“INSTITUTIONALIZING THE CONDUCT OF THE SEARCH FOR CARAGA’S


MOST GENDER-RESPONSIVE LOCAL GOVERNMENT UNITS (LGUS),
REGIONAL LINE AGENCIES (RLAS), AND GOVERNMENT
EMPLOYEES/INDIVIDUALS OR GROUPS; AND REQUESTING
THE REGIONAL DEVELOPMENT COUNCIL (RDC) CARAGA REGION TO
PROVIDES FUNDS FOR ITS OPERATIONALIZATION THEREOF
STARTING CY 2019 AND YEARS THERAFTER”

WHEREAS, the Regional Gender and Development Committee (RGADC) under the
Regional Development Council (RDC) CARAGA Region is institutionalizing an
incentives and award system to recognize member regional line agencies, local
government units, and government employees/individuals or groups that embody the
ideals and aspirations of the Gender and Development (GAD) Program, particularly
in upholding the rights of women and in effectively implementing gender-responsive
programs and projects;

WHEREAS, one of RGADC’s functions is to initiate, coordinate and monitor gender


mainstreaming initiatives at the sectoral, regional, and local levels. One effective way
of doing this is to assess the level of gender-responsiveness of the LGUs/RLAs as
an organization and in the delivery of basic services and facilities to its
constituents/clients. By this, LGUs/RLAs shall be systematically assisted in their
efforts and those who immensely contribute to the socio economic development of
the region, including individual and group efforts, will be recognized. Thus, along this
line, the RGADC agreed to conduct the Search for the Most Gender-Responsive
LGUs, RLAs, and Government Employees/Individuals or Groups for a 3-year rolling
period starting with the local government units;

WHEREAS, gender mainstreaming tools such as the 2016 Enhanced Gender


Responsive LGU Assessment Tool or GERL Assessment Tool, Gender
Mainstreaming Evaluation Framework (GMEF), and other appropriate tools shall be
used in determining the criteria for the conduct of the search consistent with
localizing the provisions of the Magna Carta of Women (MCW), and pursuant to
PCW-DILG-DBM-NEDA Joint Memorandum Circular (JMC) Nos. 2016-01 and 2012-
1;

WHEREAS, for year 2018, the Search for Caraga’s Most Gender-Responsive LGUs
was endorsed by the Joint RDC-RPOC Meeting held last December 14, 2017 per
Joint RDC-RPOC Resolution No. 15, s. 2017;

WHEREAS, RDC-RGADC CARAGA shall confer, with cash incentives, the seal or
plaque, to outstanding LGUs, RLAs, government employees/individuals or groups
that have proven exemplary record and achievements in mainstreaming gender and
development initiatives and localizing the MCW;

WHEREAS, PCW-NEDA JMC No. 2016-1 dated March 28, 2016 provides that funds
necessary for the organization, management and operation of the RGADC shall be
included in the GAD budget proposal of the RDC and the committee’s member
agencies/LGUs for fiscal year (FY) 2017 and every year thereafter. RGADC shall
prepare their annual work and financial plans to carry out their roles, functions and
responsibilities as stipulated under item 6.2 thereto and submit the same to the RDC.

WHEREAS, the Work and Financial for the Search for Caraga’s Most Gender-
Responsive LGUs is attached for reference. For budget preparation purposes, the
same shall be included in the 2019 Annual Work and Financial Plan of the RGADC
for consideration in the RDC’s GAD budgets for year 2019;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to


institutionalize the conduct the of the Search for CARAGA’s Most Gender-
Responsive LGUs, RLAs, and government employees/individuals or groups; and
requesting RDC Caraga Region to provides funds for its operationalization thereof
starting CY 2019 and years thereafter.

DONE during the 7th General Assembly meeting of the RGADC held on August 23,
2018 at Oasiz Hotel, Butuan City.
