Subject to civil services law, rules, and regulations, appoint all officials and employees of the sangguniang bayan /
panglungsod / panlalawigan, except those whose manner of appointment is specifically provided in LGC

Assume the office of the municipal mayor / city mayor / governor for the unexpired term of the latter in the event of
permanent vacancy

Exercise the powers and perform the duties and functions of the municipal mayor / city mayor / governor in cases of
temporary vacancy

Exercise such other powers and perform such other duties as may be provided by law or ordinance
