AN ORDER DESIGNATING THE MUNICIPAL ANTI-DRUG ABUSE COUNCIL-REPORTING


SYSTEM (MADAC-RS) FOCAL PERSONS AND ENCODERS OF THE MUNICIPALITY
OF TIGBAUAN, PROVINCE OF ILOILO

WHEREAS, the DILG-DDB Joint Memorandum Circular No. 2018-01 dated May 21,
2018, Re: “Implementing Guidelines on the Functionality and Effectiveness of Local Anti-
Drug Abuse Councils” provides that every Local Anti-Drug Abuse Councils (ADACs) have a
critical role in the coordination and proper monitoring of drug-related incident which entails
cohesion of policies for inter-local government roles which can provide and enabling
environment for function and effective ADACs;

WHEREAS, Article V, Section 9 of DILG-DDB Joint Memorandum Circular No. 2018-


01 dated May 21, 2018, Re: “Implementing Guidelines on the Functionality and
Effectiveness of Local Anti-Drug Abuse Councils” provides that the LGUs shall designate
two(2) focal persons, preverably holding plantilla positions, who are members of the
CADAC;

WHEREAS, DILG-DDB Joint Memorandum Circular No. 2018-01 dated May 21,
2018, Re: “Implementing Guidelines on the Functionality and Effectiveness of Local Anti-
Drug Abuse Councils” provides that Reports of Data on Community-Based Treatment and
Rehabilitation and Data on Drug Treatment, Rehabilitation, and Aftercare of Drug
Dependents be submitted thru the Anti-Drug Abuse Council – Reporting System (ADAC-RS)
as integrated in the integrated Drug Monitoring and Reporting Information System
(IDIMRIS) of the Dangerous Drugs Board (DDB);

NOW, THEREFORE , I ATTY. SUZETTE TENEFRANCIA-ALQUISADA,


Municipal Mayor, Municipality of Tigbauan, Province of Iloilo, by virtue of the power vested
in me by law, do hereby order;

SECTION 1: Designation of Focal Persons. The following are the following


members of the Municipal Anti-Drug Abuse Council (MADAC) as the Municipal Anti-Drug
Abuse Council – Reporting System (MADAC-RS) Focal Persons and Encoders, to wit;

Section 2. Functions. The Anti-Drug Abuse Council – Reporting System (ADAC-


RS) Focal Persons shall perform the following functions:

1) Encode the necessary information on PWUDs who surrendered in accordance


with the Community-Based Treatment and Rahabilitation Monitoring Form;
2) Ensure the monthly submission of reports;
3) Ensure the accuracy and confidentiality of date;
4) Ensure that data of all PWUDs who surrendered to authorities from July 2016 to
December 2017 be encoded in the system following the schedules below:
a) July to September 2016 should be encoded a month after the effectivity of
the policy.
b) October to December 2016 should be encoded within two (2) months after
the effectivity of the policy.
c) January to March 2017 should be encoded within three (3) months after the
effectivity of the policy.
d) April to June 2017 should be encoded within four (4) months after the
effectivity of the policy.
e) July to September 2017 should be encoded within five (5) months after the
effectivity of the policy.
f) October to December should be encoded within six (6) months after the
effectivity of the policy.
5) In case there is no person who surrendered for the month, report the same to
the DDB through e-mail;
6) Report problems encountered in the ADAC-RS by filling out the issue Report
Form.

SECTION 3. Effectivity. This order shall take effect immediately.
