Analysis
If rust was to form due to inadequate corrosion prevention of oil, it
would form on all surfaces and not just in the flat portion of pulley
There is no rust present in the inside bore of the pulley which
suggests no standing of water for a long time and hence no
corrosion formation.

With addition of Rust Preventive Additive in Cutting fluid the parts will
not get rusted due to water accumulation from cutting fluid.
