1. Name of Competition
International Idea Competition for the Regeneration of Tongyeong Dockyard

2. Subject of Competition
○ Location: 195 Donam-ro, Tongyeong-si, Gyeongsangnam-do and surrounding areas
(former Shina sb dockyard)

It is a public competition for ideas, open to international participants.

5. Participation Requirements
○ Anyone from around the world can participate.
○ If participating as a team, a team may be composed of up to three individuals
(companies) including a representative.
○ A team may consist of individuals or companies, and the application representative must
be the same individual or company as the project submission representative.

7.1 Client (owner, organizer ordering organization)
○ The Client of the International Idea Competition for the Regeneration of Tongyeong
Dockyard is Korea Land & Housing Corporation (LH), which administer and supervise
the overall competition

Korea Research Institute for Human Settlements (KRIHS), and their contact

○ The Client has appointed Byoung-Keun Kang as the Professional Advisor (PA).

○ During this competition the role and authority of the PA are the following:
- Liaise with and select the competition judges on behalf of the Client.
- Carry out the competition in accordance with the schedule and regulations.
- Supervise all administrative matters of the competition.
- Take questions from participants and address the inquiries by relaying the
Client responses.
- Oversee activities following the evaluation, including the awards ceremony
and exhibition.

ⅡCompetition Regulations

Ⅱ. Competition Regulations

1. Language
○ The official languages of this competition are Korean and English.
○ All questions, application form and proposals must be completed in Korean or English.
○ In the case of any disagreement of interpretation between the Korean and English
versions of the competition guidelines, Q&A and other documents, the Korean version
shall take precedence.
○ All measurements should be based on the metric system.

2. Registration
○ Registration Period: 10:00 May 25, 2018 (Friday) –17:00 June 29, 2018 (Friday)
○ Place of Registration: The official website of the competition
○ Participants may submit their work after they have completed their registration and
received confirmation from the Administrator.
○ The submitted “Application” shall be regarded as a document indicating that the invited
designer formally promises to follow all of the regulations in participating in the competition.
○ The “Application”form are available on the website.

3. On-Site Information Sessions


○ The schedule will be posted on the website.

※ The dockyard is currently closed and not available for individual visits.

4. Acceptance of Inquiries and Responses


○ All inquiries related to the competition must be submitted through the ‘Q&A’ section on
the competition’s website.
○ All inquiries must be written in Korean or English.
○ All responses to the inquiries submitted within the allotted time frame will be posted on
the website.
○ Responses to inquiries shall be regarded as additions or modifications to the competition regulations.

5. Materials Provided
The following materials necessary for the competition are available on the website.

Tongyeong and the project site, social environment and regeneration
background relating to Tongyeong and (former) Shina sb dockyard, general
statistics, etc.)

which case they will be posted on the website.

6. Work Submission
○ All work must be submitted online through the website
○ Submission period: 10:00 June 1, 2018 – 17:00 October 14, 2018
○ Types of submission documents
- Application form 1 copy
- Proposal manual (1 copy, A4 (210 mm x 297 mm), between 10 and
20 pages)
○ The submitted “Application” is deemed to constitute an official commitment by the
applicant to acknowledge all regulations of the competition.
○ The applicant must use the designated “Application” form on the website.
○ Note
- The Client shall be responsible for the preservation of the work between the
time of its submission and the time of announcement of the winning entry.

7. Maintenance of Fairness
○ The principle of fairness shall be maintained during the entire competition until the final
results are announced. For a fair evaluation, the participant shall not disclose the
proposal by any means until the selection of the winning entry is announced.

8. Evaluation
8.1. Composition of the Jury Committee
The Jury Committee will be announced on the website.

8.2. Operation of the Jury Committee


○ The Judges and Professional Advisor (PA) participate in the Jury Committee. The
PA assists and cooperates with the evaluation without having the right to vote.
○ The judges will elect the chairman of the Jury Committee. The evaluation method and
procedures shall be decided by the Committee on the day of evaluation.
○ The Jury Committee shall be convened by the judges and the alternate judges.
○ The alternate judges may prepare for the absence of the judges, attend the evaluation
and present their opinions, but shall not participate in voting.
○ A judge who fails to attend the first meeting shall be disqualified and be replaced by
alternate judge.
○ Only the judges have the authority to select the winner.
8.3. Evaluation Procedures
○ The Chairman of the Jury Committee shall prepare an evaluation report that includes
the reasons for selecting the winner, the evaluation process, and the details of the
process. The judges shall sign the completed report and submit it to the Client .

※ If necessary, the evaluation items and scores may be adjusted. The evaluation
method will be determined by the Jury Review Committee. Conditions for
disqualification include failure to comply with the regulations and requirements
of the competition, as well as behaviors that threaten to impede the status of the
competition (specific rules shall be determined via deliberation of the Jury
Committee).

8.5. Disqualification
○ Submissions that do not comply with the anonymity requirementsfairness standards
and other regulations of the competition may be disqualified according to the decision
of the Juryreview committeeCommittee.

9. Announcement of Results
○ Results of the evaluation will be posted on the website, and winners will be notified
individually.
※ The announcement date (scheduled for mid-October, 2018) is subject to
change at the Client organizer’s discretion. Any adjustment will be
announced on the website.
10. Awards
○ 1st place: KRW 10,000,000 x 1 team (or individual)
○ 2nd place: KRW 5,000,000 x 4 teams (or individuals)
○ 3rd place: KRW 1,000,000 x 10 teams (or individuals)
※ Including tax and public utility charges

11. Copyright
○ The intellectual property rights of the entries are released to the Client, and the Client
may, if necessary, use the contents of the entries or provide them to parties relevant to
business activities.
※ The contents must be purely creative work and must not infringe upon the
copyright of a third party.

※ Applicants must provide consent for the Client organizer’s potential use of their
entries or provision of materials (to a third party).

12. Disputes
○ The idea competition shall be executed in accordance with the laws of the Republic of
Korea. In the case of any dispute related to the competition, the court of the Republic
of Korea shall arbitrate or adjudicate.

Ⅲ Idea Proposal guidelines

Ⅲ. Idea Proposal Guidelines

1. Business Background

The Shina sb dockyard was founded in 1946 and served as a major source of
economic growth in Tongyeong. However, due to stagnation in the shipbuilding
industry, the company began to experience a slowdown in business after 2010,
eventually filing for bankruptcy on November 26, 2015.

As a result, approximately 5,000 workers at the Shina sb dockyard and related


businesses lost their jobs en masse, leading to 70% of residential units in the
surrounding areas becoming vacant.

Vacancies due to the departure of shipyard workers have led to a hollowing out of
the local population and business activity, leaving the local economy to continue
experiencing a rapid decline.

In response, the Ministry of Land, Infrastructure and Transport, in December 2017,


designated Shina sb dockyard and the surrounding area as a beneficiary of the
Urban Regeneration New Deal (economy-based) and plans to provide support for
the area from the national budget. The project operator, the Korea Land and
Housing Corporation, purchased the Shina sb dockyard site in March 2018, and
will carry out the project as a joint development program with the city of
Tongyeong.

The purpose of the Shina sb dockyard Urban Regeneration Project is to establish a


future-oriented waterside town for settlement and to build a cultural and tourist hub
on the site of the closed dockyard, thereby establishing a global hub of tourism
through industrial reorganization.

The transformation of the former dockyard into a tourist attraction will help
establish a globally recognized model for a comprehensive waterside town
consisting of various attributes, including international core facilities, resort
facilities, business resources, areas for seaside leisure activities, and high-end
residential facilities.

2. Competition Scope and Site
2.1. Scope of the Idea Competition Site

3. A Vision of Urban Renewal of the Site
Planning a coexistence model through the reinvigoration of an existing
city by establishing a future-oriented waterfront town consisting of a hub
for culture, tourism, maritime industry, etc., through the urban regeneration
of a closed dockyard site.

○ Plan to imbue a new sense of vitality of ‘culture’ and ‘energy’ to the site through the
synthesis of the ‘new’ and ‘old’ and the introduction of new functions
■ Plans for Core Facilities

○ Plan to establish a global tourism base and introduce cultural and tourist landmarks in
order to ‘upgrade’ Tongyeong, a Korean port city known for its beauty
■ Regeneration of the Existing City

○ Plan to achieve the ‘modernization and regeneration of the existing city’ with a close
link to the new growth engines of the regional economy resulting from the formation of
a new ‘waterfront town’ and the ‘regeneration of dockyard facilities’

4. Competition Details
○ Participants may select multiple items from the following topics, but only one proposal
per topic will be accepted.
(1 team/individual may submit entries for multiple topics, but only one proposal
per topic for each team/individual is accepted.)

Topic 1: Plans to revitalize the docks and cranes as a cultural


and tourism resource

1) Objective
○ As part of an effort to realize the historical and cultural potential of the shipyard,
provide ideas to recycle the ‘goliath crane’ and the ‘dock.’
2) Subject

History

- The Shina sb dockyard was founded in 1946 and served as a major


source of economic growth in Tongyeong. But due to stagnation in the
shipbuilding industry, the company began to experience a slowdown in

- As a result, approximately 5,000 workers at the Shina sb dockyard and


related businesses lost their jobs en masse, leading to 70% of residential
units in the surrounding areas becoming vacant. The exodus of the labor
force has exacerbated the local economy.

- The Ministry of Land, Infrastructure and Transport provided support to the


area surrounding the Shina sb dockyard by designating it as a beneficiary
of the Urban Regeneration New Deal. With its purchase of the dockyard,
the ministry plans to revive the stagnant Tongyeong economy and
revitalize the area into a cultural and tourism hub.

- This longstanding method involves using the crane inside the dock to
complete the production and assembly of the ship, after which one would
open the lock gate to allow the sliding dock to slide down and float the
ship on the sea.

- The dock at the Shina sb dockyard is a sliding dock. This is not used
very often, as today’s preferred method is to inject water into a dry dock
in order to float and launch the ship, but it nonetheless is representative
of the symbolic and historic characteristic of the shipyard.

historical/cultural elements in order to help the transformation of the shipyard site
into a cultural and tourism hub through urban regeneration.

site access
1) Objective
○ Provide ideas for various transportation methods to help create unhindered access to the
project site and to help solve traffic congestion problems during weekends and peak
seasons

and Tongyeong I.C. expressways
- Access via the North Tongyeong I.C. takes about 25 minutes (by car) through
the Tongyeong outer road and the Tongyeong Bridge. The Tongyeong I.C. cuts
through the city center (takes about 20 minutes) and via the Chungmu Bridge.

[Tears of Malmoe]Malmoe, Sweden, had experienced significant economic


expansion in the 19th century with the introduction of a large shipyard. However,
when the shipbuilding business dipped into a recession and the Kockums shipyard
shut down,the citizens of Malmoe fell into a great shock, Workers who had lost
their jobs and residents of Malmoe saw the 138-m Kockums Crane, once the
landmark of Malmoe, get sold to South Korea’s Hyundai Heavy Industries for $1
on September 25, 2002. They shed tears as they watched the crane being towed
away, which is how the phrase ‘Tears of Malmoe’ came about. (Source: Jeonbuk

A. Natural Ecological Resources


- There are various locations that overlooks the Hallyeohaesang National Park,
including Mireuksan Mountain, Byeokbangsan Mountain and Mangsan
Mountain. There are also many beaches at which people can enjoy the
summer.
B. Cultural Heritage
- Tongyeong is the site of the Great Battle of Hansan, and, as such, has various
historical remains and tourist attractions related to Admiral Yi Sun-sin.
C. Cultural Arts Resources
- Tongyeong has a wealth of cultural resources and is known for having
produced many literary and artistic talents, including Park Kyung-ri, Kim
Chun-soo, and Yoon Yi-sang. The city’s cultural assets include the Cheongma
Yu Chi-hwan Street, the Chojeong Kim Sang-ok Street, the Yoon Yi-sang
Street, the Jeon Hyuck-lim Art Museum, the Cheongma Literature Museum,
the Kim Cheon-soo Exhibition Hall, the ParkKyung-ri Memorial Hall,and the
Tongyeong Lacquer Art Museum.
D. Marine Leisure Resources
- Tongyeong is a paradise for marine sports. There are various places to enjoy
yachting, windsurfing, skin scuba diving, water motorcycles, fishing, etc. In
addition, there are accommodations, means of transportation and amusement
facilities that combine to place Tongyeong as the center of seaside tourism.
E. Tourism Resources
- Consistent efforts are being made to construct large-scale tours and facilities,
including developing cable cars and luge sites, in order to help build
Tongyeong into a global tourism base,
