1.0 Purpose :
The content of this method statement is to provide guidelines of safe execution
of cable installation & testing work of Any road Expressway Package-1 project.
2.0 Scope:
The work shall consists of Low Voltage,11KV & 33KV power Overhead /
underground cables identification, safe excavation for underground cable,
water proof painting and backfilling in layers as per the approved drawing
and contract specifications or as directed by the Engineer.
The work consists:-
To provide new cables/conductors
To connect new cables/conductors to the existing ones.
To remove some of the existing overhead conductors, underground
cables & pylons after commissioning new ones
Civil foundations for Pylon & Electrical posts which are to be
relocated
To provide new Pylons & Electrical posts.
To provide HV ducts protection for the cables crossing new roads.
To provide split ducts with a spare duct and concrete casing the
existing cables crossing new roads.
3.0 Reference:
The following document shall be referred :
Standard specifications for road and bridge construction 2010, section18
Contract Drawings.
Approved Shop drawings.
Special Specification (Tender Documents) Volume- 2 of 4. Section-18.
4.0 Responsibilities:
4.1 Project Manager/Construction Manager(Utility):
To ensure overall works implementation in order.
Directing/supervising the site Engineer & Supervisor
To Ensure the work shall be in a accordance with the specification,

To coordinate between the site staff and labor contractor for
execution of the work as per schedule.
To ensure maximum utilization of resource & fulfill the QHSE
requirement.
To monitor daily production & maintain daily site records.
Report to Project Manager.
4.2 Site Engineer
Prepare the Method Statement and related submission, coordination and
supervise during installation at site.
4.3
Engineer /Supervisor(Utility):
To work directing at site and ensure that the work to be carried In
compliance with approved drawing and contract specification.
To execute the work as per the planned schedule.
To report the construction manager.
4.4 Material Engineer :
To ensure the material used are meeting the specification
requirements.
Follow up and ensuring the material approvals
To inform CM/ Site Engineer about the quality control at site.
4.5 QC Inspector:
To ensure all the inspection is carried out at site as per Project
Quality Plan and other QC document.
To ensure all Measuring & monitoring equipment’s are calibrated.
4.6 HSE Supervisor:
To implement the HSE management at site.
To analyze the work hazard and preventive measures, ensure that
the site Engineer and supervisor Implement.
To ensure all people use PPE at site.
To ensure good housekeeping.
To ensure adequate lighting if night work is planned.
4.7 To support the site Engineer for hidden occupational hazards.
Design Engineer:
To prepare of drawings with co-ordinates based on the survey data
Submit Drawings to the consultant for approval/comments if any.
Receive approved drawings from the consultant.
Submit the consultant approved drawings to the Client and all other
authorities for final approval.
4.8 Surveyor:
To take the co-ordinate of existing utilities & give it to Design
engineer.
Mark the existing utility location before starting the work
Verify the works were done as per the coordinates after Installation.

General Worker:

Methodology& Construction sequence:
Obtain Permit to Work:
Prior to commencement of work the required No objection
certificate, necessary permits and Permit to work Holder (PTW)
certificates shall be forwarded to relevant utility agencies and
authorities for approval.
9.2 After approval by relevant agencies, the approved permit holder
personnel shall be deputed to work, who shall be responsible for
the safe execution of the work.
Trial pit excavation shall be done before shop drawing
preparation.

Shop drawing shall be prepared and approval and No Objection
Certificate (NOC) shall be obtained from the Engineer and
relevant agencies and authorities prior to the construction at site.
Renewal of Permits shall be done when required.
Route Survey:
Conduct route survey along the proposed cable route and ensure
that the route is clear of obstructions and is feasible for construction. Any
deviation shall be shown in the shop drawings.
Site Location Marking:
The layout survey shall be conducted before and after the
excavation, if required, at site.
The Line Services , power line cables or any other underground /
over ground services are to be identified by the field survey before
commencing of any excavation. Excavation of these identified
services shall be confined to manual excavation techniques.
Verification of Coordinated Drawing:
Prepare coordinated drawing and verify for any conflict with other
9.3 existing/proposed services. This will confirm the proposed route for
construction.
9.3.1
Trench Excavation:
Manual Excavation
The location of each excavation shall be verified by any of the
existing route marker peg or by means of hand dig trial pit at every
10 meters.
The top soil shall be removed before trench excavation
commences for a depth of 300 mm over the whole of each working
9.3.2 area and shall be stock piled.
Manual excavation is to be done within 500mm surrounding the
existing power cables.
Mechanical Excavation:
Mechanical excavation shall not commence until trial pits are
manually excavated at every 10 meters and working areas are
marked so that the excavation limits are clearly visible to the
excavator operator.
Mechanical excavation shall be carried out parallel to the power
cables axis and shall maintain a minimum lateral separation of
500mm between the bucket/ shovel and the power cable line.
Under any circumstances, Mechanical excavation shall not be
carried out in a transverse direction to the power cable line.
Banks man shall be made available at the work site, who can
properly direct the excavator during mechanical excavation.

Special attention shall be paid at all the times during the
excavation to ascertain that the trench wall shall not collapse and
if necessary, shoring and strutting shall be provided.
After completion of trench excavation approval required from
concern agency.
9.3.3
Backfilling shall be done as per specification requirement after
completion of concrete work.
Concreting of proposed ducts:
Form work shall be prepared to cast– in –place ducts as per the
length given in the approved shop drawings.
Polythene Sheet shall be spread on the bed before the erection of
Form work.
The required grade of concrete i.e. 30/20 grade shall be poured
for concreting of the ducts. After 24 hours of concreting, de
shuttering shall be done.
Immediately after the deshuttering, hessian cloth shall be wrapped
over the concrete surface of duct and water shall be poured over
the surface for minimum of 7 days to obtain the required strength
of concrete.
After the curing, top surface shall be painted with the water
proofing bituminous paint.( 2 Coat)
For existing underground cables protection works, after the
required excavation depth is achieved excavated area under the
cable shall be cleared carefully and leveled to maintain space as

per the approved drawing and split duct protection works shall be
provided as per approved drawings and specifications.
Handling of Cables
When cables are reeled out of cable drums during laying, the drums
shall be properly supported on jacks in such a way that the cable
leaves the drum from the top portion of the drum to ensure that the
cable is not dragged along the floor.
Cables of outside diameter of 38 mm and above shall be laid using
cable rollers. The rollers shall be located at regular intervals and at
9.3.5 bends to prevent dragging of cables along the ground.
When cable drums are shifted by rolling, the rolling direction shall
be as indicated on the drums.
Laying of Cables
Cable trays / supports shall be checked for proper installation /
mounting as specified in the approved drawing(s). The result of
applicable checks shall be recorded in the applicable check sheet
in the Quality Control Plan.

When cables are laid in trenches as per the approved drawings,
checks shall be carried out before backfilling.
When single core cables are laid for 3 phase circuits, it shall be
ensured that the cables are laid in trefoil formation. Cables running
above ground shall be provided with adequate clamps / cable ties
as indicated in the approved drawings.
When single core cables are clamped it shall be ensured that the
clamp / ties are of non-magnetic material.
While laying cables, if bends are encountered a minimum bending
radii of 8 times the outside diameter of the cable shall be
maintained.
Cables shall be numbered / identified at both ends and at regular
intervals as per approved drawing / specification.
Cable entries to building / built-up trenches shall be sealed to avoid
entry of rodents, dust and other foreign matters.
Approved warning tiles and warning tapes shall be used during
backfilling operations in appropriate layers as per approved
drawings.
After completion of cable laying approval required from concern
9.3.6 agency.
Route marking tape shall be provide after finish the backfilling work.
Cable Termination:
Prior to termination of the cable, continuity, insulation resistance
and HV tests as applicable, shall be carried out. The results of the
tests shall be recorded in the applicable check sheets in Quality
Control Plan.
Prior to end termination, cable glands shall be provided on the
cables at the entry points of equipment / switch gear being
connected as specified. The glands provided shall be of the correct
size and type as specified.
Prior to termination of the cable, the equipment terminals where the
cable is terminated shall be checked for freedom from damages and
coatings which will act as insulators.
Experienced personnel shall be used for carrying out termination of
LV cables. All HV cable terminations shall be carried out by
qualified cable Jointers. Records of training for HV cable Jointers
shall be maintained.
The cable end termination shall normally be of the crimped type.
Proper dies and tools shall be used for crimping. Where other types
of terminations are employed, recommendation of manufacturer /
specification shall be adhered to.
It shall be ensured that the armour of the cable is rigidly clamped
inside the gland and that the electrical continuity is established

between the armour of the cable and the earthing system through
the gland body.
9.3.7 For single core cables, gland plates shall be of non-magnetic
material and the armour shall be earthed only at one end of the
cable.
TESTING:
Meggering of both LV & HV cable to be carried out in presence of
relevant agencies /client /Consultant.
For LV cables, test(s) shall be carried out and the results shall be
recorded in the applicable check sheets.
For HV cables, tests required as per specifications and HV test shall
10 be carried out. Details of the HV test shall be recorded in the
applicable check sheets.
Prior to and after the HV test, all the safety precautions to be taken.
Shutdown and Connections:
Prior Shutdown
The concerned authorities who are involved in the shutdown need
to be informed for final inspection prior to shutdown.
Testing of cables and earth value of the location has to be noted
and submitted in the prescribed format.
Submission of test report to concerned authorities.
Marking of existing UG cables by using cable detector & trial pits.
The QC inspector will ensure the material used are approved and
inspected with client’s representative prior to the start of work.
Preparation of Shut down schedule after obtaining the shutdown
date.
Ensure that proper barricading is provided to prohibit alien entry to
shutdown location.
Ensure that proper permits are available from concerned authorities
for shutdown.
During Shutdown
Work has to be carried out only in the presence of authorized
personnel.
HSE induction should be given to all involved in the activities.
Line test/Punching of the cables need to be carried out during the
shutdown.
Temporary earths to be provided at both sides.
Connections of proposed cable to OHL line/Existing cable.
Hold point should be identified and wherever witness from
authorities is required should be informed.

Post Shutdown/Connections
Ensure that if any temporary earths are provided to be removed with
the help of concerned authorities.
The lineman through safety belt and climbing pedal will go to the top
of the pole and clamp the channel ABS and LAS.
Sand bedding/ Back fill the excavated cable trench and with cable
tiles and caution tapes.
Quality Control:
Electrical works inspection, materials and testing shall be carried out
as per the Standard and special specifications under section 18.0 and also
11 per Engineer’s and relevant agencies requirement.
