Langley, candidate for Democratic
]eader of the district, against
Arthur J. V'l. Hilly, former Cor-
poration Counsel.
:Yir. McGowan, who was an as-
pirant for the leadership on the
resignation of James J. Hines, after
the latter's conviction for protect-
ing a lottery, charged that Mr.
Hilly had been named leader by ''the
dwindling Hines forces." He added
that it was a matter of secondary
importance who was elected leader
so long as he was a man of the
right principles and that he had
decided to support Mr. Langley
after a conference.
"Mr. Langley and I are of one
mind that if the confidence of the
rank and file of Democratic voters
is to be regained, the old system
must go" J;fr. McGowan said, "that
the organization must function for
the good of the party as a >Yhole
and not for the advantage of a few
jndividuals and that reward for in-
tegrity, honesty, loyalty and indus-
try in the service of the party
should go to persons in the district
and not to those outside the district
and those who have rendered no
service to the party. I ask all my
friends who have worked unselfish-
ly for me for leader to join vrith me
in supporting George J. Langley."
Another Tammany · leadership
fight was assured when Frank J.
Ricca announced that he would op-
pose H. Warren Hubbard for leader
of the Eighteenth Assembly Dis-
trict, North. Mr. Ricca, a lawyer,
has opened headquarters at the
Square Deal Democratic Club, 170
East 116th Street. Dr. A. W. An-
nucci has been elected temporary
president of the club.
