PROJECT DESCRIPTIONS
1. FUEL GAS DESCRIPTION
Fuel gas system is designed for high-pressure gaseous fuel for gas turbine of HP gas
compression system and gas engine of existing reciprocating compressor. The system also
supplies low-pressure fuel gas as primary purge gas for the flare header. The fuel gas source
for normal operation is taped off downstream of Discharge Scrubber V-203A, upstream of
Gas Custody Metering. For start-up case, fuel gas is taken from Gaslift Export Header. The
Fuel Gas System consists of Filter Separators F-501A/B, Supper Heater E-501. Compressed
gas from Discharge Scrubber V-203A is tapped off for fuel gas, pressure reduced to 55 barg,
and then routed to Filter-Separator to separate the liquid phase. Gas leaves the Filter-
Separator then is heated by Super Heater before reducing to 30-33 barg (min.-max.) and fed
to Gas Turbine Compressor. Gas temperature is kept minimum 28oC higher than HC
dewpoint to meet the gas turbine fuel requirement

2. SCOPE OF SUPPLY AND SCOPE OF WORK


2.1. SCOPE OF SUPPLY
The bidder shall be responsible for the design, supply, manufacture, inspection, testing, painting,
export protection and delivery of Fuel Gas Package in accordance with this specification,
attachment, sketches, drawings and applicable codes and standards.

Scope of supply as specified per battery limit in doc. MKS-112-TS-TX1-PID-10 including but
not limited to:

+ Fuel Gas Filter – Separators complete with all fixed and removable internal and external
components as defined in this specification and data sheet;

+ Fuel Gas Super - heater complete with remote heater control panel (located in MCC I
switchgear room) and all fixed and removable internal and external components as
defined in this specification and data sheet;

+ Associated equipment like control valve, shutdown valve, check valves, isolation
valves, auto drainers, etc., as per the package PFD and P&IDs. VENDOR shall
verify the associated equipment in the package PFD and P&IDs are sufficient to meet the
technical requirements of the specification and data sheet;

+ On-skid instrumentation including pressure gauges and transmitters, level


gauges, level transmitters, flow indicating transmitters, pressure differential transmitters
as required in the P&ID and additionally required to achieve the performance
requirements of the package including safe of operation and maintenance. VENDOR
shall ensure that sufficient spaces are provided for installation and maintenance of the
instrumentation and controls;

+ All instruments shall comply with general instrument specification, doc. MKS-112-TS-
IA2-SP-03 and relevant datasheets. All safety level / pressure transmitters shall be SIL-2
as minimum.

+ All electrical instrumentation shall be connected to junction boxes inside of Skid.

+ Shutdown / Control valves shall be per doc. MKS-112-TS-IA2-SP-04/05, Specification


for Shutdown, Blowdown Valve / Control Valve Specification. All control valves shall be
provided with Fisher DCV-6200 positioners. Shutdown/ Control valves and instrument
hook-up shall be according to doc. MKS-112-TS-IA2-DW-11, Instrument Typical Hook-
up Drawings.

+ All interconnecting piping, fittings (with supports) linking the equipment within the
skid. Manifold and valve vents and drains for single interface to COMPANY I
CONTRACTOR's piping;

+ On-skid junction boxes, cable trays, cabling and cable glands for the skid
instrumentation. Junction boxes provided shall be as required in respective datasheets of
doc. MKS-112-TS-IA2- DS-10.

+ Pressure safety valves and restriction orifices determined as per P&ID shall be supply
by Vendor as loose items;

+ Any other equipment not listed above but essential for smooth and safe operation of the
system, if deemed necessary as per VEN DOR's process design;

+ Heavy-duty structural skid complete with drip pan, drain connections and welded
attachments like earthing bosses, lifting lugs and mounting bolts;

+ Access ladder and platform required for operation and maintenance;

+ Spreader bar and sling assembly and shackles suitable for a single point lifting;

+ Necessary earthing I bonding to ensure electrical connectivity with the platform earthing
system;

+ Insulation within package;

+ Name plates I tags;

+ Pre-commissioning, commissioning and start-up spares;

+ Spares for 2 years normal operation (Optional);

+ Special tools for operation, removal, installation and maintenance purpose.

2.2. SCOPE OF WORK


The BIDDER’s scope of work for package shall include following as a minimum:

+ Process design, sizing of equipment and internals in accordance to datasheet;

+ Performance and mechanical guarantee for the entire units and utility consumption

guarantees;

+ Inspection and testing, as per ITP and various API/ISO standards including factory

acceptance test at vendor shop;

+ Engineering & coordination services including participation and provision of design

input data for design review, HAZOP meetings as required;

+ Vendor documentation including necessary submission to Vietnamese local

authorities, including O&M manuals, certification dossiers and vendor data books in

native, PDF format and hard copies as specified in the requisition I specification;

+ Necessary supervision of erection and commissioning at fabrication yard I offshore.

(per diem rates and expected duration of fabrication yard I offshore work (to be informed

in offer));

+ Surface preparation and painting;

+ Export sea-worthy packing and long term storage, with fumigation and fumigation

certificates;

+ Training for operator personnel (Optional);

+ Transportation / loading as per requisition;

+ Provide necessary certification from TPI for design verification, material fabrication

and testing as per requisition for the complete package.

3. YEAR OF MANUFACTURING: Not before 2017

4. CERTIFICATES: We confirm and provide certificates of Fuel Gas system and main
components prior to shipment including but not limit to the following:

5. Detailed technical : The Fuel gas system shall comply with the minimum

DS-04) as follow:
Technical requirement for design and manufacture is specified in section 3.2. Design
and Manufacturing requirements of Specification for Fuel Gas Package (doc. No.
MKS-112-TS-TX1-SP-01) and Datasheet for Fuel Gas package (doc. MKS-112-TS-
TX1-DS-04);
Technical requirement for Mechanical refer to section 3.3. Mechanical Requirements
of Specification for Fuel Gas Package (doc. No. MKS-112-TS-TX1-SP-01) and
Datasheet for Fuel Gas package (doc. MKS-112-TS-TX1-DS-04);
Technical requirement for Layout refer to section 3.4. Layout Requirements of

01);
Technical requirement for Noise and Vibration refer to section 3.11. Noise and
Vibration of Specification for Fuel Gas package (doc. No. MKS-112-TS-TX1-SP-01)
and section Equipment noise datasheet of Datasheet for Fuel gas package (doc.
MKS-112-TS-TX1-DS-04);

Technical requirement for Utilities (Instrument air, Nitrogen, electrical utilities, v.v.)
refer to section 3.12. Utilities of Specification for Fuel Gas package (doc. No. MKS-
112-TS-TX1-SP-01).

6. GUARANTEE: 12 months from the completion site Acceptance test (SAT) at


Company’s offshore side or 18 months from the date of delivery (whichever comes
earlier).

We commit to comply with Specification for Fuel Gas package (doc. No. MKS-112-
TS-TX1-SP-01).
7. DOCUMENT:
BIDDER shall submit and send all drawings/technical documents to VSP for
review/approval before fabrication and assembly. List of document for
review/approval shall be finalized during project execution stage.
Engineering/ Design documentation of BIDDER/ PACKAGER shall be reviewed and
approved by PACKAGER’s TPI (ABS, Lloyd, DNV-GL, BV) before approved by
VIETSOVPETRO.
Within five (05) working days after receipt of BIDDER/ PACKAGER’s technical
documentations, VSP shall send comments to BIDDER/ PACKAGER. Within five
(05) working days after receiving comments from VSP, the BIDDER/ PACKAGER
CONTRACTOR shall actively discuss and/ or arrange meetings with VSP to solve
VSP’s comments; get agreement with VSP for closing those comments, revise
documents and issuing final documents for approval (Final issue).
BIDDER shall be responsible for providing all documentation in accordance with the
BIDDER Data Requirements List (BDRL) approved by the VSP: Designed
documentations, AS BUILT Drawings and Documentation as per Contractor's
standard, including O&M Manuals, Certification Dossiers and Vendor Data Book.
8. SUPPORT:

BIDDER shall provide qualified personnel in order to assist VSP during pre-
commissioning, commissioning and start-up at onshore and offshore site. The cost
for this service shall be fixed, lump-sum and paid by BIDDER.
