Module 03 - PT Planning Process

The document outlines the public transportation planning process, including delineating the study area, stating current problems, setting objectives, analyzing the existing situation, and drawing up a rational network. It discusses determining routes at the national, regional, provincial and local levels. Key steps involve understanding current performance, demand patterns, and traffic; establishing a load profile from origin-destination data; and designing routes to best serve passenger needs. The goal is a system that is accessible, reliable, efficient and meets the demands of travelers and operators.

Setting Up of Objectives
Desired qualities: A PT network that --
 will best serve the demand in terms of coverage and level of supply
 economically viable to society and financially viable to operators
 environmentally sustainable
 socially acceptable
 compatible with the overall transport system
More Specifically
 accessible > reasonable access time to PT node
 reliable > reasonable waiting time at stops and terminal
> adherence to schedule (for scheduled trips)
 reasonable travel speed
 sufficient passenger space in vehicles
 viable load factor
 acceptable air pollution level
 reasonable fare structure
 minimum accident rates
 security for passengers

From
A - 4,800 1,700 6,500
B 5,200 - 2,400 7,600
C 1,500 2,000 - 3,500
Total 6,700 6,800 4,100 17,600

Basic Route Structure:
Ave One-Way Passenger Volume (pax/day)
6,600 3,800
A B C

Passenger Load Profile:

Route A to C : PV = 3,800 pax/day

Route A to B : PV = 2,800 pax/day

Local Public Transport Route Planning & Management Training Course | [TITLE OF LECTURE]
Estimating PT Level of Supply per Route
Given PV for a route, to determine the number of units required to serve
the demand uses the following relationship:
NU = PV
ASC x VLF x NRTi

Where: NU = no. of units operating per day

PV = average one-way passenger volume in pax/day
ASC = average seating capacity
VLF = viable load factor
NRTi = ideal no. round trips per day

To give allowance for repair and maintenance, a utilization rate (UR) is

introduced, so, the required fleet size (FS) of a given route is

Fleet Size (FS) = NU

UR

Factors re the Level of Supply
Explanations for the level of supply factors:
PV: is the target passenger volume for the design year for future scenarios,
PT shall be determined using passenger demand forecast;
NU: required number of units to be operated per day for a given route;
ASC: depends on the type of vehicle to be operated in a route
VLF: shall be based on financial factors such as vehicle operating cost and
profit to operators
NRTi: based on the design operating characteristics, to wit:
- Average travel speed
- Dwell time per stop
- Terminal waiting time
- Route length
- Operating hours per day
