REPORTS OF THE STANDING COMMITTEES - PRESENTATION OF


• Senator Faisal Javed, Chairman Standing Committee on Information, Broadcasting, National
History and Literary Heritage, presented report of the Committee on the Pakistan Electronic
Media Regulatory Authority (Amendment) Bill, 2018.

• Senator Syed Shibli Faraz, Chairman Standing Committee on Commerce and Textile Industry,
presented report of the Committee on a point of public importance regarding collapse of power
looms sector in Faisalabad, raised by Senator Mian Muhammad Ateeq Shaikh on 25th May,
2018.

• Senator Mian Raza Rabbani on behalf of Senator Ayesha Raza Farooq, Chairperson Committee
on Delegated Legislation to present ninth quarterly report of the Committee for the period from
May to July, 2018.

ANNOUNCEMENT

The Acting Chairman made an announcement regarding the Presidential Elections to be held on 4th
September, 2018 and various instructions conveyed by the ECP in this regard. The Chairman
announced that all the procedure has been laid on the Tables of the House and has also been
circulated to the Members at their addresses.

DEFFERMENT OF PRIVATE MEMBERS’ BUSINESS ON THE ORDERS OF THE DAY


With the sense of the House and with the agreement of the concerned Members, the Deputy
Chairman deferred the private members’ business on the Orders of the Day in order to enable the
House to utilize maximum time to discuss an admitted adjournment motion regarding rigging in
general elections, 2018.

DISCUSSION ON THE ADMITTED ADJOURNMENT MOTION

The House started discussion on the admitted adjournment motion moved by Senator Javed Abbasi
on 30th August, 2018, regarding the issue of rigging in General Elections, 2018.

At this stage, the allotted time of two hours discussion as provided in sub-rule (2) of rule 89 of
Rules of Procedure and Conduct of Business in the Senate, 2012, however, the Members
requested the Chair to extend the time as a number of speakers have yet to speak on the issue.

The Deputy Chairman ruled that in order to extend time, the rules need to be
suspended.

Senator Mian Raza Rabbani, moved under rule 263 that the requirement of sub-rule
(2) of rule 89 of Rules of Procedure and Conduct of Business in the Senate, 2012 may be
suspended in order to enable the House to discuss an adjournment motion beyond two hour
time.

The Motion was put to the House and adopted. So the House resumed the discussion the
admitted adjournment motion moved by Senator Javed Abbasi on 30th August, 2018, regarding the
issue of rigging in General Elections, 2018.

After discussion, Leader of the House, Senator Syed Shibli Faraz, wound up the debate. The
Motion was thus talked out.

The Deputy Chairman stated that he will devise a course of action in consultation with the
Leader of the House and Opposition.

Senator Mian Raza Rabbani suggested that the normal procedure of constitution of parliamentary
committees is that a motion in this regard is to be moved in both the Houses empowering the
Speaker NA and Chairman Senate to constitute a Parliamentary Committee of both Houses.

FELICITATION SPEECH BY SENATOR CH. MOHAMMAD SARWAR

Senator Ch. Muhammad Sarwar made his felicitation as he is going to resign after the
presidential election in view of his nomination as Governor of the Punjab.

The Deputy Chairman acknowledged his services and also informed the House about the
previous Senators appointed as Governors.

POINTS OF PUBLIC IMPORTANCE

1. Senator Bahramand Khan Tangi pointed out the report of FIA according to which 34
military officers are involved in the corruption in project of new Islamabad International
Airport.

The Acting Chairman referred the issue to the Standing Committee on Aviation.

2. Senator Muhammad Ali Khan Saif pointed out the arrest of a Pakistani citizen in the
Kingdom of Saudi Arabia due to expiry of his visa.

The Acting Chairman referred the issue to the Standing Committee concerned.

3. Senator Mushahid Ullah Khan pointed out the recent meeting of Chairman National
Accountability Bureau with the Prime Minister.

4. Senator Usman Khan Kakar raised an issue regarding gunfire by security forces on a
peaceful protest against the demands of the security agencies in Waziristan. He also pointed
out the low media coverage on the issue.

The Acting Chairman referred the issue to the Standing Committee concerned.

5. Senator Muhammad Usman Khan Kakar also pointed the already issue regarding the fruit
growers in Balochistan.

Chairman referred the matter to the Committee as well as to the Minister concerned
for ministerial response.

At 08:15 p.m. the Deputy Chairman read the prorogation order signed by President of
Pakistan.
