Dear Mr. Pangilinan,

This has reference to the Statement of Account dated April 17, 2019 which
charges YIN GANG MOTORCYCLE INC. the amount of P63,641.29 for subscription
to PLDT Broadband Internet 500 mbps, beginning December 2018 up to the
present.

Please consider this as our formal DISSENT to the charges of PLDT, for
the following reasons:

FIRST, since it was first installed last December 2018, we have been
complaining1 about the poor and slow internet service we have been receiving,
which upon our checking, only reaches 1 or 2 MBPS, instead of our subscription
of 500 MBPS. This is a clear violation of our consumer rights.

SECOND, since we have been complaining about the slow internet service
last December up to the present, PLDT has not sent a technician to our Office to
look into the matter. Note that we have been following it up every week by
calling your customer service, but, it was ONLY LAST APRIL 2019 that you finally
sent a technician to look into the matter. Yet, PLDT has the temerity to charge us
for internet usage for the last five months (December 2018 to April 2019)
DESPITE the fact that we had not been able to use the same because of the mere 1
to 2 MBPS internet we have been getting.

THIRD, when your technician finally came to inspect our internet last April
2019 after several months of follow up, our modem was changed but the slow

internet service barely improved [now we are getting 49.45 MBPS, which is still a
far cry with the 500 MBPS subscription]. Now, your technician is blaming the
specifications of our computers and he even said that for the 500 MBPS to work,
we should have high-end computer specifications. It should be noted that PLDT
has not informed us about the said requirements prior to installation of the
supposed 500 MBPS. This is a CLEAR MISREPRESENTATION OF YOUR SERVICES to
your clients, as you did not inform us about this disclaimer, if indeed this is true.

In view of all the foregoing, we are asking you to REVERSE YOUR CHARGES
to us for the months that we have not been able to use the internet services, that
is, from December 2018 to April 2019. Further, we insist that our present internet
services be improved, as we are only getting 49.45 MBPS, which is less than 10%
of the services we have subscribed to.

Please note that we are prepared to elevate this matter to the appropriate
jurisdiction by referring this to our counsel in order to pursue the appropriate
charges should we not receive a favorable action on this letter.
