegged at 30%.
Blocked all sources of revenue leakages and restructure government running cost.
He reverted the total running cost to the time He left Government in 2003 and since
then Government saved 500 million Naira on monthly basis.
By Executive order, civil servants received their salaries on the 25th of every month
through bank.
Mandatory weekly executive Council Meetings. For the period of 4 years in the first
term and 4 years in second term, there was no Wednesday or week that this all-
important meeting did not hold.
All resolutions taken at the Weekly Executive council meetings were published in 5
National dailies, online, on social media and broadcasted on electronic media.
Stand firmly and brought down the scourge of the insurgency in Kano. This did not,
for a single day deter the Government from executing its projects and programs.

WATER RESOURCES
He inherited an old water supply system in 1999 that was over 40 years old. Kano was then
experiencing acute shortage of potable drinking water. The main supply pipes to the city
and the reticulation within the city were all dysfunctional so also the water schemes in the
regional water supply. Being a water Engineer and a former employee of WRECA, an Agency
that designed and constructed the water supply of the whole state, he drew a master plan
for the complete overhaul and rehabilitation of the water supply system. This gave rise to
greater Kano water supply Master Plan. The Plan gave detailed strategic approach to once
and for all deal with the perineal water shortages bedevilling the city and the state in
general. The approach encompasses addressing the issues around these critical sectors in
potable water supply:
a. Raw water intake
b. Water Treatment Plants
c. Storage
d. Electric Power
e. Pipeline
f. Management and
g. Conveyance

Based on this, the Kwankwasiyya Government Under Gov. Rabiu Musa Kwankwaso embarked on
aggressive implementation of the plan and:

Under empowerment a total of over 350,000 have been, trained and empowered with take-off
capital, loans and grants while over 660,000 women were trained in various skills and trades with
each being given take-off capital ranging from N10,000.00-N150,000.00
These are but few of the achievements of Kwankwasiyya Government under the Leader Rabiu Musa
Kwankwaso when he held sway as the Governor of Kano State.

Finally, as a Senator Representing Kano Central Senatorial District he sponsored Bills that are not
only beneficial to the Constituency he represents but all Nigerians. Specifically, he initiated,
sponsored and got the Bills for the National Grazing Reserve, Nursing Reforms and supported the
Extension of JAMB Examinations validity, WAEC and NECO Examinations fees to be reduced as to be
affordable to the common man, all approved and passed into Law.
As somebody who is concerned with the peaceful co-existence of Nigeria and Nigerians He visited
Lagos Mile 2, Enugu Mambila in Taraba and Ile-Ife to broker peace among the people which for the
first-time averted catastrophe in forms of reprisal attacks.
Overall Kwankwasiyya has now revolutionised the way politics is played. It has changed the
stereotype and in its place made Politics:
Easier
Cheaper. It has greatly reduced the politics of money and changed it to ideology
Transmute to Family affair
To have Code of practice i.e. the dress code
Ensures delivery of democratic dividends
Better opportunity for best quality and capacity to be elected
More people participate
