Dear candidate,
Based on the results of the All India Competitive Examination for Admission to 25% Seats (100% seats of Dr. RPCAU,
Pusa and ICAR-IVRI) in Doctoral degree programmes of accredited Universities under ICAR-AU system [SAUs, Central
Agricultural Universities, viz. CAU, Imphal, Dr. RPCAU, Pusa, 3 Central Universities (CUs) having faculty of agriculture (BHU,
Varanasi, AMU, Aligarh and SASARD, Nagaland University) except the 3 ICAR-Deemed-to-be-Universities (DUs), viz. IARI,
NDRI and CIFE, where 100% of their seats shall be filled through their own separate national level entrance examination] and the
award of ICAR-JRF/SRF(PGS) in Agriculture & Allied Sciences for Academic Session 2019-20, this is to inform that you have
been found eligible to register (Online) for choice filling. You are likely to be recommended for admission in the accredited
programme (based on the Sub-subject opted by you at the time of application and examination) in an accredited college of an
accredited University chosen by you. This would, however, be subject to fulfilling of the prescribed eligibility requirements,
availability of seat at your merit rank & category and verification of documents by the officials of admitting University at the time
of admission. The SC/ST/Gen-EWS candidates who do not wish to take admission in their respective reserved category may opt for
counselling with General + OBC (NCL) category provided they meet the prescribed eligibility criteria of General category.

Before registering for choice filling, you must ensure that all the eligibility conditions, as specified in the AICE-
JRF/SRF(PGS)-2019 Information Bulletin (IB) available on NTA website (www.ntaicar.nic.in, www.nta.ac.in), are fulfilled in toto
including completion of the degree, OGPA/percentage marks scored in Master’s Degree examination, etc. (Where OGPA is
awarded, equivalence between OGPA and % marks will not be acceptable). Please note that ICAR/Universities will NOT be held
responsible for denial of admission to non-eligible candidates. The candidate is advised to read the IB in detai, especially the Item
4.0 (Admission through Online Counselling), of Online Counseling Brochure of AICE-JRF/SRF (PGS)-2019 available at ICAR
website (www.icar.org.in, www.icarexam.net) and the requirements contain therein.

Candidate reporting for admission in the allotted University must have the original documents with self-attested
photocopies, photographs to be produced at the time of admission in the allotted university as mentioned at item 4.1.1 of the Online
Counseling Brochure of AICE-JRF/SRF (PGS)-2019 available at ICAR website (www.icar.org.in, www.icarexam.net).
Candidate reporting for admission in the allotted University must have Degree/Provisional Degree Certificate (PDC) of
completion of Master’s degree programme. The candidate who does not have the Degree/PDC has to mandatorily produce a
certificate from the Registrar of the concerned university specifically indicating that the candidate has fulfilled all the
requirements for the award of Masters degree including thesis submission and completion of viva-voce and his/her Final
OGPA/Percentage of marks at the end of final semester/year along with mentioning the likely date of issuance of PDC/Degree.
The candidate should note that the university may deny admission in case the PDC/Degree is not produced at the time of admission
with the university. No correspondence shall be entertained by the Council in this regard.
The candidate should also note that 4/5(BVSc & AH)/6 (10+6, BSc. Ag.) years’ UG degree and 2 years’ PG degree with
thesis work are the essential requirements for admission to doctoral degree programmes in the AUs. The candidate having passed
with 3 years’ UG degree programme is not eligible for Ph.D. admission through AICE-JRF/SRF(PGS) examination.
In case any degree from a particular college/university is not considered for admission by an Agricultural University or any
particular college/university has been derecognized by VCI/UGC, or due to any court directives (present or future), ICAR will not be
responsible for admitting students of that college/university in the Universities not willing to admit such candidates.
The candidates passed out from private agricultural colleges/universities not accredited by ICAR were notified, through
Information Bulletin, as not eligible to appear in AICE-JRF/SRF(PGS) examination. Therefore, if any of such candidates have
appeared and qualified in the examination, they are not eligible to participate in the counseling. ICAR will not be held responsible for
denying admission to such candidates by any of the accredited AU under the ICAR-AU system.
The exact title/nomenclature of the degree programme might vary from one university to another. The candidate is advised
to enquire about the nomenclature of degree programme and other details from the Registrar of the concerned university [for contact
details, please refer Annexure-III of the Online Counseling Brochure of AICE-JRF/SRF(PGS)-2019 before registering for Choice
filling /seeking admission.
Against total number of ICAR seats available for a particular degree programme in a university, not more than 40% of
ICAR seats from one State would be allocated to any one university in that Sub-subject under a particular category. While computing
40% number, mathematical method of rounding to the nearest integer would be adopted except where there is only one seat, in which
case, the whole seat would be allocated. While rounding off, the number might exceed 40% to that extent.
Fellowship would be granted only when the candidate seeks admission after counselling and pursues Ph.D. degree in an AU
other than the AU from where he/she has completed Bachelor’s or Master’s degree as indicated in the Information Bulletin and
Online Counseling Brochure. The candidate is advised to go through Item 6.0 [Conditions for the award of ICAR-JRF/SRF(PGS)] of
the Online Counseling Brochure in this regard. The award of Junior Research Fellowship/Senior Research Fellowship
[JRF/SRF(PGS)] shall be governed by the rules and regulations/guidelines issued and as amended by the Council from time to time in
this regard. ICAR-JRF/SRF(PGS) shall be awarded only after the completion of online counselling.
It may be noted that ICAR/University will NOT be held responsible for denial of admission to non-eligible or late
reporting candidates due to any reasons.
Schedule for online counselling:
The candidate may please note that the online counselling portal will be available for registration, choice filling and saving
the choices as per schedule. The candidate is advised to carefully go through the major steps involved in Online Counselling enclosed
with this letter.
Before exercising the option of choice filling, the candidate will have to get registered by paying Non-Refundable
Registration Fee of Rs. 400/- through online payment gateway of ICAR by using Credit/Debit Card/Netbanking. The candidate must
fill the choices on or before the deadline of choice filling. The contents of the form/choices as filled by the candidate on the portal
will get locked automatically after this deadline.

Upgradation will be permitted only in the first and second rounds since there are only three rounds of counselling.

Those candidates who scored zero or negative marks in the entrance examination held on 1st July, 2019 are not eligible to
participate in counselling.
Those candidates who did not fill their qualifying exam marks till the designated date at NTA-ICAR portal and whose status
of qualifying exam is still “Appearing” are not eligible to participate in counselling.

Note:- Fellowship allocation will be done after the completion of online counseling.
Registrars of all the concerned accredited Universities have been intimated regarding the Online Counselling and granting
admission. Your original certificates may be required to be deposited with the Registrar. In case of late reporting by the candidate for
admission in the allotted university due to any reason(s), he/she will lose claim for admission and no correspondence shall be
entertained by the Council in this regard.
No claim or compensation for problems (if any) encountered or cost incurred in counselling/admission will be entertained
by the ICAR/ Universities.
Ragging in the Universities, in any form, is a criminal offence and has been strictly banned.
Please note that this letter is for information of the candidates desirous of registering for counselling and does not, in any
way, guarantee the admission.
The candidate is advised to remain in touch with ICAR’s website for any change in Counselling schedule/Notices/Circulars.

Procedure/Major steps in Online Counselling & Upgradation for
ICAR’s AIEEA-2019

[The AIEEA (PG) and AICE-JRF/SRF(PGS) candidates who had not updated the details of their
qualifying examination marks on the NTA website within the stipulated period and whose status of
qualifying examination is still ‘Appearing’ are not eligible to participate in the counseling).

ONLINE CHOICE FILLING (AS PER DECLARED SCHEDULE)

Candidates found eligible for counseling will be sent Username and Password
through email and/or SMS on the registered email ID/Mobile No.

Candidate should visit the website https://icar.org.in or


www.icarexam.net and login using the Username and Password.

Payment of one-time NON-REFUNDABLE Registration fee (Rs 400/-) through Online payment
gateway.

Selection of preferred Course and the University (from drop down menu) one by one with
preference change facility.

(Candidates must ensure that all the eligibility conditions, as specified in the AIEEA (UG)/AIEEA
(PG)/AICE-JRF/SRF(PGS)-2019 Information Bulletin available on NTA website (www.ntaicar.nic.in or
www.nta.ac.in are fulfilled in toto including completion of degree, OGPA/percentage marks scored in
the qualifying examination, etc.)

Choice filling will be permitted only once. For subsequent round(s) of counselling, allotment will be
done on the basis of same choices (If the candidate has not been allotted any seat till then.)

For UG only those course(s) will be displayed for which the candidate is eligible. For PG, only those
Sub-subjects under a Major Subject Group will be displayed for which the candidate is eligible.
For Ph.D., only the Major Subject Group and the Sub-subject (opted at the time of online
application) will be displayed.
[Seats in Dairy Chemistry (Code 8.1) and Fish Nutrition & Feed Technology (Code 11.4) Sub-subjects
have not been received in the Council from any of the accredited universities. Though the scores of
such candidates have been prepared by NTA, however, they are not being considered for the
counseling. The Council will not be held responsible to give admission to the candidates who have
qualified in these sub-subjects as already notified [(Pl. refer to Item 2.2 of AICE-JRF/SRF(PGS)-2019
Information Bulletin)]

Only those accredited Universities will be displayed where the desired courses run.
However, candidate should cross-check the same from the concerned University.

Candidate should fill maximum number of choices but give utmost importance to the
preference/order/serial number of his/her choices as this will be an important criterion for seat
allotment.

Candidates MUST “lock” their choices on/before the last day of choice filling. If candidates do NOT
lock their choices, last saved choices will be locked automatically upon reaching the deadline for
choice filling. Candidates will NOT be allowed to edit their choice list after the deadline for choice
filling, i.e. candidates CANNOT change the order of their choices OR add any more course in OR
delete any course from their choice list after the deadline for choice filling.

SEAT ALLOTMENT AND UPGRADATION

On the date of allotment, candidate's choices, his/her merit, score, qualification, domicile, category,
sub-category, last University in which studied and seat matrix will be processed together and seat
will be allotted following the reservation rules of GoI. Candidate will be allotted one of his/her
desired accredited University/Course. Allocation of an accredited college within the University
allotted shall be done by the University itself. It does not come under the scope of this counselling.

Candidate should download his/her provisional allotment letter mentioning the Course/University
allotted and the date on which he/she has to report at the allotted University along with all listed
documents. Candidate will also be sent this intimation through SMS and email.

All the candidates who have been allotted a seat for the first time in any round of allotment will be
mandatorily required to report at the allotted University within the prescribed date and time failing
which their allotment will be cancelled.

Upon reporting at the allotted University, the candidate has to produce all the relevant original
documents to the University officials for verification. University may refuse admission if the listed
documents are not found in order or the candidate is found ineligible for admission.

The candidate shall pay the prescribed fee to the University and the University official will generate
the Provisional Admission letter of the candidate.

Some candidates will be allotted their 2nd/3rd/4th or even higher choice. On the other hand, some
seats allotted to other candidates may remain vacant due to non-reporting or the reasons of in-
eligibility, etc. Provided the seat(s) have become vacant, these reporting candidates may request for
sliding to a better choice in the subsequent round of allotment. It may be clearly noted that the
candidate will be considered for sliding ONLY to one of the better choices that were given by
him/her at the time of online choice filling. Such candidates should request the University officials to
online mark them for “Upgradation”. However, it will be MANDATORY for the candidate to first take
admission on the allotted seat.

If the candidate could not request for “Upgradation” at the University at the time of reporting, and
wants to do so, then he/she will be able to do it, after admission, as per his/her convenience at
home, using his/her login credentials. Such candidates will be required to print their “Upgradation”
letter, sign it, scan and upload on the counseling portal. University officials will download the same
through the University Login and attach that along with the other documents submitted by the
candidate earlier.

Vice versa, if the candidate had opted for “Upgradation” while reporting at the University but does
not want to continue with it, then he/she will be able to do so through his/her individual login as per
his/her convenience at home.

The status of all the candidates who had opted for “Upgradation”, will be available through
University Login with complete chain of developments (In/Out).

In the subsequent round of allotment, such candidates will be tried first for their better choices on
the seats which had become vacant due to not reporting, ineligibility, etc.

If the candidate does not get a better choice, then his/her initially allotted seat will be retained by
him/her.

If the candidate gets a better choice, then his/her initially allotted seat will stand CANCELLED and the
candidate will have to accept the “Upgraded” seat. In NO case, such “UPGRADED” candidate will be
allowed to retain the initially allotted seat. Therefore, the candidate must be very careful in
exercising the request for “Upgradation”.

The “Upgraded” candidates are EXEMPTED from reporting at the “Upgraded” University. Since the
eligibility and documents have already been verified by a Competent University, therefore, the
candidates have been given this relaxation. After upgradation, the candidate should contact the
concerned university and verify the date of registration and additional eligibility
requirements/criteria, if any, for the allotted course, well in advance, before finally reporting for
admission. However, if the “Upgraded” University/ Course has some additional requirements of
eligibility then the onus shall lie on the candidate to fulfill such eligibility criteria/requirements. At
the time of beginning of Classes at the university, documents of all such candidates will be checked
and in the event of lapses being found, the university may deny admission to such candidates. In
reporting module of the University login, all such candidates will be marked as “ADMITTED” by
default by the system. The University will not be able to change their status as Not Admitted:
Absent/Not turned up.

If a candidate is “Upgraded” during the second allotment and he/she still has scope of getting a
better choice, then he/she can again request for “Upgradation”. Since the candidate is exempted
from reporting at the “Upgraded” University so he/she will again be permitted to do so with his/her
own login as per his/her convenience at home. However, if the “Upgraded” candidate wishes to
report at the “Upgraded” University, then he/she can do so.

Since there will be only three rounds of counseling, request for “Upgradation” will be permissible
only during the first and second rounds.
University will report Online about the admission status of each and every individual candidate.
NONE of the candidate should remain un-reported. ICAR shall not be responsible for any wrong
reporting by the University as this forms the basis of further activities. So the University officials
MUST doubly verify their reporting as the seats reported vacant will form the seat matrix for
subsequent rounds.

Subsequent round of allotments (2nd and 3rd) will be conducted for candidates who did not get any
seat in the earlier rounds. However, their choices will remain the same as filled in the beginning.
