SUMMARY

This Summary presents a concise outline of the Pre-feasibility


report for the proposed plan for setting-up of state-of-the-art
integrated iron and steel making facilities at their Anjar Works in
Gujarat by Welspun Steel limited.

1. Welspun Group is proposing to set up state-of-the-art


integrated iron and steel making facilities at their Anjar
Works in Gujarat. In addition, a 1.4 MTPA capacity rebar
mill is also proposed to be installed to manufacture rebars in
straight lengths, mainly for the infrastructure sector.

2. In wake of booming scenario of steel production in the


country and the scope for massive utilization, installation of
the new steel project has been conceived.

3. The proposed site for the steel plant would be sited in


Welspun City in Versamedi village near Anjar in Kutch
district of Gujarat. The site is located at Latitude: 23.113925
‘N and Longitude: 70.077448’ E. Welspun City is located
about 6 km from Anjar town and about 18 km from
Gandhidham.

4. The proposed production of liquid steel and subsequent


rolling will be accomplished via Sinter Plant(SP)-Coke Oven
by-product Recovery Plant (COBP)-Blast Furnace(BF)-Basic
Oxygen Furnace (BOF)-Caster route, followed by rolling in
existing ‘Plate & Coil Mill’ and new ‘Rebar Mill’. The
production facilities would be adequately supported by
necessary auxiliary facilities such as raw materials
unloading and storage, proportioning of raw materials,
electric power receiving and distribution stations, various

utility facilities, water treatment and distribution system,


etc.

5. The estimated make up water quantity for the proposed


project shall be around 1,990 cum/hr, sourced from Gujarat
Water Infrastructure limited (GWIL) and the existing Sewage
Treatment Plant (STP).

6. The total power requirement for the project is 262 MW,


which would be sourced from captive generation from
combustion of by-product gases and from the Grid.

7. The total land area is 572 acres, which will not only
accommodate the facilities, but efforts would be made to
develop 33% greenbelt as per regulatory requirements. This
would not only prevent the fugitive dust emissions but also
improve the peripheral appearance of the plant from
aesthetics point of view.

8. The brief profile of the project to be set up in Anjar, Gujrat is


given below:

9. The proposed production facilities would generate various


pollutants in form of air emission, wastewater discharge,
solid waste, etc, which would be managed by adopting state-
of-art technologies, installation of control devices and
treatment plants and by maximum recycling/reuse of the
wastes, wherever applicable. A captive cement plant will be
installed within the premises for recycling the BF slag as raw
material.

10. Welspun has been proactive in their approach towards


peripheral social development since inception. They have not
only developed schools and training centres, but also
provided medical help and have greatly supported in overall
development of the local people. It is expected that they
would continue to contribute towards the social
development.

11. It is envisaged that the project will be completed within a


period of 36 months from “Go-Ahead date”

12. The order-of- magnitude capital cost (Gross of CENVAT) of


the plant will be about Rs 14,700 Crore. This includes Plant
and equipment (as erected) including civil and structural
work, Land and enabling work, infrastructure facilities,
Design, engineering and administration during construction
and contingency costs.

13. The Project will provide steady source of slabs for the
existing plate and coil mill (Part of Welspun Group
Company), which at presents operates based on slabs
procured from the market, thereby protecting Welspun from
the market vagaries and other complications. In addition, the
proposed rebar mill will enable Welspun to have a balanced
product basket including long products, for which
substantial gap in availability is expected in the category of
rebars in domestic market in the coming years.

14. It is also expected that the proposed project with increased


investment would augment the existing social developmental
activities and further promote – i) Improvement in the socio-
economic status of the region by generation of direct and
indirect employment opportunities, and ii) Development of
ancillary small and medium industries, trade & commercial
establishments and local entrepreneurship

1 - INTRODUCTION OF THE PROJECT

Identification of the Project & Project Proponent


India is the 3 rd largest producer of crude steel globally with a
total Production of around 91 MTPA (Million Tons per Annum) in
the year 2014-15. Government is immensely encouraging and
promoting the installation of steel producing units and taking
steps for speedy implementation of the projects.

Welspun Group, a US$ 3 billion company, is one of India’s


fastest growing conglomerates, having diverse business including
steel pipes for oil and gas exploration and transmission under sea
and over land, plates and coils for pipe plants, boilers, defence,
wind towers, home textiles sector, infrastructure and energy.
Welspun Group’s major manufacturing facilities are located at
Anjar, Gujarat, while other units are diversified in different parts of
India with one plant each in USA and Saudi Arabia.

Welspun Steel Ltd. (WSL), established in 2004 under


Welspun Group, to manufactures ISI certified ribbed TMT rebars,
in Anjar. It has a coal-based sponge iron plant with 4 kilns, each of
100 TPD (Tons per Day) capacity, a 12 MW captive power plant
attached to waste heat recovery boilers.

Welspun Corp Ltd. (WCL), the flagship company of Welspun


Group, have a plate & coil mill of capacity 1.2 MTPA, based on
slabs procured by WCL from market. Such arrangement has
constraints like dependency on market condition and variable
quality of the procured slabs, often not matching the requirement.
In the absence of captive iron and steel making facility,
competitiveness of WCL is also affected.

As a part of business strategy, Welspun Group is proposing


to set up state-of-the-art integrated iron and steel making facilities
at their Anjar Works in Gujarat. In addition, a 1.4 MTPA capacity
rebar mill is also proposed to be installed to manufacture rebars in
straight lengths, mainly for the infrastructure sector.

Brief Description of the Nature of the Project


The brief profile of the project to be set up in Anjar, Gujarat
is given below:

The proposed production of liquid steel and subsequent


rolling will be accomplished via Blast Furnace(BF)-Basic Oxygen
Furnace (BOF)-Caster route, followed by rolling in existing ‘Plate &
Coil Mill’ and new ‘Rebar Mill’.

The project fall under category A, section 3 (a) of EIA


notification September 2006 and amendment thereof vide
notification no. S.O 3067 (E) dated 1 st December 2009.

Need for the Project


The Indian steel industry has entered into a new
development stage from 2007-08, riding high on the resurgent
economy and rising demand for steel. Rapid rise in production has
resulted in India becoming the 3 rd largest producer of crude steel
in 2015 and the country continues to be the largest producer of
sponge iron or DRI in the world.

As per the report of the Working Group on Steel for the


12 th Five Year Plan, there exist many factors which carry the
potential of raising the per capita steel consumption in the
country. These include among others, an estimated
infrastructure investment of nearly a trillion dollars, a projected
growth of manufacturing from current 8% to 11-12%, increase in
urban population to 600 million by 2,030 from the current level of
400 million, emergence of the rural market for steel currently
consuming around 10 kg per annum buoyed by projects like
Bharat Nirman, Pradhan Mantri Gram Sadak Yojana, Rajiv Gandhi
Awaas Yojana among others.

The Working Group on Steel for the 12 th Five Year Plan has
projected that domestic crude steel capacity in the county is likely
to be 140 MT by 2016-17 and has the potential to reach 149 MT if
all requirements are adequately met.

Keeping in mind of the production surge in the country and


the scope for massive utilization, installation of the new steel
project has been conceived.

Demand-Supply Gap, Imports vs. Indigenous production,


Export possibility & Domestic/Export Markets

Based on the review of the estimated domestic demand and


likely availability, the anticipated gaps in the supply of steel
products in 2020-21 in India are given in Table 1-1 on the next
page.

From the above table, it is observed that substantial gap in


availability is expected in the category of bars and rods. The
anticipated gap can be expected to increase with time, as the
domestic demand grows. This will call for creation of additional
domestic capacity to adequately bridge the expected gaps.

From the foregoing assessment, it will be seen that there is


good market potential for long products in the immediate future. It
is therefore proposed that the balance products, after catering to
the slab requirement of existing plate and coil mill, be long
products. This will provide Welspun to have a balanced product
basket including long product.

Accordingly, 1.4 MTPA capacity rebar mill for production of


rebars in straight lengths, is proposed. Provision will be kept in the
mill layout for installation of a wire rod mill in future.

2 - PROJECT DESCRIPTION

Type of Project Including Interlinked Project


The proposed project comprises of installation of an
integrated steel plant including a cement plant. There are no
interlinked or interdependent projects with the proposed project.

Location
The proposed site for the steel plant would be sited in
Welspun City in Versamedi village near Anjar in Kutch district of
Gujarat. The site is located at Latitude: 23.113925 ‘N and
Longitude: 70.077448’ E. It is at an elevation of about 81 meter
above mean sea level. Welspun City is located about 6 km from
Anjar town and about 18 km from Gandhidham.

Details of alternate sites considered and


the basis of selecting the proposed site

The suitability of the site, for locating the proposed


project is determined by the following major considerations.

• Availability of adequate land for installation of production


units

• Proximity to Kandla & Mundra ports for procurement of


raw materials

• Suitability of the land from topographical and geological


considerations.

• Location away from forests, national park/sanctuaries,


sea coast and ecologically sensitive elements.

The major driving force behind the selection of the proposed


site is that the plant would be adjacent to existing Manufacturing
units in their owned land. Apart from the above requirements,
other considerations such as water availability, good
transportation facilities for receipt of fuel, etc have also been
considered for proposed project.

Size or magnitude of operation


The proposed project would produce 3.0 MTPA crude steel,
intermediate products like slabs & billets and about 2.875 MTPA
finished rolled products including bars & rods, plates and coils.

Layout
The plant general layout of the proposed project (Drg.1)
showing the proposed facilities is enclosed with this report. The
layout is complete with the plant units, administrative buildings,
water reservoir, storage area, road network and greenbelt

Project Description with Process Details


The plant would be designed for a capacity of 3 MTPA crude
steel, which would be cast into both flat products namely slabs for
captive use in existing plate and coil mill and long products
consisting of billets for input to the new 1.4 MTPA capacity rebar
mill for sale. The tentative product range is given below.

The proposed production of liquid steel and subsequent


rolling would be accomplished via Blast Furnace(BF)-Basic Oxygen
Furnace (BOF)-Caster route, followed by rolling in existing ‘Plate &
Coil Mill’ and new ‘Rebar Mill’.

Considering the proposed process route, the following major


new production facilities are envisaged:

- A blast furnace with matching capacity sinter plant and


coke oven batteries with coke dry quenching and
matching by-product recovery facilities.

- A steel melt shop including two basic oxygen furnaces,


secondary metallurgy units, slab caster and billet caster.

- A rebar mill with provision for installation of a wire rod


line in future.

The production facilities would be adequately supported by


necessary auxiliary facilities such as raw materials unloading and
storage, proportioning of raw materials, electric power receiving
and distribution stations, various utility facilities, water treatment
and distribution system, etc.

The preliminary material flow sheet is attached as Drg 2


enclosed with the chapter.

Raw material handling system: It has been envisaged that


all raw materials would be received at ports namely Kandla, Tuna
and Mundra by 100,000 DWT ship, as suitable water draft may be
available. Welspun would arrange for adequate storage of all raw
materials at the above mentioned ports. Materials from the port
would be brought to the plant by 100 ton dumper by an external
agency to be separately selected by Welspun.

Materials would be stored in the respective storage area by


stacker and travelling tripper. Storage of 30 days for each material
has been considered at plant. Open storage yard has been
considered for all the materials except PCI which would be kept
under covered storage area.

Despatch of raw materials to the various consuming units


would be done mainly through conveyor system. The following
facilities have been considered for raw material handling system:

- PLC
- Belt weighing system
- Belt changing facility
- Maintenance facility
- Air conditioning and ventilation
- Pollution control system
- Sampling system

Coke Oven and By-Product Plant: Stamp charged by-


product recovery type coke oven plant of about 1,365,700 TPY
gross coke production capacity has been envisaged for meeting the
charge coke requirement of 1,252,400 TPY, for the proposed blast
furnace (BF). Coke breeze generated from the ovens (about 106,500
TPY) would be utilized as a fuel for the proposed 496 sqm sinter
plant. Coke oven gas from the ovens would be cleaned in by-

product recovery unit and would be used as a fuel in various


heating applications inside the plant.

The coke oven plant would consist of following major


facilities:

- Coal blending, crushing and conveying of coal to the coal


towers,

- Stamp charged, recovery type coke oven batteries (two


blocks of 58 ovens each), with oven machines and
auxiliaries,

- One coke dry quenching unit of capacity about 180 TPH,


with stand-by wet quenching station,

- Land based pushing and charging emission control,


- Coke cutting and screening facilities,
- By-product recovery plant.

Sinter Plant: Sinter would constitute about 80 per cent of


the blast furnace burden. One sinter machine of 496 sq m would
be installed to produce 4,328,300 tpy of charge sinter, which would
be adequate to feed the BF. The design basis considered for sinter
plant is as follows:

Blast Furnace: To cater to the basic oxygen furnace (BOF),


installation of a blast furnace of capacity of about 4,300 cu m
useful volume (u.v.) has been envisaged. The hot metal production
from the proposed BF would be 3,339,700 TPY which would be fed
to SMS. Facilities would be provided for pig casting/granulation of
hot metal. The design basis of blast furnace is given on the next
page.

Cement Grinding Unit: It is proposed to install a 1.5 MTPA


slag cement grinding unit for the production of slag cement. The
quality of the slag cement depends mainly on the quality of clinker
and blast furnace granulated slag (BFGS) and their mix ratio.
However, 25% minimum and up to 70% maximum, BFGS can be
used in the slag cement. 5% gypsum is used in the slag cement
and rest of the part is cement clinker.

It is proposed that, in house process generated 1.23 MTPA


blast furnace slag would be used in the cement grinding unit.
Considering 10% moisture removal from the granulated blast
furnace slag, the net quantity of dry granulated blast furnace slag
becomes 1.05 MTPA. The annual net requirement of cement clinker
and gypsum to be used in cement grinding plant are 375,000 tons
(minimum) and 75,000 tons (maximum) respectively considering
1,050,000 tons of BFGS to be fully utilised (70% maximum) in the
slag cement. The clinker and gypsum would be bought from nearby
sources.

It is proposed to install vertical roller mill/ball mill for the


production of slag cement. Based on 330 working days per year for
the mill operation, the daily production requirement of slag cement
works out to be about 4,545 tons. On this basis, it is required to
install one 250 TPH (considering 20% design margin) vertical roller
mill with inter grinding facility of cement clinker, BFGS and
gypsum.

The slag cement grinding unit would comprise of raw material


(cement clinker, BFGS and gypsum) storage, handling and feeding
facilities, mill system and finished product storage, handling and
packing facilities. The plant would be provided with mill exit dust
laden gas cleaning system and de-dusting system for raw material
and product handling facilities.

Steel Making: Considering relining time, mid campaign


shutdowns, annual shutdown and unplanned outage, one converter
of the installed two converters would be out of operation for 88
days. The production capability of BOF shop is indicated below.

In addition, Ferro manganese, ferro silicon, silicon


manganese or other ferro alloys, aluminium would be used for
deoxidising and alloying of steel. The steel-melt shop would also
require gases like oxygen, nitrogen, argon, compressed air and
steam along with water and power. The requirement of gas would
be met from oxygen plant with buffer vessels and pressure
reducing station. Oxygen consumption of 60 Ncum per ton of liquid
steel has been considered.

Ladle furnaces: Ladle furnaces will be located in secondary


refining aisle. The ladle furnaces will be capable of performing
heating, alloy adjustment, desulphurisation, inert gas stirring and
carbon injection. The unit will be complete with facilities for alloy
storage, batching and charging, sampling and temperature
measurement. The furnace will be equipped with water cooled
furnace cover or refractory cover with raising and lowering
facilities. The salient features of the ladle furnace are as follows:

Vacuum degassing unit: One vacuum degassing (VD)


unit will be located in the secondary refining aisle. The VD will be
provided to produce quality steel by removal of carbon, hydrogen
and oxygen to the desired level. A ferro-alloy addition system will
be provided for addition of trimming alloys under vacuum. Space
provision for second VD unit will also be considered.

There would be two types of caster for casting of liquid steel;


one 1X6 strand Billet caster and one 1X1 strand slab caster.

Billet Caster: One six stand billet caster will be considered.


Billet caster will be capable of producing billets of 160 mm sq. or
180 mm sq. for the proposed rebar mill. Necessary billet storage
and handling will also be considered.

Slab caster: Single-strand conventional slab casting


machine with necessary auxiliaries will be installed. The slab
caster will be able to cast slab width upto 2,500 mm.. Necessary
slab storage with slow cooling facility, inspection and scarfing
facility are also envisaged for the plant. The slabs will be rolled
into finished products in the existing ‘Plate and Coil Mill’.

Calcining Plant: It is proposed to install a calcining plant


for the production of calcined lime and dolomite to be used as flux
for steelmaking. Undersize calcined product (lime + dolomite) fines
generated after screening out of sized material for steel melt shop,
would be sent to sinter plant.

The annual net requirement of calcined lime and calcined


dolomite of size range 10-80 mm to be used in SMS are 229,200
tons and 77,000 tons respectively. Based on the above, gross
annual requirement of calcined product is 306,200 tons. The
calcined product would be screened before despatching to the steel
melt shop and the undersize fraction of calcined products would be
used for sinter plant. The quantity of undersized fractions
generated after screening of calcined product is 43,300 tons in a
year.

It is proposed to install twin shaft parallel flow regenerative


type kilns for the production of calcined product. Based on
330 working days per year for the kiln operation, the daily
production requirement of calcined product works out to be about
1,060 tons. However, it is proposed to keep extra kiln capacity by
10 per cent to take care of the fluctuation in the specific
consumptions of flux in steel melt shop and variation in raw
material quality. On this basis, it is required to install two 600 tpd
kilns for production of calcined lime and calcined dolomite.

The calcining plant would comprise of raw material storage


and handling, kilns with kiln feed buildings and calcined product
storage facilities. Pulverized coal would be used as fuel. Provision
would also be kept for using mixed gas as well. The plant would be
provided with kiln waste gas cleaning system, and de-dusting
system for raw material and product handling facilities. Booster
fans would be provided to boost the gas pressure suitable for kiln
operation.

billet transfer car or EOT crane transfer to billet storage bay of this

After stand No. 16, the transfer bar is slit into two bars.
The finishing group has two separate strands, each strand
with a two-roll no-twist block of 6 stands.

Resource Optimisation/Recycle &


Reuse envisaged in the project
One of the most important resources is energy and it is
proposed to utilise the off gases from the Project to the extent
feasible, for generation of power, thus optimising the utilisation of
energy for the Project. In addition, adopting a compact layout for
the Project will enable to optimise the utilisation of land, which is
another critical resource. By utilising the fines and scrap
generated during the process within the project for the production
process, usage of raw materials is optimised. Blast furnace slag
generated from the Project is also proposed to be used for
production of cement, thus optimising the usage of critical
resources and reusing the slag. Water consumption will also be
optimised by treatment of water to the extent possible and recycle
of treated water as make-up in the network.

Availability of Water and Power

Water: Make-up water of required quality would be made


available at the plant boundary from the existing source i.e.
Gujarat Water Infrastructure limited (GWIL) and the existing

Sewage Treatment Plant (STP). Necessary treatment facility has


been considered to generate soft water, demineralised water,
drinking water etc from the make-up water received at the plant
boundary. The estimated make up water quantity for the proposed
installations shall be around 1990 cum/hr. (DRG 3-1 & 3-2)

Power: Power required for the proposed project is proposed


to be met by the following two sources:

i) Captive power generation units.


ii) Grid power supply system.

The overall power requirement for the proposed project would


be about 1898 X 10 6 KWh, 262 MW (15-min peak demand). It is
envisaged that the off-gases would generate 165 MW considering
their availability. Balance 97 MW power would be drawn from the
grid system.

Cooling tower blow downs and treated effluent from BOD


plant of Coke ovens would be taken to the CETP for further
treatment and reuse as make-up water.

The power plant effluent would be the backwash of DM water


plant, which would be neutralized in the neutralization pit and the
treated waste water would be further treated in CETP.

The plant sanitary waste water including canteen effluent


would be treated in a sewage treatment plant for separation of
floating oil and reduction of BOD level and the treated effluent
would be sent to CETP for further treatment and use.

Air Pollution: Various process operations would generate


particulate dusts, volatile organic carbons (VOCs), dioxins, furans,
oxides of sulphur and nitrogen and carbon dioxide to the air
environment. The emission would be from the stacks as well as
there would be fugitive emission of dusts from open & closed area.

Fugitive dust emissions generating from the handling and


stockpiling of raw material in open stockyards would be controlled by
water sprinkling at regular intervals. All closed zone working areas
such as raw materials handling zone, conveyor transfer points, dust

generation points at screen would be provided with multiple dust


extraction (DE) systems/dry fogging (DF) at several emission points
to control the fugitive dust emissions. DE system shall consist of
suction hood followed by bag filter, ducts, extraction fans and stack
of appropriate height.

Coke oven: Emissions from coke ovens would mainly result


from coal charging, coke pushing and coke cooling. Fugitive
emissions would result from various leakages from oven doors,
charging lids, ascension pipe (AP) covers etc. Charging emissions
would be controlled by High Pressure Liquor Aspiration (HPLA)
injection in goose neck for on-main charging system. Coking
emissions would be controlled by uniform heating of charge without
major temperature fluctuations, efficient sealing of oven doors, water
sealing arrangement of AP cap etc. Land based fume extraction
system would be adopted for pushing emission control. The hot coke
would be quenched by coke dry quenching (CDQ) with recovery of
sensible heat for steam generation. Dusts generated from charging,
handling and screening would be removed by bag filters.

The raw coke oven gas (COG) would be cleaned by passing


through a by-product recovery plant in respect of tar, ammonia,
hydrogen sulphide and naphthalene to make it suitable for use as
plant fuel.

Sinter plant: The conventional air pollution systems like DE


systems of sinter stock house based on electrostatic precipitator
(ESP) and waste flue gas cleaning by ESP would be considered. The
particulate dust emission from the product sinter screening units
would be controlled by DE systems complete with duct, fabric filters
and stack of adequate height.

Blast furnace: In addition to cleaning of BF gas in gas


cleaning plant (GCP), which is a process requirement, the main

sources of air pollution would be stock house and cast house. The
BF stock house would be provided with DE systems complete with
dust extraction hoods, ESP, ID fan and stack of adequate height.
Similarly, the cast house would have separate fume collection system
during tapping of hot metal and slag, would be equipped with FE
systems along with bag filter/ESP for separation of particulates
before venting through a stack of appropriate height.

Lime/dolomite Calcining Plant: The emissions arising due


the fuel burning in lime calcining plant would be collected and taken
through a bag filter to separate out the lime/dolo fines. The
lime/dolo fines thus collected would be recycled to the sinter plant.
The kilns in the calcining plant and other dust generation areas
would be provided with separate DE systems, complete with bag
filters and stack of adequate height to clean the particulates.

BOF : Besides BOF gas cleaning, which is basically a process


necessity, secondary emissions would be generated mainly from
charging and tapping operations. The secondary emissions of the
steelmelt shop would be controlled by providing ESP.

Ladle Furnace: The primary emissions of LF would be collected


by fume extraction (FE) devices. Dust laden fumes would be indirectly
cooled and cleaned through a bag filter for separation of particulates
and the clean gas would be vented into the atmosphere through a tall
stack of adequate height. The secondary emissions would be
controlled through canopy hood extraction, which would be integrated
with the main system to clean the fugitive emissions during charging
and tapping operations. The gas cleaning system would be complete
with water cooled duct, fume and gas cooler, bag house, ID fan and
stack of appropriate height.

Caster Area: The water required for cooling the hot cast slabs
and billets would generate hot fumes comprising mainly water vapour,

hot waste water and suspended particulates. The slab casting area
would be provided with adequate ventilation in order to have the
water vapour properly dispersed.

Rebar Mill: Burning of the mixed gas (BFG and COG) in


reheating furnace would give rise to the emissions of particulates,
CO 2 and NOx. NOx emissions would be controlled by optimising the
excess air supply and proper burner design. In addition fume
extraction (FE) system would be installed to prevent the formation of
oil smog in the mill area. The flue gas, which is fairly clean, would be
vented through a stack of adequate height.

Cement Grinding Unit: The slag cement grinding unit will


comprise of raw material (cement clinker, BFGS and gypsum) storage,
handling and feeding facilities, mill system and finished product
storage, handling and packing facilities. The main sources of air
pollution would be fugitive dust emissions from the raw material &
product handling units, dust emission from the mill exit dust laden
gas and SO 2 & NO x emission from the cement kilns. The raw material
and product handling facilities would be equipped with dust
extraction systems comprising of bag filters. The mill exit gas
containing particulate matter, SO 2 and NO x would be passed through
a gas cleaning system containing bag filters and finally vented out to
the atmosphere through a stack of adequate height. NO x emission
would be minimized by the employment of low NO x burners.

Captive Power Plant: The surplus by-product fuels gases


BFG, BOFG and COG would be burnt in the boilers for generation of
power. Power would also be generated from CDQ and BF TRT units.
The flue gas thus generated from the boiler would be vented through
stack of appropriate height.

There would be a number of solid by-products like BF, BOF


and LF slags, mill scales, mill sludge, caster and mill scrap,
refractory debris, flue dusts etc. generated from the proposed steel
plant. BF slag would be granulated for in house utilization in the
cement grinding unit. A small portion (approximately 5%) of BF
slag would be air cooled and used for construction purpose. The
iron scrap generated from the caster lines would be recycled to
BOF. Mill scales, flue dusts and part of the BOF slag would be
utilized in sinter plant after recovery of the metallic portion in
slag. The balance BOF slag would require weathering, after which
it would be used for applications such as railway ballast,
construction aggregate, etc. Mill scales and mill sludge would
undergo de-oiling before reuse in sinter plant to prevent any

3 - SITE ANALYSIS

Connectivity
Road Connectivity: State Highway connecting Anjar and
Varsamedi is passing along north of Welspun City. The plant site is
connected to nearby Bhuj, Mundra, Bhachau, Gandhidham and
Kandala through National Highway NH-8A which is about 3 km
from plant site.

Rail Linkage: Ahmedabad - Bhuj section of Ahmedabad


Division under Western Railway is the nearest rail linkage. The
nearest railway stations are at Anjar, 3.5 km from project site,
Gandhidham, about 18 km from the proposed site and Adipur,
about 12 km from the site.

Airport: Nearest airport is at Kandla, about 2.52 km from


site, presently not operational. There is also an airport at Bhuj
which is about 55 km from plant site.

Sea Port: Three ports viz. Kandla (30km from plant site),
Tuna (20km from plant site) and Mundra (50 km from plant site)
are in the vicinity of plant site. Proximity of seaports is one of the
distinct advantages for the proposed steel plant.

Land Form, Land Use and Land Ownership


The proposed site for the steel plant is located in Welspun
City near Anjar in Kutch district of Gujarat. Other industries under
Welspun Group such as the textile plant, pipe plant, plate mill, etc.
are also located in Welspun City. The present land use is basically
built-up area for industrial purpose with greenbelt, water reservoir
and solid waste processing & storage area.
Topography
The area under study comes under Biogeographic zone 3 -
The Indian desert and in Biotic Province -3B 1 Kutch plateau.

Topography of the region is characterized by mainly barren lands


with a few patches agricultural fields. The study area is situated in
the semi arid/arid region of Kachchh district and is sharply
demarcated by its vegetation, which mainly consists of either
xerophytes or short-lived annuals. The land east of the existing
steel plant is sloping towards the east. Sang river flows along the
southern boundary of the proposed site. A large fresh water lake is
observed in Bhimasar village, locally called as “Chhakapir Talab”.
Which attract many water birds. No natural forest area is observed
within the 10 km radius except few scattered scrub jungles of
Prosopis juliflora and Acacia nilotica are observed in the barren
lands.

Existing Land Use


The reconnaissance revealed that the land around the
proposed site (buffer zone) is dominated by Agricultural Land,
grazing lands, Industrial land area, wastelands, etc.

The area around the project site mainly consists of


agricultural land (~61%) followed by vegetation (~17%). Industrial
area consists of only 5.5% whereas around 11.7% is habituated
area. The other components are water bodies, salt pan and
wasteland.

Soil
Most of the soil in the study area has been found to be sandy
in nature. The bulk density of soil varies from 1.3 to 1.5 gm/cm3.
The Water holding capacity of the area Varies from 23.8 to 32.8 %.

Climatic Conditions
Climate in the study area is very dry due to its vicinity to
the Desert of Kutch . There are three main seasons; Winter, summer,
and monsoon. Temperature drops in winters to about 9ºC (mean),
and the average daily temperature in summer ranges from 33-38
ºC with highest shooting up to 44ºC. Rain-fall is scarce with
average annual rainfall of around 400 mm only. (IMD data of Bhuj).

Social Infrastructure Available


The proposed steel plant will be sited in the Welspun city.
Located near Kandla port on the Western coast of India, it has good
infrastructure facilities. Easily available cotton and skilled
manpower are some of other advantages.

The nearby town of Anjar has strong trade and social links
with neighboring Gandhidham and Kandla. The GIDC (Gujarat
Industrial Development Corporation) estate is situated here. Anjar
is known for its ethnic clothes, handicrafts and metal-crafts.

The important schools in Anjar are Sahyog Saraswati


Madhyamik Vidhya Mandir, Swami Vivekananda Vidhyalaya, Smt.
K. G. Manek School, Sheth D. V. High School, Sheth Khatau Mavji
Sethia H.S. School, K. K. M. S. Girls' High School, Muralidhar High
school, Dungrasi Gangaji Thacker Vidyalay, Rabari Samaj School
and St. Elizabeth's School. There are 20 primary schools handled
by Municipal Corporation of Anjar. Recently Govt. Started an I.T.I.
in Anjar City. Other colleges in Anjar are Smt Hiraben Bhanukant
Palan college of arts and commerce, SRK institute of Management
& Computer Science among others. In its sincere efforts to improve
the lives of children “Welspun Vidya Mandir”, a school up to class
10, affiliated under the Central board of Secondary Education,
India (CBSE) and “Welspun Anganvadi”, a pre-primary school for
children has been set up for children of Welspun employees and
local families.

Anjar has number of government & private clinics and


hospitals, which caters to needs to local people to a great extent.
Leelavati hospitals, Anurag Orthopaedic hospital, Jiladiya hospital
are among many hospitals in the study area. The medical
arrangements within the premises of Welspun City are a First Aid
Center within the plant boundary and a Medical Center having
facilities like ICU, beds, pharmacy, ambulance, etc

4 - PLANNING BRIEF

Planning Concept
The industrial area and the allied facilities for integrated
Steel plant would be developed. The project would be sited in
Welspun steel city. Welspun City, a 2,500 acre township set up in
the heart of Anjar is the backbone of Welspun. Additionally, the
nearby towns have all the modern facilities.
The major industries in the study area are Reliance
Industries Ltd., Jaldev Oil Industries, Plastofine Industries, Shree
Shiv Industries, etc.

Population Projection
The estimated population of Anjar Municipality area in the
years 2001 and 2011 are 68,343 & 87,183 respectively. The
decadal growth is of 27.56 %. Out of the population of 87,183 in
2011, 45,172 are males while 42,011 are females as per report
released by Census India 2011. Population of Children with age of
0-6 is 11723 which is 13.45 % of total population of Anjar
Municipality. In Anjar Municipality, Female Sex Ratio is of 930
against state average of 919. In Anjar, Male literacy is around
86.67 % while female literacy rate is 73.84 %. Thus the projected
population of the study for the year 2015 is around 96,794.

The total area of plant site is around 572 acres. The

The total greenbelt is about 63 acres. The remaining area is


used for transportation, railway tracks, stores, canteen,
administrative buildings, workshop etc.

Assessment of Infrastructure Demand (Physical and Social)


The local residents in the study area emphasize upon strong
environmental management measures to be undertaken by the
Project Proponent to combat the environmental pollution arising
out of the proposed 3.0 MTPA crude steel project.

Approach roads to the remote areas need to be constructed/


improved upon. Additionally transportation and connectivity
services have to be given more emphasize.

Electrification in remote villages needs to be emphasizes


upon. The villagers in the remote villages are principally dependent
on the agriculture. So, development of irrigation facilities and also
drinking water supply need to be looked upon apart from the
industrial and economic development.

With the growth of industrial development, the employability


quotient will raise with regard to the industrial work. Hence, there
will be a demand of development of vocational and technical
training institute in the study area with special emphasis on local
youth.

Community awareness programs like Aids awareness, polio


camps, eye camps, blood donation camps etc. to be organized by
the company need to be strengthened for the benefit of the
employees as well as their families and people living in the vicinity
of the project area.

Industrial Area
The total area plant area is about 572 acre, within the
boundary of which the proposed project would take place. The
process units, water reservoir, solid waste processing & storage
area for the existing facilities as well as the proposed would be
housed within this area of 572 acre.

Greenbelt
It is obligatory to develop dense greenbelt area in proposed
project plant as per the Regulations. Green belt is proposed to
develop in approx 33% of the total area. This would not only
prevent the fugitive dust emissions but also improve the peripheral
appearance of the plant from aesthetics point of view. Unpaved
areas, if any, within the plant boundary would be provided with
grass cover.

to the industries in Welspun City. Further, there are no immediate
plans for railway connectivity of the plant site to the ports or to the
national railway network.

Nearest airport is at Kandla, 2.52 km from site. There is also


an airport at Bhuj which is about 55km from plant site. Three
ports viz. Kandla (30 km from plant site), Tuna (20 km from plant
site) and Mundra (50 km from plant site) are in the vicinity of plant
site. Among these, kandla port will serve one of the major logistics
for the proposed project.

Drinking Water Management & Sewage System


The drinking water system will cater to the water
requirements of (i) plant personnel for drinking and sanitary
purposes, (ii) central and area laboratories, (iii) canteen and (iv)
other miscellaneous users in the plant. Necessary treatment facility
shall be considered to generate potable grade water from make-up
water. A 180 cum overhead tank is envisaged to meet the drinking
water requirements of the plant.

The faecal sewerage network of the plant will receive effluent


from the administrative building complex, canteens, and toilets of

various shops, office buildings, laboratories, etc. located in


different areas of the plant. The sewage water received from the
above areas will be fed to a sewage treatment plant.

Solid Waste Management


There would be a number of solid by-products like BF, BOF and
LF slags, mill scales, mill sludge, caster and mill scrap, refractory
debris, flue dusts etc. generated from the proposed steel plant. BF
slag would be granulated for in house utilization in the cement
grinding unit. A small portion (approximately 5%) of BF slag would be
air cooled and used for construction purpose. The iron scrap
generated from the caster lines would be recycled to BOF. Mill scales,
flue dusts and part of the BOF slag would be utilized in sinter plant
after recovery of the metallic portion in slag. The balance BOF slag
would require weathering, after which it would be used for
applications such as railway ballast, construction aggregate, soil
conditioner etc. Mill scales and mill sludge would undergo de-oiling
before reuse in sinter plant to prevent any damage to the ESPs and
reduce dioxin and furan emissions. Other solid wastes would be
dumped temporarily in the earmarked dump area within the plant
boundary till new users are found out for the same.

Organic wastes will be produced from the proposed project in


tune of about 3 ton/day and would be handled separately by the
entrusted agency.

Power Requirement & Supply/Source


Power required for the proposed project is proposed to be
met by the following two sources:

i) Captive power generation units.


ii) Grid power supply system.

The overall power requirement for the proposed project would


be about 1898 X 10 6 KWh, 262 MW (15-min peak demand). It is
envisaged that the off-gases would generate 165 MW considering

their availability. Balance 97 MW power would be drawn from the


grid system. However, the withdrawal of power from grid system
will increase to about 262 MW in case of shut-down of the complete
power generating unit.

7 - IMPLEMENTATION SCHEDULE & COST ESTIMATE

Implementation Schedule
The preliminary overall implementation schedule for the
project, indicating the time required to complete the major
activities like engineering, construction, procurement of
equipment, erection, testing/trial run and commissioning and hook
up of the various plant facilities is shown in the form of a bar chart
in Fig.7-1 enclosed with the Report.

It is envisaged that the project will be completed within a


period of 36 months from “Go-Ahead date”.

The schedule has been developed on the basis of the


estimated quantum of work, expected delivery and installation
periods of plant and equipment and the need to commission the
plant facilities in the shortest possible time. Scheduled
commissioning of the plant can only be achieved if construction,
delivery and erection periods, as shown in the bar chart, can be
met by respective suppliers and contractors.

in this section. Provision has also been made for contingency for
arriving at the capital cost.

The estimate is based on information available with


CONSULTING ENGINEERS for similar facilities. Applicable taxes
and duties have been considered in all of the estimated costs. The
capital cost estimate may undergo changes based on various
locational aspects at the site, finalized plant configuration and
plant layout.

The costs towards margin money for working capital,

8 - ANALYSIS OF PROPOSAL

Financial Benefits of the Project


The output of the Project will be transferred to the existing
'plate and coil mill division' of WCL, sister company of WSL under
the Welspun Group. Presently, the ‘plate and coil mill division’ of
WCL is operating based on slabs procured by them from global
market. In the absence of captive steelmaking and production
facility for slabs for the plate and coil mill, Welspun operations are
subject to high cost, inconsistent quality and unreliable supply of
input material, which also hampers the production to a large
extent. The Project will provide steady source of slabs for the above
'plate and coil mill division', thereby protecting Welspun from the
above vagaries and increasing the financial competitiveness of the
group.

In addition, the proposed rebar mill will enable Welspun to


have a balanced product basket including long products, for which
substantial gap in availability is expected in the category of rebars
in the coming years.

Social Benefits

The peripheral development activities of the organization


extend to cover the entire project area.

In the sphere of health, Welspun has set up its own Medical


centre having amenities like ICU, ambulance, etc. Besides, there
are Anganwadi facilities have been extended. Furthermore health
camps are organized in the Project Influence Area (PIA) and engage
in distribution of supplementary items to local households.
