SITE OF THE PROJECT

1 THE SITE

1.1 Site of the Six lane Project Highway shall include the land, buildings, structures and
road works as described in Annex-I of this Schedule-A.

1.2 The dates of handing over the Right of Way to the Contractor are specified in Annex-
II of this Schedule-A.

1.3 An inventory of the Site including the land, buildings, structures, road works, trees
and any other immovable property on, or attached to, the Site shall be prepared jointly
by the Authority Representative and the Contractor, and such inventory shall
form part of the memorandum referred to in Clause 8.2.1 of this Agreement.

1.4 The proposed alignment plans of the Project Highway are specified in Annex-III
which shall be followed by the Contractor with minimum finished roadway level (FRL)
as indicated in the alignment plan.

1.5 The status of the environmental clearances obtained or awaited is given in Annex
IV.

1. Site

The Site of the Six lane Project Highway comprises the section of National Highway
No 4 commencing

i) from existing km 771.730 to existing km 772.230


ii from existing Km 772.230 to Km existing Km 776.000 - New alignment
ii) from existing Km 776.000 to existing Km 778.200 of Left Carriageway and
iii) from existing Km 778.200 (LHS)/781.000 (RHS) to existing Km 782.000

Environment Clearances

The project highway is less than 100 km length and does not involve additional
Right of Way or land acquisition more than 60m on existing alignment and 90m
on Bypass/Realignments. Therefore, the Environmental clearance is not
required for the instant project in terms of latest MoEF notification No.
S.O.2559(E) dated 22.08.2013

DEVELOPMENT OF THE PROJECT HIGHWAY

1 Development of the Project Highway

Development of the Project Highway shall include design and construction of


the Project Highway as described in this Schedule-B and in Schedule-C.

2 Rehabilitation and augmentation

Rehabilitation and augmentation shall include Six lane configuration as


described in Annex-I of this Schedule-B and in Schedule-C.

3 Specifications and Standards

The Project Highway shall be designed and constructed in conformity with the
Specifications and Standards specified in Annex-I of Schedule-D.

Annex – I
(Schedule – B)

Description of the Project


1 WIDENING OF THE EXISTING HIGHWAY

1.1 The Project Highway shall follow the existing alignment unless otherwise
specified by the Authority and shown in the alignment plans specified in
Annex III of Schedule-A. Geometric deficiencies, if any, in the existing
horizontal and vertical profiles shall be corrected as per the prescribed
standards for plain/rolling terrain to the extent land is available.
1.2 Width of Carriageway
1.2.1 Main carriageway:
Six laning with paved shoulder shall be undertaken. The paved carriageway shall be
25.0 m (2 x 12.5 m) wide including paved shoulders and excluding the median for 6-
lane divided carriageway.
1.2.2 Main Tunnel:
Two tunnels, one for each direction traffic shall be provided. The paved carriageway
in each tunnel shall be 13.10 m wide including paved shoulder and 1.35 m wide
walkway on median side and 1.5 m escape footway on the left side. The vertical
clearance should be minimum 5.5m as shown in TCS – Appendix D-12 of Schedule
D.
1.2.3 Cross Passage:
The paved carriageway shall be 3.5 m wide with 1.0 m edge strip and 1.0 m walkway
on either side and vertical clearance should be 5.5m as shown in TCS – Appendix D-
12 of Schedule D. These should be provided at every 287 m at locations given in
Clause 2.8.1 of Schedule B
1.2.4 Except as otherwise provided in this agreement, but subject to the
provisions of Annex – I of this Schedule – B, the width of the paved carriageway shall
conform to Clause 1.1 above.

2 GEOMETRIC DESIGN AND GENERAL FEATURES

2.1 General: Geometric design and general features of the Project Highway shall
be in accordance with Section 2 of the Manual.

2.2 Design Speed: The design speed shall be the minimum design speed of 100
km/h for plain/ rolling terrain.

2.3 Improvement of the existing road geometrics

2.3.1 In the following sections, where improvement of the existing road geometrics
to the prescribed standards is not possible, the existing road geometrics shall

be improved to the extent possible within the given right of way and proper
road signs and safety measures shall be provided:

2.7 Lateral and Vertical Clearance at Overpasses

2.7.1 Lateral and Vertical clearances at over passes shall be as per paragraph 2.11 of
the Manual.

3 INTERSECTIONS AND GRADE SEPARATORS

All intersections and grade separators shall be as per Section 3 of the Manual.

4 ROAD EMBANKMENT AND CUT SECTION

4.1 Widening and improvement of the existing road embankment/cuttings and


construction of new road embankment/cuttings shall conform to the
Specifications and Standards given in Section 4 of the Manual and the specified
cross sectional details. Deficiencies in the plan and profile of the existing
road shall be corrected.

4.2 Raising of the existing road.

4.4 Cut Section – Existing ground

In above section, rock surface of side slopes of the cut sections shall be treated
with shotcrete, rock bolting preventing of rock falls and weep holes for release
seepage water.

 PAVEMENT DESIGN

 Pavement design shall be carried out in accordance with Section 5 of the Manual.
Minimum thickness of PQC, DLC and Granular Sub-Base in rigid pavement
shall be 280mm, 150mm and 150mm respectively. Service road shall be
designed for design traffic stipulated in Clause 5.5.5 of Schedule D - Six lane
Manual.

 Type of pavement

Rigid pavement is proposed for main carriageway for entire project length and
flexible pavement for service/slip roads.

 Design requirements:

Shall be as specified in the Manual.

 Reconstruction of stretches:

Rigid pavement is proposed for main carriageway for entire project length.
Where, existing flexible pavement overlap with new pavement, it shall be
reconstructed.

 ROADSIDE DRAINAGE

Drainage system including surface and subsurface drains for the Project
Highway shall be provided as per Section 6 of the Manual.

Suitable catch water drains shall be provided for safe discharge of rain water
from hill slopes away from the tunnel faces as per Clause 14.5 of Schedule D –
Six lane Manual.

 DESIGN OF STRUCTURES

 General

7.1.1 All bridges, culverts and structures shall be designed and constructed in

accordance with Section 7 of Schedule D – Six lane Manual and shall conform
to the cross- sectional features and other details specified therein.

7.1.2 Width of the carriageway of proposed bridges and structures shall be as given in
para 7.3 of this Schedule-B.

7.2.3 Widening of existing culverts

7.3.2 Additional new bridges

8. TRAFFIC CONTROL DEVICES AND ROAD SAFETY WORKS

8.1 Traffic control devices and road safety works shall be provided in accordance
with Section 9 of the Manual.

8.2 Specifications of the reflective sheeting shall be in accordance with Section 9 of

8.3 Safety during the construction of the Tunnel shall be taken in accordance with
section 14.12 of the Manual.

8.4 Traffic control devices for the Tunnel location shall be in accordance with
Section 14.10 of the Manual.

9 ROADSIDE FURNITURE

9.1 Roadside furniture shall be provided in accordance with the provisions of the
Section 9 of the Manual.

9.2 Tunnel Furnishing:

Tunnel furnishing shall be provided in accordance with the provisions of the


Section 14.9 and 14.10 of the Manual

9.3 Overhead traffic signs:

Overhead traffic sign boards shall be provided as per Manual and


specifications. The exact locations of these Traffic Signs shall be finalized in
consultation with Authority Engineer/Project Director.

10 COMPULSORY AFFORESTATION

Shall be done as specified in para 2(d) of Schedule-C.

11 HAZARDOUS LOCATION

The safety barriers shall be provided at the following hazardous locations:

Metallic Crash Barriers shall be provided in High Embankments and at Service


Road locations.

12 SPECIAL REQUIREMENT

Permanent Power Supply for Sub-stations buildings

The Contractor should procure the requisite power supply prior to


commencement of tunnel excavation from the concerned State Authorities at his
own cost to make twin tunnel along with allied services, substation buildings,
pumping station etc. fully functional on 24x7, 365 days. The necessary
administrative support shall be extended by the Authority. Only the statutory
charges for obtaining the connection shall be borne by the Authority.

13 CHANGE OF SCOPE

The length of Structures, bridges and tunnels specified hereinabove shall be


treated as an approximate assessment. The actual lengths as required on the basis
of detailed investigations shall be determined by the Contractor in accordance
with the Specifications and Standards. Any variations in the lengths specified in
this Schedule-B shall not constitute a Change of Scope, save and except any
variations in the length arising out of a Change of Scope expressly undertaken
in accordance with the provisions of Article 13.

14 RAIN WATER HARVESTING :

As per Ministry of Environment and Forests Notification, New Delhi dated


14.01.1997 (as amended on 13.01.1998, 05.01.1999 & 6.11.2000), the
construction of Rain water, harvesting structure is mandatory.

PROJECT FACILITIES

1 Project Facilities

The Contractor shall construct the Project Facilities in accordance with the
provisions of this Agreement. Such Project Facilities shall include:

(a) toll plaza;


(b) roadside furniture;
(c) pedestrian facilities;
(d) tree plantation;
(e) truck lay byes;
(f) bus-bays and bus shelters;
(g) Rest areas
(h) Emergency Facilities
(i) Advanced Traffic Management System

2 Description of Project Facilities

Each of the Project Facilities is described below:

(a) Toll Plaza location: Nil.

(b) Road side furniture: The roadside furniture shall be as per Section 9 of
the manual and shall include

i. Traffic Signs: Traffic signs shall include roadside signs, overhead


signs, kerb mounted signs and road marking along the project highway.

Traffic signs for the Tunnel location include Variable Messages signs
inside the tunnel, traffic lights above each lane at entry portal end and
inside.

ii. Overhead signs: Excluding overhead signs are to be provided as per


Manual of Specifications and Standards as referred in Schedule D, the
location of these facilities shall be finalized in consultation with
Contractor/Project Director, NHAI as per site requirement. However
minimum 2 nos Cantilever signs and 4 nos of Gantry Overhead signs
shall be provided

iii. Pavement Markings: Shall cover road marking for the entire Project
highway. Tunnel carriageway markings shall be provided in
accordance with the section 14.10.2 of the Manual.

iv. LED Traffic Blinkers: Shall be provided at Intersections for the


entire project highway.

v. Crash barrier: Shall be provided at High Embankments as per

viii. Hectometer / Kilometer Stones: Shall be provided for Entire Project


highway.

viii. Lighting:
Approaches to tunnel: Shall be provided in accordance with
Section 12.3 of the Manual

Proposed tunnel: Illumination/ lighting shall be provided as per


14.8 of Schedule D

ix. Tunnel Ventilation: Mechanical type of ventilation shall be provided


in accordance with section 14.7 of the Manual.

(c) Location of Pedestrian facilities: The Pedestrian facilities shall include


the Provision of the Pedestrian crossing. Pedestrian crossing facilities
shall be provided wherever required.

(d) Tree Plantation & Landscaping:


Landscaping of the highway shall be done but not limited to the
following.
i. Median: The plantation in the median shall be as per provision of
IRC SP-21.
ii. Avenue plantation shall be done as per IRC SP-87/IRC SP-21 in-
cluding Tree Guard with MS angle Iron and Steel Wire.
iii. Islands of At grade intersections; and
iv. Side slopes in cutting
v. Indicative landscape scheme on Satara side shall be as per Schedule
D
vi. Tree Plantation shall be provided in accordance with the Manual of
Specifications and Standards as referred in Schedule D and in ac-
cordance with National Green Highway Policy 2015.
(e) Truck lay byes: Nil

(f) Bus bays and shelters: Bus bays with Bus Shelter shall be provided at
below mentioned locations.

Emergency facilities for the proposed tunnel shall be provided in accordance

i) Advanced Traffic Management System

The Contractor is required to design, install, operate and maintain Highway Traffic
Management System (HTMS) / Advanced Traffic Management System (ATMS) as
part of the project facilities. Advanced Traffic Management System shall be provided
as specified the manual.

Briefly, the ATMS components to be deployed shall inter alia include:


(a) Video Surveillance System (CCTV PTZ Dome / Fixed Camera )
(b) Video Incident Detection System
(c) Vehicle Actuated Radar Speed Displays
(d) Emergency Roadside Telephones
(e) Fixed / Portable Variable Message Sign
(f) Meteorological System
(g) The ATMS Control Centre including the equipment (hardware, software, and
local networking)
(h) Communications System utilizing Optic fiber, GSM/GPRS and Wi-Fi Com-
munications linked to ATMS Control Centre.
Power supplies for field equipment: working on Mains power supported with back-up
(largely on renewable energy) to facilitate 24 X 7 operation and for the ATMS Control
Centre working on Mains power supported by UPS and Diesel generator set of
adequate capacities, to facilitate 24 x 7 operation.

j) Tunnel control center: The integrated tunnel control system (SCADA - Supervisory
Control and Data Acquisition) shall be provided to monitor all technical systems in
proposed tunnel. There shall be built-up two control centres near both portals of the
tunnel.

The system shall operate and supervise following subsystems of for the proposed

2.0 Specifications and Standards

All Materials, works and construction operations shall conform to the Manual of
Specifications and Standards for Six -Laning of Highways (IRC:SP:87-2013), referred
to as the Manual, and MORTH Specifications for Road and Bridge Works. Where the
specification for a work is not given, Good Industry Practice shall be adopted to the
satisfaction of the Authority’s Engineer.

2.1 Deviations from the Specifications and Standards

2.1.1 The terms “Concessionaire”, “Independent Engineer” and “Concession


Agreement” used in the Manual shall be deemed to be substituted by the terms
“Contractor”, “Authority’s Engineer” and “Agreement” respectively.

2.1.2 Notwithstanding anything to the contrary contained in Paragraph 1 above, the
