1.0 INTRODUCTION
The purpose of this document is to describe the procedures for registration, control
and calibration control of inspection, measuring, and testing equipment used for the
construction of LNG storage tank.
TDD has identified all those inspection, measuring, testing and production activities
in which equipment accuracy can affect product quality and functional adequacy, and
accordingly has developed procedures to ensure that the necessary accuracy and
precision is maintained.

Daily used equipment for accuracy shall periodically be checked for damage and
wear. In case that they are damaged or worn, they shall be scrapped.
The Field QC Manager shall calibrate the inspection and testing equipment used
in construction. The calibration report shall be sent to the Field QC Manager.
The calibrated inspection and testing equipment shall be used only after registration
on the attached Inspection and Testing Equipment Control Log and Calibration Label.
The Calibration Label issued by the Field QC Manager or Calibration Institute shall
include the I.D number, calibration date, calibrator, next calibration due date and
Contractor name and shall be attached on the inspection and testing equipment.
The tables attached to this document (Table 1) identify those items of equipment
which require regular inspection and calibration to ensure that product quality,
functional adequacy, and reporting integrity are maintained.
The testing equipment for laboratory shall be calibrated by the authorized calibration
agency and the calibration records shall be kept by independent laboratory working as
CQCE (Lab. Testing & Surveying co., Ltd.) And the equipment which can not be
calibrated by the independent laboratory shall be calibrated authorized inspection
agency in Yemen. It shall be approved by the Client before commencement of re-
calibration
Table lists the typical inspection and testing equipment required calibration to be used
for the construction works, but not limited. Some item shall be added and deleted
according to the project construction schedule / work method or procedure.
The inspection and testing equipment list shall be revised or updated according to the
delivery of new inspection and test equipment using inspection and test equipment
control log.
In addition to the normal inspection and test equipment detailed in the above tables,
certain production equipment, for example voltmeters and ammeters in welding
equipment, also require calibration, either before initial use or at periodic intervals
throughout their operational lifetime. As far as practicable all new production
equipment, which contain a measuring device requiring initial calibration, will be
supplied with a calibration certificate issued by the manufacturer. Re-calibration
will be performed if the component is replaced, or if checks during the course of
production show a significant deviation from the accepted norm.

7.0 REGISTRATION
All measuring, inspection and testing equipment identified as having a direct impact
on the quality of product shall be assigned a unique identification reference and
entered into a master equipment list. This list shall contain full details of the
equipment type, manufacturer, manufacturer’s serial number, if applicable, the date of
the last calibration, the date of the next scheduled calibration, the report number, and
any other pertinent information. These provisions apply equally to new equipment
purchased for the project or to equipment transferred from JGCS's other facilities.
8.0 CALIBRATION
The following paragraphs describe the various methods by which calibration may be
achieved, whilst details of the calibration frequencies and applicable procedures are
contained in the tables attached to this procedure.
In cases where the calibration is performed away from site, the Field QC Manager
shall be responsible for ensuring that the equipment shall is carefully checked for
transportation damage, and shall review the calibration report to confirm that the
results are in compliance with the functional and accuracy requirements.

When requested by the Field QC Managers, the Calibration Controller shall carry out
the appropriate calibration in accordance with the referenced calibration procedure.
If the equipment cannot be calibrated in Nghi Son Refinery Complex Project, the
Calibration Controller shall arrange for a calibration agency to perform the required
calibration. On completion of calibration, the Calibration Controller shall prepare a
calibration record, and return the equipment to site with the record.
In the case of non-destructive testing, the NDT Examiners are required to check the
equipment’s function before each operation. In addition to such a day by day
checking, the Field QC Manager shall request the NDT Examiner to perform an
overall functional and appearance check with a specified frequency recommended
by the Manufacturer of NDT equipment.
The NDT Examiner shall report the result by a calibration record to the Field QC
Manager.
The Field QC Manager shall ensure that all civil measuring and testing equipment
is calibrated as and when required by the this procedures.
The detail internal calibration procedure for site calibration shall be prepared by the
Field QC Manager and approved by the JGCS with method statement.
Responsibility for the maintenance and accuracy of site survey equipment rests with
the Senior Surveyor. All survey equipment shall be supplied with a manufacturer’s
calibration certificate and shall be checked to confirm its accuracy as required by the
Calibration Control Log. In addition the theodlites shall be subjected to a calibration
by an external calibration according to recommendation of Manufacturer
After successful calibration, the Field QC Manager shall ensure that the results are
recorded on the Inspection and Testing Equipment Control Log (Table:2), and that a
Calibration Label (Attachment:3) indicating the expiry date of calibration is affixed
onto the body of the equipment. As the survey equipment is subjected to verification
on an almost daily basis, the Senior Surveyor shall generate a weekly report sheet
which shall be maintained in a separate file by the Field QC Manager.
At the every end of month, the Field QC Manager shall review the Master Equipment
List for calibrations scheduled for the coming two months, and shall make the
appropriate arrangements for re-calibration of any due equipment. The Field QC
Manager shall ensure that equipment holders are notified in sufficient time to permit
re-calibration within the calibration period.

When the user finds any defect or suspects the accuracy of the equipment, he shall
immediately stop using the equipment notify the Field QC Manager who shall arrange
for an investigation into the cause of the suspected inconsistency and arrange for re-
calibration.
In cases where equipment which has been used during the previous calibration period
fails at the re-calibration, the Field QC Manager shall immediately notify the user that
the equipment has been withdrawn from use, and shall investigate the cause of failure.
During this investigation, the Field QC Manager shall review the inspection, test or
production records associated with the equipment to determine the influence on the
product quality. If such data cannot be identified, all the products which have been
verified with the failed equipment during the previous calibration period, shall be
subjected to further review to confirm their conformance to the specified
requirements.
The Field QC Manager shall ensure that all such failures are reported on a non-
conformance report which shall show details of the failure, the consequences and the
investigation results.
