Message

Warmest greetings to the good people of Barangay III-Poblacion, La Carlota City as they take
on an active role in the framing of a comprehensive and multi-sectoral development plan for the
years 2019-2025 called the Barangay Development Plan.

True to the mandate of Executive Order No. 27, series of 2017 calling for the
implementation of the Philippine Development Plan (2017-2022), we are one with the National
Government in building a future where everyone enjoys a stable (matatag), prosperous (maginhawa)
and peaceful (panatag) life.

Let us help chart a strong bedrock of safety, peace and security, infrastructure, and a healthy
environment, worthy of appreciation and emulation of our future leaders. This is the foundation for
inclusive growth, a high-trust and resilient society, and a globally-competitive knowledge economy
that are presently being laid thru this plan.

However, a plan will only remain a plan until the people and the government unites in
translating it into tangible results by which people can benefit and elevate their quality of life. Make a
difference and be ready to implement your plan to the hilt.

Message

With true dedication to our duties and responsibilities as Sangguniang Barangay Member, we
exert all the resources and efforts to ensure that constituents are given quality and fair services
through implementation of various projects and programs catering the needs of the community.

Hand in hand, the Sanggunian works harmoniously towards the progress of the barangay and
to realize our mission and vision. However, there are still issues and problems needing solutions. It is
timely that presently the barangay is formulating its Barangay Development Plan for Calendar Year
2019-2025. This identifies the community’s needs and we, the Members of the Sanggunian, ensure
that these needs be properly addressed.

With our partnership with the Provincial Government, Sangguniang Panlungsod and the
other actors of governance such as, the private sector and the civil society and other stakeholders, my
administration is now ready to lead the people of Barangay III-Poblacion towards the realization of
our goals and objectives.

PREFACE

The growing need for data at the local level continues to rise. This is in line with the

Barangay’s continued pursuit on local autonomy, as mandated under the Local Government

Code, particularly along the development and planning process.

This Barangay Development Plan incorporates the results of the Community-Based

Monitorting System (CBMS) as basis for providing much needed basic services of the

constituents of Barangay III-Poblacion, La Carlota City. With these results, the Barangay

Officials were able to identify interventions that will help improve the community’s quality

of life.

1
History of
Barangay III-Poblacion

Pursuant to Presidential Decree No. 86 creating Barangay (Citizens Assemblies)


dated December 31, 1972, the City Mayor, Hon. Luis G. Jalandoni Jr. created the Barangay
A-(I), Barangay B-(II) and Barangay C(III) within the Poblacion of the City of La Carlota. It
was then that the Sangguniang Panlungsod of the City of La Carlota passed a Resolution on
January 9, 1980 which recognized the Creation of Barangay A-(I), Barangay B-(II) and
Barangay C(III) within the Poblacion of the City of La Carlota. Mrs. Trinidad Ortega was
appointed as Barangay Captain with six (6) Councilmen, a Secretary and Treasurer.

Back then, the Barangay III-Poblacion, La Carlota City was comprised of a


residential/agricultural land - a sugarcane field. Rumor has it that during the Japanese
occupation of the Philippines in the early 1940’s, they have reached the City and built their
airport at Hda. Fe (now Cojuangco family’s sugarcane field) and is part of the first
Subdivsion to be established within the barangay in early 1970’s that is, the Uriarte
Subdivision. Gille, Ampani, Dioma, Talapiero, Eslabon and Villan family was the first family
to reside in the said Subdivision. Moreover, Ello, Villaseñor, Jereza, Benedicto, Valera and
Valdeviezo were the original families to settle in the barangay.

Original street names include Lupan-on (now Corner Yunque-Danao), Burgos,


Bulangan (now Mabini Street), J.M. Basa and Ogatis Streets and Ampong. The Ampong was
the area considered as the center of local business where various stores sold all kinds of
items. Until now, people still fondly called the area as Ampong.

The electricity was sourced from the “Planta” – a motor generator which supplies
electricity to the households. It was owned by Vicente Jimenez and is located at Lupan-on.
Later on, the said Planta was caught on fire and burned caused by a troubled motor. It was
then that the Negros Occidental Electric Cooperative (NOCECO) took over.

In 1966, the Officials agreed that one urgent need for the growing city was that of an
institution of higher learning that could offer quality but affordable education to the youth in
the city and adjoining communities. Through Municipal Ordinance Ordinance 193, La
Carlota City College was established, chartering it in R.A. No. 4585 also known as the
Charter of the City of La Carlota. Likewise, elementary education was made available with
the establishment of the La Carlota South II Elementary School.

Over the years, one can tell of the economic and political growth of the barangay.
Agricultural lands were converted into Subdivisions. Presently, the Barangay III-Poblacion
has now three major Subdivisions namely Uriarte, Villa Caridad and Cristina Homes.
Infrastructure projects rose with the establishment of Covered Courts in Uriarte and Villa
Caridad Subd., Rehabilitation of Multi-Purpose Building and Establishment of various
Centers through the efforts of the present Sangguniang Barangay Members led by Punong
Barangay Annabelle Q. Bermudo.

The barangay annually celebrates the Feast of the Miraculous Medal every last
Sunday of November. At the term of Punong Barangay Bermudo, the celebration is
simultaneously celebrated alongside the Barangay Day Celebration in November of every
year. Furthermore, she organized the Puroks in the barangay during her term of office. The
Purok is composed of Purok Paglaum, Progreso, Malinong, Mabinuligon, Malipayon, Villa
Caridad A (Phase I and II), Villa Caridad B (Phase III) and Villa Caridad C (Housing),
Burmada, Mahogany and Happy Valley. As paramount priority, the Purok Federation was
established in Barangay III-Poblacion. Mr. Dimas de la Cruz was elected as the President.
Oath-taking of Purok Officers and Federation took place on November 20, 2014
administered by Punong Barangay Bermudo.

With a high regard to the positive ageing society, she recommended the unification
of the two groups of Senior Citizens of the Barangay under the leadership of Sol
Resureccion Amar (Brgy. III-B) and Romeo Rentoy (Brgy. III-A). The said unification did
not prosper, thus, the creation of the new group of Senior Citizens (Brgy. III). The election
for the new set of Senior Citizen’s Officers was conducted on March 12, 2016 with Noemi
Pendon as the President-elect.

On the other hand, several educational institutions are readily available in the
barangay such as the Mama’s Love Kindergarten School, Maranatha Christian Academy,
Child Development Center and La Carlota Adventist Elementary School. Various churches
are also present namely, Evangelical Church, The Living God Baptist Church, Maranatha,
Community Bible Church, Jehovah’s Witness and Seventh-Day Adventist Church.

Profile of
Barangay III-Poblacion

Physical Characteristics
Geographic Location

Barangay III-Poblacion is one of the 14 barangays of the City of La Carlota, Province of


Negros Occidental. It is located in the Southern part of the City. Barangay III-Poblacion is
bounded by Barangay I-Poblacion on the North, Barangay Cubay on the east, Barangay Batuan
on the South and Municipality of San Enrique on the West.

Topography

Barangay III-Poblacion’s land classification is lowland which is an urban area with a total
land area of 90.22 hectares.

Based on the Community-Based Monitoring System Survey in 2017, the Barangay III-Poblacion,
La Carlota City has a total population of 5, 936 with 1, 557 Household. It consists of Eleven (11)
Puroks.

Climate and Weather

The barangay experiences a Type I climate classification for there is a distinct dry and a wet
season; wet from June to November and dry, the rest of the year.

Educational Health and Service Facilities


Barangay III-Poblacion has two (2) public elementary school which caters the primary
and intermediate pupils and one public secondary school, all are under the supervision of
Department of Education (DepEd) schools district. Higher education for the La Carloteños is
also available with the presence of tertiary educational institution specifically the La Carlota City
College. The barangay also has its own Day Care Center which is supervised by a skilled Child
Development Worker.

The barangay has a health center manned by equipped Midwife, seven (7) Barangay
Health Workers and 1 Barangay Nutrition Scholar assigned to take charge in the implementation
and monitoring of various health programs and services such as maternal and health care which
includes family planning, nutrition, and immunization of children below five (5) years old.
Barangay III-Poblacion has provided adequate health services and facilities to cater the needs of
its constituents.

Mode of Public Transportation


Located in the Poblacion area, the major public transportation in the barangay is tricycle.
Other transportation include private cars, trisikads and other vehicles. Buses that transport people
from the City of La Carlota to Bacolod City and other part of the Municipalities and Cities in the
Province are also available such as Ceres Bus Liner and LCC Lines.

Credit Institutions
Several credit institutions in the barangay offer loans to the residents needing their
services such as the Harnoorgill Lending Corp., Sanda Lending, HRB Credit Inc., CCT Credit
Cooperative, ASA Philippines Foundation Inc., Rafi Microfinance, PAG-ASA Philippines
Finance Corporation, Commercial Credit Corporation of Negros, RDG Lending Corporation,
VivienGlaze Lending Services, Inc., Money Global Lending Corp., Katuwang Resource Center,
Inc., ARDCI Microfinance Incorporated and Genesis Credit Microlending Corp.

Water & Electric Supply


Most of the residents depend their water connection from the La Carlota City Water
District as a source of potable water. As for electric supply, most of the households depend on
the Negros Occidental Electric Cooperative (NOCECO).

Waste Management
For the protection of the environment, there is an organized Barangay Solid Waste
Management Council (BSWMC) that oversees the implementation of solid waste management
program. Barangay III-Poblacion has a functional Material Recovery Facility (MRF) located at
within the Barangay compound. Garbage collection is set every Monday and Thursday which are
segregated accordingly.

Peace and Order


Generally, Barangay III-Poblacion is a peaceful community. The Barangay Tanods
conduct regular foot patrol in various areas of the barangay.

Implementation of CBMS in
Barangay III-Poblacion
The Community-Based Monitoring System (CBMS) team of DILG Negros Occidental
oriented the La Carlota City Officials on the benefits of the program to the local government unit
as well as to the planners and the community. The expected output of the implementation of
CBMS is a comprehensive database as reference for development planning.

The CBMS was implemented in the City of La Carlota, Negros Occcidental through a
letter of intent sent by the Local Chief Executive to the AKI-CBMS Network Coordinating Team
thru the Department of the Interior and Local Government. The Sangguniang Panlungsod
authorized the Local Chief Executive to enter into a MOA with AKI-CBMS, the MOA was
signed between the LGU represented by Mayor Luis J. Jalandoni, III, DILG Regional Director
Atty. Anthony C. Nuyda, CESO III, CBMS Network Leader Dr. Celia M. Reyes and DILG-
BLGD Director Anna Liza F. Bonagua, CSEE on June 8, 2017.

The project is under the supervision of Arch. Lee M. Debulgado, City Planning and
Development Coordinator in coordination with Local Functionaries and Barangay Officials. A
Technical Working Group was created by virtue of an Executive Order No. 41 series of 2016 as
an oversight committee. An orientation was conducted for the TWG followed by the hired
enumerators and field editors.

The Mobile-based CBMS Data Collection - Module 1 was conducted on September 25-
29, 2017. It was attended by the CBMS TWG, field editors, coordinators and enumerators. The
survey started on October 2017 and was completed on January 2018. The Field Editors reviewed
the accomplished questionnaires and was submitted to the IT Office. The Module 2 Data
Consolidation, Poverty Mapping and Building of the CBMS Database was conducted a year after
on September 3-7, 2018. Barangay Validation followed through using the result of the data
collection. Although there were lapses, the barangay officials and stakeholders appreciated the
results of the program. They became aware of the pressing problems and needs; moreover, the
situation of the barangay was revealed. Development programs are now geared to address the
needs and problems of the community. Participatory planning was strategized for the
development and improvement of the community as an offshoot of the workshops.

Executive Summary
Barangay III-Poblacion, La Carlota City has no incidence of women deaths due to
pregnancy-related causes and children under 5 years old who died. Only 3 children are
considered malnourished in the barangay. On the other hand, cause of death in the barangay
includes diseases of vascular system, malignant neoplasms, road/vehicular accidents and
chronic lower respiratory diseases.

With regard to the poverty incidence in the barangay, out of the 1, 557 households,
310 (19.9%) households are with income below poverty threshold. Purok 6 has the highest
number of households with income below poverty threshold with 53 households. Likewise,
12.5% or 194 Households have income below food threshold. There are a total of 120
households or 9.5 % which has Unemployed Members of the Labor Force. Reasons of
umemployment includes household family duties and that they are too young/old or retired
and due to permanent disability.

Barangay III-Poblacion is generally peaceful since only 4 were reported as victim of


crimes. In terms of education, there are 102 children or 18.6% ages 6-12 years old who are
not attending elementary while there are 101 students or 51.5% ages 16-17 years who are not
attending Senior High School. Moreover, 18 households in the barangay have members 6-15
years old who are not attending school.

On water and sanitation, only 1 household has no access to sanitary toilet facility.
Most of the households (99.55%) own use faucet community water system relying entirely to
the water supply of the La Carlota City Water District. Two (2) households located at Purok
3 and 4 are recorded having no access to safe drinking water.

There is a presence of Informal Settlers in the barangay with a total of 19 households


(1.2%); 9 from Purok 11, 3 from Purok 3 and 1 from Purok 2, 6, 8 and 10 respectively. As to
the tenure status in the barangay, 71.29% or 1110 households own and possess house and
lot and 11.95% or 186 household own house rent-free lot with consent of owner. Likewise,
there are 62 households (4%) living in makeshift housing.

Table 7 shows the population distribution by age of Barangay III-Poblacion, La Carlota City.
There are a total of 64 children under 1 year old, 419 children under 5 years old, 530 children aged
0-5 years old, 111 children aged 5 years old, 606 children aged 6-11 years old, 703 children aged 6-
12 years old, 390 Members belonging to 12-15 years old, 394 Members aged 13-16 years old, 209

The data shows that there is no children under 5 years old who died in the barangay.

The table shows the number of women who died due to pregnancy related causes. The
data shows that there is no occurrence of death among women that are pregnancy related.
Various programs for pregnant mothers such as prenatal care are regularly conducted in the
barangay to ensure the safety of both mother and child in the womb.

Based on the data, 2 of the 1, 557 total households in the barangay have no access to
safe water; one household in Purok 3 and 4 respectively. Generally, households of Brgy.
III-Poblacion, La Carlota City, have access to potable or safe drinking water.

Table 12 shows that One (1) household from Purok 4 was reported to have no
access to sanitary toilet facility which uses an open pit.

Most of the households (99.55%) own use faucet community water system
relying entirely to the water supply of the La Carlota City Water District. Two (2)
households located at Purok 3 and 4 are recorded having no access to safe drinking
water.

The table shows that most of the children 6-15 years old in the barangay are attending
elementary. Only 20 are not attending elementary education. Number of boys (13) is higher than
the girls (7) in terms of non-attendance in elementary education. Purok 7 has the highest number
of children aged 6-15 years old not attending school.

The illiteracy rate of Barangay III-Poblacion is low with only 1.29% or 65 persons out of 5,
026. More males are illiterate than females. Purok 6 has the highest number of illiterate
individuals in the Barangay. All residents of Purok 12 and 99 are literates.

Peace & Order

In 2017, there are five (5) victims of crime recorded in the barangay. Based on the given
data, all victims are Females. Moreover, the peace and order situation in the barangay is generally
peaceful and orderly.

Map 4 shows the location of the households in Brgy. III-Poblacion, La Carlota City, with
employed and unemployed members. A total of 141 Members are unemployed.

Unemployed members of the labor force. Labor force members includes all members 15 years old and above who are currently working
or actively seeking for work.

There are 141 out of 2, 176 who are unemployed members of the labor force in the
barangay. There are 79 Unemployed Male Members while 62 for the Females
Unemployed members of the labor force. Purok 8 and 4 got the highest number of
unemployed members with a total of 22 and 20 members respectively. Purok 9, 12 and 99
has no number of unemployed members of the labor force.

Map 5 shows that out of the 1, 557 total households of the barangay, 310 (19.91%)
households have income below poverty threshold.

Based on the data, there are 310 households or 19.91% out of 1, 557 have income
below poverty threshold. Purok 6 has the highest number of households with income
below the poverty threshold while Purok 12 and 99 has the least number with 4 and 3
households respectively.

A total of 194 out of 1557 households in the barangay have income below the food
threshold as seen in the table above. Purok 5 and 6 have the highest number of
households with income below food threshold with 34 and 31 households respectively
while only 1 household from Purok 12 and 99 have income below the food threshold.

The data shows that 3 households or 0.18% out of 1, 635 have experienced food
shortage. Two (2) households out of 1, 604 of Purok 99 experienced food shortage.
Overall, extreme scarcity of food is not really a problem in the barangay given the less
number of household experiencing food shortages.

Migration

Data shows that there are twenty (20) persons who migrated in the last five years; 11 are
males and 9 are females. Purok 11 has the highest number of persons migrated with a total of 7
individuals.

Registered Voters

Data shows that the total number of Members in the barangay aged 17 years old and
above is 4, 420 of which 2, 052 are males while 2, 368 are females. The total registered voters is 4,
216 or 95.38%; 1, 977 (96.35%) are composed of males and 2, 239 (94.55%) are females. Purok 5
has the highest number of Registered Voters in the barangay with a total of 737 Voters followed
by Purok 4 with 637 Voters. The least number of Voters are from Purok 12 and 99 with only 5
and 8 Voters respectively.

Persons with Disabilities (PWDs)

A total of 49 individuals or 0.81% are Persons with Disabilities (PWD’s); 27 or


0.93% are males and 22 or 0.69% are females. Purok 1 has the most numbers with PWD’s
with 12 Members. Purok 12 and 99 has zero (0) number of Members with PWD’s.

Economic Development Sector

 Goal – Increase the rate of employment in Barangay III-Poblacion.

Objective – Within three years there will be an increase in the labor


force. Conduct of Jobs Fair (City/Barangay) initiated will
greatly reduce the unemployed members.
-Flourishing of community-based entrepreneurial activities
(food production activities through livelihood programs
and trainings)
-Coordination with TESDA for available programs and
trainings
-Encourage business investments in the barangay to create
