EFFECTIVENESSS OF TESDA TRAINING MANAGEMENT INFORMATION
SYSTEM (T2MIS) TOWARDS TESDA ACCREDITED SCHOOLS AND
TRAINING CENTERS IN MAGUINDANAO

Rationale (GAP)
Storing a massive data and keeping track of it is a heavy task. Not to
mention the upcoming files that will need to be process store and retrieve in
the near future. This has been a common problem for every establishment with
operations and transactions that includes information management. The
traditional concept of managing files wherein personnel in charge will put the
files in a drawer or cabinet inside a room. As the time goes by, the storage
room must be expanded to accommodate all of the records and files.
Nowadays, as the technology is ever reliable and progressive. The society
finds it hard not to rely in computerized systems that acts as a multi-purpose
machine enable to do a large amount of task. In technical terms, computer is a
device, usually electronic, that processes data according to a set of
instructions. [THEF2000]. Thus, grabbing the opportunity of this kind of
technology will solve the common problems for a traditional information
management.
A Transaction Process System (TPS) is an information processing system
for business transactions involving the collection, modification and retrieval of
all transaction data. Characteristics of a TPS include performance, reliability
and consistency. TPS is also known as transaction processing or real-time
processing. [TECH2010a]
Significantly the study aims to solve the following problems:
1. Increasing data files that causes slow transaction with inquiries and
back tracking of old files.
2. Unable to scale all of the files, the security of information can be
compromise.
3. Lost data is a critical issue for a working establishment especially if
the original files and the backup are stored in one place.
4. Producing reports for a batch of co-related information from a
different category is time consuming.
5. How to minimize human error that may affect the operation negatively
in a range that is unknown and may be permanent.
The TESDA (Technical Education Skills and Development Authority) had
accredited schools and training centers that offer technical skills nationwide. In
Mindanao there are 25 (twenty five) accredited schools and training centers
operating and offering valuable skills.
Technical Education and Skills Development
Authority (PangasiwaansaEdukasyongTeknikal at PagpapaunladngKasanayan)
is one of the strong and helpful government agency in the Philippines, which
managing technical education and skills development it also provide to all
Filipinos a free education through actual trainings and online courses. Tesda
was August 25, 1994 established with a vision and mission to develop
technical skills of their students. [TSDA1994]
TESDA provides an online MIS (Management Information System) that is
available to accredited schools and institutions allowing them to enter the data
of students that is officially enrolled, with common query commands. Given
that said, the proponentconducts a study on how effective the system
particularly in the location of Maguindanao. Hopefully, the gathered
information shall be useful to future researchers and MIS users.
Objective of the study
This study generally aims for the evaluation of the current management
information system used by accredited TESDA schools and training centers in
Maguindanao.
Specifically, the study attempted to answer the following;
1. To further acknowledge the unaccountable concerns of accredited
schools and training centers.
2. To evaluate the system in terms of user friendly features.
3. To open more possibilities in improving the system.
4. To test data entries and ensure that there is no erroneous in assessment
and certification.
5. To accumulate a preceding data about T2MIS.
Review of Related Literature
Nowadays, conducting a research is very plausible especially if there is
available study connected or somehow relevant to a proponent’s research.
Given the fact that many colleges, universities and institutions require their
student to formulate a research paper pertaining to a certain topic that is
unique or slightly different to an existing study, it is undeniably for the good
cause and benefit of humanity through discovering new things and ideas.
According to Nasution, Tigor & Tanjung, K & Siregar, Ikhsan & Amalia,
Amalia. (2018). Online thesis guidance management information system; the
development of technology is very fast and plays an important role to support
human activities in order to time optimization. In the development of internet
technology in the world of education nowadays is still not maximized,
especially for the guidance process of student’s thesis to the lecturer. Thesis is
a term used in Indonesia to illustrate a scientific paper in the form of exposure
to the writings of undergraduate research that discusses a problem /
phenomenon in a certain field of science by using applicable rules. One of the
problems is the limitation of communication due to limited meeting schedules.
To overcome these problems, need to be designed a thesis guidance support
system, which can solve the problems faced in the process of thesis guidance.
The system will be built based on android and website. There was several
online management information system design research done previously in
various fields such as finance. Some researchers have developed Information
Management Systems in the health. For the education field itself there have
also been some research management information systems. In contrast to
previous research that had been done before, this application is expected to
make students and supervisors may do the thesis guidance and mentoring
easier, so as to minimize the final task duration that is caused by the bustle of
students and lecturers. This application is also equipped with a Website that
can be monitored by the Head of the Department, which final task guidance
who have problems or the execution time of the final task is too long for the
Head of the Department can evaluate the lecturer or student concerned.
As stated by Salaheddin. S. Mohamed Sayeh (2011), Web Based
PhD Thesis Management Information System for Tripoli Faculty of Computer
Technology in Libya. (WBPTMS); it is well known that the information thesis
systems are more relevant in educational organizations. In this context, causal
of the insurance of the rapid distribution and treatment of information between
users and their various platforms web-based systems are considered to be one
of the most commonly adopted systems in project paper management. Web-
based systems are referred to as living systems because they rapidly evolve in
their functionality, scope, content and use. They also change in their
requirements, contents and functionality during their life cycle-much more
than when the case of traditional information, software, and engineering
systems. Overall, web-based system development is a continuous activity
without specific releases as with conventional software. Thus, a web-based
system is like a garden-it continues to evolve and grow.
In relation to the study of Thijs Fransen (2006), “MIS: A Management
Information System or Struggle?” the current management information system
involves lots of human participation. Raw data is being extracted from the
operational systems and in MS Excel transformed into static hardcopy reports.
It takes a lot of time and effort to prepare complete management reports, which
results in delayed decision-making. All information is stored in MS Excel files
because there is no database in use. Historical data is therefore not instantly
accessible, even extremely time-consuming to retrieve and proper data-analysis
is difficult.
Therefore, the Management Information system can be in any
establishments in need of data organization with data retrieval functions.
Needless to say, innovation in data management had been very helpful to the
first hand users back in time and until now. Many considerations have already
been optimized up to this date, finding an answer for a time consuming queries
affecting the process.
Theoretical Framework
The Spiral Model
The spiral model, also known as the spiral lifecycle model, is a systems
development lifecycle (SDLC) model used in information technology (IT). This
model of development combines the features of the prototyping model and the
waterfall model. The spiral model is favoured for large, expensive, and
complicated projects. [TECH2006b]
Database Management System (DBMS)
DBMS is a database program. Technically speaking, it is a software
system that uses a standard method of cataloguing, retrieving, and running
queries on data. The DBMS manages incoming data, organizes it, and provides
ways for the data to be modified or extracted by users or other programs.

Data Flow Diagram (DFD)
The Data Flow Diagram (DFD) is a graphical representation of the flow of
data through an information system. It enables you to represent the processes
in your information system from the viewpoint of data. The DFD lets you
visualize how the system operates, what the system accomplishes and how it
will be implemented, when it is refined with further specification. Data flow
diagrams are used by systems analysts to design information-processing
systems but also as a way to model whole organizations. You build a DFD at
the very beginning of your business process modeling in order to model the
functions your system has to carry out and the interaction between those
functions together with focusing on data exchanges between processes. You
can associate data with conceptual, logical, and physical data models and
