The Commission decided to issue a private order of cease and desist regarding delay. Judge Wachter has 20 days to either accept or refuse the order. If accepted, the order becomes the Commission's official findings. If refused, it will have no effect and a formal proceeding will be filed. Once a response is received from Judge Wachter, the complainant will be notified.
