1. SCOPE AND CLASSIFICATION

1.1 =. This specification covers standard quality cold finished


carbon ateel bars for general fabrication purpoaee (ace 6.1).

1.2 Classification.

1 1.2.1 Descriptive requirement.

1.2.1.1 Cheiiical composition. Standard quality bars are furnished to


p chemical composition in accordance with the steel r.!radenumbers and comnosi

tion of Fed. Std. No. 66 or to minimums , ❑aximums, and ranges in accordance
with Fed. Std. No. 66 (see 6.3).

1.2.1.2 Chemical composition and mechanical properties. Standard quality


bars are furnished to chemical composition and to mechanical property reqyire-
mente. Mechanical properties tire specified to minimum or maximum properties
rather than ranges. The mechanical properties should be compatible with the
chemical composition. Hardneas is specified to minimum, maximum, or to
ranges in accordance with the thermal treatment received (see 3,4.1).

1.2.3 Condition. Standard quality bars are furnished in the cold finished
condition, either as cold drawn (CD) or cold finished (CF) or in the follow-
ing additional thermal or mechanical treatments:

3. REQUIREMENTS
I
3.1 Chemical composition.

.~
3,1.1 Nhen standard quality bars are ordered to chemical composition only,
the bars may be ordered to identification grade numbers (ace 6.3) or applica-
ble ranges or maximum or minimum limits (see 6.3). A ladle analysis of each
heat of steel shall be furnished by the supplier.

3.1.2 Nhen standard quality bars are ordered to chemical composition and

mechanical properties, chemical composition shall be specified as in,3.1.1
and the supplier shall furnish a ladle analysis of each heat.

3.1.3 Check analysis. The chemical composition, as determined by check


analysis, shall meet the requirements for the specified composition provided
that in a heat of steel the individual tolerances do not vary both above and
below the ranges shown for check analyais tolerances in Fed. Std. No. 66.

3.2 Mechanical properties. When standard quality bars are apecif ied to
chemical composition and mechanical properties, the mechanical properties of
the test specimens representing the ateel shall meet the requirements aa
shown on the drawing or in the contract or order.

3.3 Austenite grain size. k!hen specified in the contract or order, stand-
ard quality bara may be specified to coarae (l-5, inclusive) or fine (5-8,
inclusive) grain size. Unless otherwise specified, at least 70 percent of
tha graina shall comply with the ordered size.

3.4 Condition. Unless otherwise specified in the contract or order, stand-


ard quality bars shall be furnished in the cold finished condition (CF) either
as cold rolled (CR) or (CD) cold drawn (ace 1.2).

3.4.1 Additional thermal treatments. When specified in the contract or


order, standard quality bars may be specified to the following thermal treat-
ments to meet requirements for hardnesa or mechanical properties (ace 3.2 and
6.2).

(a) Annealed. Bara may be specified to a maximum hardneaa after


the anneal ing treatment. Maximum hardnesa la dependent on end use and shall
be aa specifiad on the drawinga or in the contract or order, or as agreed
between the supplier and procuring activity.

(b) Normalized. Bara may ba specified to a maximum hardneaa after


the normalizing treatment. Maximum hardneas shall be aa specified on the
drawing or in the contract or order, or aa agreed between the supplier and
procuring activity.

(c) Quenched and tempered. Bars may be: specified to a hardneas


range or to mechanical propertied. The hardness range shall be as specified
on the drawing or in the contract or order, or as agreed between the supplier
and procuring agency. Mechanical properties for the test specimen represent.

(d) Strese relieved. Bars may be specified to a maximum or minimum


hardness. The maximum or minimum hardneas ehall be aa specified on the draw-
ing or in the contract or order , or as agreed between the supplier @nd procur-
ing activity.

3.5 Finish. Bars shall be furnished aa cold finished with a surface coat-
ing of oil or other rust inhibiting material.

3.6 Dimensions. Dimenaiona shall be as specified in the contract or order;


or on the applicable drawing (ace 1/2.5 and 6.2). Dimensional tolerancee
from specified size shell be in accordance with Fed. Std. No. 48 as shown in
table I.

3.7 Identification marking. Bara ehall be marked for identification ae


specified In the contract or order. For De fanae Supply Agency procurement,

(a) All bars 1/2 inch or more in width of flat or diameter shall be
marked at intervals not greater than 3 feet throughout length of bar with
specif f.cation number, grade, heat number , and contractor!s name or trade-
mark. The surface to be marked shall be clean, dry, and entirely free of
oil, grease, and other substances that may adversely af feet the adhesive
quality Of the marking inks. After marking, sufficient drying time shall
be allowed to prevent smearing, The marking shall not rub off or be
smeared by contact incident to normal handing during shipment or storage.

(b) Bars smaller than 1/2 inch in width of flat or “diamater!ahall be


bundled and tagged with the specification number, grade, heat number, -and”
contractor!s name or trademark at each end with an extra tag included in the
bundle.

3.8 Workmanship.’ Bars shall be clean and free from pipe, segregation,
surface defects, and other defects which may affect detrimentally the suits-
bility of the bars for their intended use.

4. QUALITY ASSUIUU?CE PROVISIONS

4.1 Responsibi Lity for inspection. Unlese otherwise specified in the con-
tract or purchase order, the supplier ie responsible for the performance of
all inspection requirements ae specified herein. Except as otherwise speci-
fied in the contract or order, the supplier may utilize hie own or any other
facilities suitable for the performance of the inspection requirement speci-
fied herein unleee disapproved by the Government. The Government reeemea
the right to perform any of the inepectiona eet. forth in the specification
where such inspectio~ el.ede-d ~eceSS~ to a~a~e tit auppliea and Ser-
vices conform to prescribed requirements.

4.2 ~. Unleee otherwise specif~ed in the contract or order, a lot ehall


consist of all bare submitted for inspection at the came time of the came
heat (of the same batch for thermally treated bars which are batch treated) ,

4.3 Sampling.

4.3.1 For chemical analysie. At least one samjle shall be taken from each
lot for check analysie.

4.3.2 For mechanical propertied. At leaet two eemples for tension testing
shall be taken from each lot, except that when the finished material from a
lot is leas than 30 tona one test sample ehall be taken.

4.3.3 For hardnese teets. At leaat two aemplee for hardness teste shall
be taken from each lot.

.4.3.4 Austenite grain size. At least one sample from each lot shall be
taken for checking austenite grain size. ,,

4.4 Examination.

4.4.1 Visual. Unless otherwise specified in the contract or order, all


bars in each lot shall be examined for compliance with the requirements for
finish (see 3.5), identification marking (see 3.7), and workmanship (see 3,8)1

4.4.2 Dimensions. Unless ntherwise specified in the contract or order,


all bars in each lot shall be measured to determine compliance with the
dimensional requirements (see 3.6).

4.4.3 Preparation for delivery. Prior to shipment, examination shall be


made to determine compliance vith the requirements of section 5.

4.5 Test.

4.5.1 Chem~cal composition. Samples for check analysis shall be prepared


and tested in accordance with methnd 111 or method 112 of Fed. Test MethOd
Std. No. 151. In case of dispute, analysis by method 111 shall be the basis
for acceptance or rejection.

4.5.2 Tension tests. Specimens for tensile testing shall be prepared and
tested in accordance with ASTM E 8.

4.5.3 Hardnels tests. Specimens for hardness testing shall be prepared


and tested in accordance with ASTM E 10 or E 18, as applicable.

4.5.4 Austenite grain size. Specimens for austenite grain size tisting
shall be prepared and tested in accordance with ASTM E 112.

4.6 Marking adhesion. A clean, dry brush (confomning to H-B-621, type L)


shall be applied (10 strokee) across the markinge, ueing sufficient pressure
to bend the bristles 15 to 20 desrees in order to determine proper adherence
of marking inks required in 3.7.

4.7 Rejection and retest. Unless otherwise specified in the contract or


order, rejection and retest shall be conducted in accordance with the general
section of Fed. Test Method Std. No. 151.

5. PREPARATION FOR DELIVERY

5.1 Preservation and packaging. Preservation and packaging shall be level

5.1.1 Jevel A. Preservation and packaging shall be in accordance with the


applicable requirements of MIL- STD- 163.

5.1.2 Level C. Unless otherwise specified, cleaning, drying, preservation,

5.2 Packing. Bars shall be packed for shipment in accordance with levels

5.2.1 Level A. Bars shall be packed in accordance with the applicable


requirements of MIL-STD- 163..

5.2.2 —.
Level C Packing shall be in accordance with commercial prac”tice
adequate to ensure acceptance and delivery by the carrier for the mode of
transportation employed. Container: shall comply with the requirements of
I the Uniform Freight Classification or National Motor Freight Classification,
as applicable to the mods of transportation.

5.3 Markin&.

5.3.1 Civil agencies. In addition to any special marking specified in the


contract or order, marking for shipment shall be in accordance with Fed. Std.
No. 123.

5.3.2 Military activities. In addition to any special marking specified


in the contract or order, marking for shipment shall be in accordance with
MIL-STD-129.

6. NOTES

6.1 Intended use. Standard quality cdld finished carbon steel bars are
u+oduced from sDecial quality hot rolled bars for the purpose of improving
surface finiah, dimensional accuracy’ and machinability. They are used in
applications invOlving fOrging, heat treating, machining, etc. For cold
drawn or cold rolled cold finished bara, the teneile and yield strength are
increased and the machinability is improved. Standard quality bars may be
specified with restrictive requirements, special processing requirements, or
for identified applications. ~en critical methods of fabrication, machiriing,
heat treating , and end use requirements are required, standard quality steel
plus one or mere of these requirements, if technically compatible may result
in an overall savinga in the production of parts or iteme from the steel bars.

6.3.2 Minimum and maximum 1imits and ranges. Although standard quality
bars -e “e”ally ordered to grade deeignationa, the COmPOsitlOns -Y be Pr?-
pered using the ladle rangee and limits shown in table II. For steel manu-
factured by any process, the elements comprising the deeired chemical compo-
sitions are specified in one of three ways:

6.5 Relationship to commercial standards. Standard quality cold finished


carbon steel bars specified” to chemistry only are similarly covered in ASTM
A 108.

6.6 Mechanical properties of turned, ground, and polished cold finished


bars, Cold finished bars produced by machining operations such as turning,
~shing, and grinding are essentially the same as the hot rolled bars from
which they are produced.

6.7 International standardization aF.reement. Cold- finished carbon steel


bar claeses 1010, 1012, 1015, 1018, 1020, 1025, and 1095 are the subject of
international etanderdization agreement (ABC-Navy- STD-41, “Interchangeabilityy/
Equivalency of Carbon and Al 10Y Steele in Bar Form for General Dockyard
Repairs”).
