It's about proposed City Ordinance No. 713 authored by Councilor
Tamayo

All PTA Presidents/members of the Federated PTA will be invited to


attend a committee hearing/public hear on THURSDAY, August 22, 2pm, at
the Sangguniang Panlungsod session hall, City Hall.
(I enjoin you fellow presidents to please attend)

WHAT ABOUT?
An ORDINANCE DIRECTING PARENTS OR GUARDIANS
TO REQUIRE THEIR CHILDREN OR WARDS, IRRESPECTIVE
OF SEX,
TO WEAR LONG SLEEVES AND LONG PANTS OF ANY
KIND TO SCHOOL, ONLY
DURING THE PERIOD OF A DOH DECLARED DENGUE
ALERT
PROVIDING PENALTIES FOR VIOLATION THEREOF.

PENALTY: Any parent or guardian who fails to require upon their


child/children to wear long sleeves and long pants to school for the
protection of a child or ward below 18 years old of agae during a period
of Dengue Alert, shall suffer ADMINISTRATIVE PENALTY as follows,

a) First Offense - Warning


b) Second Offense - 1 day community service w/ the school or brgy.
c) Third Offense - 1 week community service w/ the school or brgy.

I was not able to attend the committee hearing last week. He asked me though (sa messenger)
ano stand ng PTA Federation.

I said PTA DCNHS is not in favor. For the PTA Federated, I said there should be a public
hearing where ang audience mismo ay mga parents dahil bottomline, tayo na mga parents subject
ng nasabing ordinance.

My argument:
1. MANDATORY yong ordinace as it REQUIRES parents na pag-suotin ng long sleeves and
long pants ang mga bata kapag pumasok sa school during the duration of the alert level.
2. may PENALTY sa mga magulang na hindi magko-comply
3. sa 4S campaign ng DOH kontra dengue, naka-specify naman na don (-
SELF-PROTECTION MEASURES- wear ong pants and long sleeved shirt; use
mosquito repellant everyday
4. i got also this feedback, may kanya-kanyang parenting style ang bawat magulang at
hindi natin sila dapat obligahin kung ano ang dapat gawin nila. (advise, yes, but not oblige
them)

Councilor Joey said and I quoute "Please send the SP a written manifestation of the PTA
Federation opposition. And will shelve the proposed ordinance. In the event that the PTA Fed
changes their mind, please let us know so I can push for the ordinance."
