CHAPTER I

INTRODUCTION

Background of the Study

Water shortage is the lack of sufficient available of water resources to


meet the demands of water shortage usage within region.

According to (Stone,2009) Water like everywhere in the world is


becoming a scarce and a crucial resource; Particularly because both people and
industries need water for survival. The development therefore, call for an
investigate of the causes and effect of water shortage on the whole world.

There are several waste of defining water scarcity. In general, water


scarcity is defined as the point at which the aggregate impact of all users impinges
on the supply or quality of water under prevailing institutional arrangements to the
extent that the demand by all sectors, including the environment, cannot be
satisfied fully. Water scarcity is a relative concept and can occur at any level of
supply or demand. Scarcity may be a social construct (a product of affluence,
expectations and customary behavior) or the consequence of altered supply
patterns-stemming from climate change for example. Scarcity has various causes,
most capable of being remedied or alleviated. A society facing a water scarcity
usually has options. However, scarcity often has its roats in water shortage, and it
is in arid and semi-arid regions affected by droughts and wide climate variability
combined with high population growth and economic development, that the
problems of water scarcity are most acute.

Symptoms of water scarcity include severe environmental degradation


(including river desiccation and pollution), declining ground water level, and
increasing problems of water allocation where some groups win at the expense of
others. A major study the comprehensive assessment of Water Management in
Agriculture, reveals that one in three people today face water shortage ( CA,2007
). Around 1.2 billion people, or almost one –fifth of the world’s population, live in
areas of physical scarcity and 500 million people are approaching this situation.
Another 1.6 billion people, or almost one quarter of the world’s population, face
economic water shortage ( where countries lack the necessary infrastructure to
take water from rivers and aquifers).

Water is essential for all socio-economic development and for maintaining


healthy ecosystem. As population increases and development calls increased
allocations of ground water and surface water for the domestic, agriculture and
industrial sectors, the pressure on water resources intensities, leading to tensions,
conflict among users, and excessive pressure on the environment. The increasing
stress on freshwater resources brought about by ever-rising demand and profligate
use, as well as by growing pollution worldwide, is of serious concern

The problem of water shortage is also prevalent in Purok Andres


Bonifacio, Poblacion Lugait Misamis Oriental. Because of this the researchers
decided to conduct a study which aims to explain the effects of Water shortage to
the people in Purok Andres Bonifacio.

Theoritical Framework

Water shortage is among the serious constraints en crop production at global scale
and almost all types of crops experience this problem at least during part of the
growing season. This is predicted to be an increasing problem in the coming years
due to changing climate scenarios (IPCC, 2014). Further allocation of irrigation
water to farmland is seriously threatened by competition among various
availability, it is predicted to be allocated only for high value crops ( non -
traditional food crops) such as vegetables and fruits, while rain fed ecosystem will
be used for grain production. The productivity of grains needs to be increased to
feed the growing population.
The theory that we will use is supply reliability theory. It was developed
by Uri Shamir and Charles D.D. Howard, and it was used to study water supply
system reliability can be defined in terms of the shortages that result from failures
of a system’s physical components. A reliability factor for a single failure or for a
selected time period can be defined in terms of the capacity lost during failure,
which is measured as a fraction of the demand rale or the demand volume. Since
the lost capacity is a random variable, so is the reliability factor will be achieved,
can be increased by adding facilities, storage, pumping capacity, pipelines. The
least-cost combination of facilities can be identified from the cost functions and
the probability distributions of the reliability factor.

The another theory that we will use is the theory of water aid. A lack of
accessibility to safe water has always been one of the greatest challenges to the
rural developing world. This issue has resulted in the deaths of countless millions
of people, as well as the under development of many nations. The developed
world has always recognized the necessity of providing water aid to these
developing nations. However, this water aid has had limited success in providing
sustainable water solutions and in alleviating this crisis. Recognizing this lack of
effectiveness, the theories of water aid and community development have been
studied and scrutinized. This has resulted in great strides in the science of
providing sustainable aid to developing nations. Yet, while much has been learned
about the proper theries, little increase in success has been seen in the developing
world.

We will also use the theory of Planned Behavior by (Ajzen,1991) to


interpret research finding based recommendations. Water demand Management
and the theory of planned behavior are related. Water Demand Management as an
approach to water resource management is about changing water use behavior and
the theory of Planned Behavior is about influencing changed of present behavior
to an anticipated behavior
Statement of the Problem

This study aims to answer the following questions:

1. What is the condition of the Water system in Purok Andres Bonifacio ,


Poblacion Lugait Misamis Oriental?

2. How many people/household are affected of the Water shortage?

3. What are the common reason of Water shortage?

4. What are the effects of Water shortage to the people?

Significance of the Study

This study is significance since it seeks to the area of Purok Andres


Bonifacio. This study is to determine the source or reason why they don’t have
sufficient water or connection in their households. The other purpose of this is to
fisk factors that enabled government to evaluate the ability of there system.

Scope and Limitations

This study focuses on the effects of water shortage on the people of Lugait
Poblacion Misamis Oriental. It only covers the area of Purok Andres Bonifacio
since it is greatly affected of water shortage. The researchers observed that many
households do not receive a regular supply of water. The problem is escalating at
an alarming rate as the number of households in Purok Andres Bonifacio increases
rapidly. It is the main problem of the community for several years which needs
attention for the Local Government unit.
The researchers decided to cover only the residents of Purok Andres Bonifacio
due to time and financial constraints only those residence who are affected by this
problem will be qualified as respondents.

Definition of Terms

The following terms were defined to give clear understanding regarding


this study.

Interruption – These refers to the action of interrupting or being interrupted.

Resources – These refers to the main source or supply from which benefit is
produced and it has some utility source or supply, support, or aid especially one
that can be readily drawn upon when needed.

Supply – These refers to the stock of a resource from which a person or place can
be provided with the necessary amount of that resource.

Water scarcity – These refers to one of the most serious risks facing the world at
every level: social, economic and environment.

Water shortage – These refers to the situation where by water sources becomes
inadequate for the community due to climate change.
CHAPTER II

REVIEW OF RELATED LITERATURE

Drinking water is a basic requirement for life and a determinant of


standard of living. Up to 70% of the Earth’s surface is covered by water which is
either surface or ground water ( UNESCO ,2008 ). Surface water is water in
rivers, lakes, or fresh water wetland. Surface water is naturally replenished by
precipitation and lost through dis change to the oceans evaporation, evapo-
transpiration and sub-surface seepage. Sub-surface water on ground water, is fresh
water located in the pore space of soil and rocks. It is also water that is florecing
within aquifers below the water table ( World Bank, 2011 ).

Water resources are very useful in various sectors such; as agricultural


industrial, household and recreational activities-virtually all of these human uses
require fresh water. 97.5%of all water on Earth is salty leaving only 25% as fresh
water ( UNOP,2003 ). Slightly , over two thirds of this is frozen is glaciers and
polar ice caps. The remaining unfrozen fresh water is found mainly as ground
water, with only a small faction present above ground or in the air ( Gray and
Alde,2007 ). Fresh water is a renewable resource, yet the worlds suppy of clean,
fresh water is steadily decreasing. Water demand already exceeds supply in many
parts of the world ( Chartres and Varma 2010 ) and as the world population
continoues to rise, demand of water also rises.

Less than 1% of the world’s fresh water ( 0.007% of all water on earth ) in
accessible for direct human use .This is water found in lakes, rivers, reservoirs and
those underground sources that are shallow enough to be tapped at an affordable
cost. Only this amount is regularly renewed by rain and snowfall, and is therefore
available on a sustainable basis ( Gleick, 2000 ).
According to ( Ebarvia 1994 ) in a study of water demand and supply in
Metro Manila, he started that ,ost of surface water resources in Metro Manila were
already contaminated and does not fit for drinking and tertiary water treatment
was required.In another study on demand and supply of water in Metro Manila,
David and Inocencio (1996), indicated that 30 percent of the population was not
reached by any public water service. Furthermore, it argued that the quality of
water service was poor, reliability of service was inadequate and the progressive
rate imposed by the service provide did not really benefit the poor.

On the issue of water pricing, largo et al. ( 1998 )asserted that both the
price of water and income of households significantly affected water demand by
households in metro demand. This suggested that the high price paid by the poor
for water rather than their low income largely explains their low levels of water
consumptions.

(Arellani,1994 ) emphasized the severe strain on water resources that the


growing population of Metro Manila has brought and explored options for
privatization of the Metropolitan Waterworks and Sewerage system ( MWSS ).
Which served the water needs of the area.

In another study, Inocencio et al. ( 1999 ) studied the Water shortage


problem in Metro Manila will persist even eith privatization. It also asserted that
the poor will continue to pay a much higher price for water. Further more the
paper argued that even though the water pricing is progressive, it may end up
having regressive effects as the poorer household has to rely on shared water
connection or public faucets and there by actually pay higher water prices.

In this Chapter, Literature sources related to causes and effects of water


shortage will be reviewed and these will come from government documents,
internet, journals, previous research and books. The purpose of this will be to link
theory to both research problem and objectives of the study.
CHAPTER III

Methodology

This study will present the locale of the study, Research design, Data
gathering, Data analysis and Techniques.

Locale of the study

This study will be conducted at Purok. Andres Bonifacio, Poblacion,


Lugait Misamis Oriental. Andres Bonifacio is one of the Purok of Lugait
Municipality between Purok Rizal and Purok Salimbal. There are two cementeres
located in this area. Researcher will choose to conduct this study in Purok Andres
Bonifacio because Water shortage is prevalent in the area. Most of the inhabitance
are affected and sought the assistance of LGU

Research Design

This study will follow qualitative design. Qualitative approach will be


used for the purpose of gathering qualitative data from the key impormants with
regards to Water shortage and Water supply in Purok Andres Bonifacio. The data
will be collected through open ended questions and depth interviews in order to
allow for more probing by the researcher and the respondents to freely express
their opinions.

Data Gathering

The researcher will make an interview questionnaires and face to face


interview will be conducted in order to get informations about the study and to
allow in-depth probing of the respondents where the researcher will be able to
arrive at qualitative primary information. Researcher will ask permission to the
Barangay captain and the respondents to be able to make an interview and to
gather the data. Notes will be taken during the interview and confidentiality will
be applied if necessary.

Data Analysis

The data analysis will be based on the study objectives and research
questions. After all data will be collected, the researcher will be identify
incomplete or inaccurate responses, which will be corrected to clarify the quality
of the responses. Qualitative data will be analyze using content analysis base on
analysis of meanings and implications emanating from respondent’s information
and documented data.
CHAPTER IV

PRESENTATION OF DATA

This chapter is discussing what was found during the data collection
process. In discussing what was discovered, first and foremost will be to unpack
the structured interview questionnaire which was used for data collection. The
responses to the questionnaire will also be analyzed and interpreted in this section.

1. Condition of water system in Purok Andres Bonifacio , Poblacion


Lugait Misamis Oriental

Although large scale water resources development has been taking place in
the world, but until vast majority of people shall do not have enough
potable water for drinking and canal eater for irrigation. The distribution of
water supply for drinking purpose is quite appalling in modern times
means time the downstream people are not suitably protected against flood
or disaster hits due to the improper management. Irrigation is the main
story of Pakistan’s economy, around 90% of total agriculture output of the
country is totally dependent on irrigation. It is clear that water resources
have played very important role in the development of land and water
shortage system. More than half of world population lives in developing
countries and the poorest of these communities depend heavily on
exploitation of local water resources for their livelihood.

“Maybe due to excessive washing of clothes because we have a toddler


that needs to change clothes often” . ( Velarde,2019)

“Because there is no water source”.( Romo ,2019)

“before the source of our water is the HOLCIM but , the main pump is
broken that’s why we don’t water connection anymore”. (Andaya ,2019)

I don’t know the reason why we don’t have water source because we only
use handpump and deepwheel”. ( Tado, 2019)

It is probably due to the pipes used that serve as tunnel or reservoir for the
water transfer. Basically sue to the error or damage of pipes”. (
Gandecila, 2019)

“I don’t know about it anymore because we don’t have water connection”.


(Atoc, 2019)

“Then said that they still need to change the length of meter”. ( Azaron,
2019)

Based on our observation while we start to gather data and pick a person who
qualifies to answer our questions, most of them are relying on their own effort
to make handpump and deep wheel to support their daily tasks using water
specially in taking a bath, washing clothes, dish washing and something else to
do with water “Water is life and it is very important to us because without
water what can we do with our lives”.

2. How many people/household are affected of the water shortage

are greatly affected of water shortage.

3. What are the common reason of water shortage

About 30 percent of Earth's fresh water lies deep underground in aquifers.


And it's extracted daily for farming, drinking and industrial processes –
often at dangerously unsustainable rates. Nowhere is this more evident
than India, which guzzles more groundwater than any other country. 54
percent of India's groundwater wells are decreasing, meaning that water is
used faster than it's replenished. Unless patterns shift, in 20 years, 60
percent of India's aquifers will be in critical condition.Unlike an incoming
hurricane or a drained lake, the naked eye cannot see when groundwater
reserves in aquifers are declining. Global water supplies are susceptible to
this hidden and growing threat.

There are 881 resident’s in Purok Andres Bonifacio but we only


interviewed 15 resident’s but most of them are a victim of water shortage some of
them doesn’t know the reason why they don’t have water resources.

4. Effects of water shortage

The world is facing a slowly worsening crisis in the coming years, and it’s
predicted to become a global crisis by 2025. Today, half a billion people
live in conditions of water scarcity, but, if current trends continue, demand
will outpace supply by 40% by the year 2030.Only 3% of the water on
earth is fresh water, suitable for drinking, and nearly all of the fresh water
supply is difficult to access, leaving just 0.014% of our planet’s water
available for our needs. Although it is such a tiny percentage of the earth’s
water, at the moment that small amount of fresh water is still just about
sufficient to satisfy all our needs.
According to him “ It really affects the way of living of a person since water is
important to ones life”. Gandecila (2019)

According to her “ It’s very difficult and hassle for us to fetch water in a distance
specially we don’t have our own water pump or water pipes connection in our
own households”. Azanon (2019)

Technically it “ Really doesn’t affect us , since a nearby handpump is just a


doorstep away”.( Velarde, 2019)

It‘s very hard, espically when you don’t have a water to drink , take a shower and
wash clothes”. ( Romo, 2019)

It’s tiring to fetch water in distance , it’s much better to not have electricity than
water “. ( Andaya, 2019)

“We can’t wash our clothes take a shower and wash our dishes properly because
there is no water”. ( Tado, 2019)

“It really affects the way of living of a person since water is important to one’s
life”. ( Gandecila, 2019)

“If there’s no water what will happen to us”. ( Wayas, 2019)“It really affects us if
we don’t have water because all of us needs water”. ( Modequillo, 2019)

Based on our findings, the lack of water is negatively affects the livelihoods and
development of the people in Purok Andres Bonifacio it’s also pressure to the
young children and adults because they are tired to fetch water in a distance every
day, because of that the government shall look forward to it and obliged to solve
this problem.

CONCLUSION

This study is about the Effect of water shortage to the people of Purok andres
Bonifacio Poblacion Lugait Misamis Oriental. The researcher will make an
interview questionnaires and face to face interview will be conducted in order to
get in formations. Based on our observation while we start to gather data and pick
a person who qualifies to answer our questions. most of them are relying on their
own effort to make hand pump and deep wheel to support their daily tasks using
water. Therefore we conclude that the people in Andres Bonifacio are not having a
difficulties because they have their own water resource but they still hope that the
government will provide them their own water connection the their household.

Bonifacio since its greatly affected by water shortage. The problem is escalating at
an alarming rate as the number of households in Purok Andres Bonifacio increases
rapidly othe purpose of this study is to know the reason why they don’t have water
connection in their households.

livelihoods and development of the people in andres bonifacio, there are 881
residents inandres bonifacio but we only interviewed 15 resident but most of them
are a victim of water shortage some of them doesn’t know the reason why they
don’t have water resources. Water resources are very useful in various sectors
such as agricultural industrial, households and recreational activities-virtually all
of these human uses require fresh water. 97.5% of all water on Earth is salty
leaving only 25% as fresh water ( UNOP, 2003) . Because of this the researcher ‘s
decided to conduct a study which aims to explain the effects of water shortage to
the people in Purok Andres Bonifacio.
