1 SCOPE OF WORK

The scope of work shall consist of Earth Grading and Compacting of Substation Step-up Area
(2080sq.m), Main Control Building (426.6 sq.m) and Hard Ground (790.45sq.m) within the
Substation Land Area. The quantities for cut and fill for this specific project are 14.21 cu.m
and 14.77 cu.m.

3 PRELIMINARY WORK

a) Getting familiar with the design drawings, check the relevant data provided in the
drawings with the actual site situations, and report any problems found to the relevant
parties.
b) The boundary line of the substation area shall be set out according to the final layout
plan submitted to the Owner’s Engineers by SUMEC to determine the scope of grading
and compaction.

c) Verify the detail of excavation according to the latest Issued For Construction (IFC)
drawing before the start of the work. Conduct a survey and mark the location and the
limits of the area to be excavated.
d) Determine the elevation from the existing ground taking reference and contour lines
from the latest IFC drawing.
e) Coordinate with other disciplines involved, to verify any existing service/utility lines such
as water line, power line and telephone line running through boundaries of excavation
is mandatory before starting work.
f) Substation Land Area shall be barricaded using caution tape at all times.

5 BORROW PIT & SPOIL GROUND

Borrow pit: suitable soil shall be sourced from the borrow pit approved by the project owner
and main contractor.
Spoil Ground: spoils, plants, and humus soil that have been cleared from the original ground
surface shall be loaded to dump trucks and carted away for disposal to the designated spoil
ground. Misplacing is strictly prohibited.

6 WORK PROCEDURE

6.1 Fill for Grading and Compaction

a. Survey and Setting-out

The re-measurement of the traverse points and benchmarks shall be carried out first, then
restore the center stakes and survey elevation and submit the results to engineer for
approval.
b. Grade Treatment
Trees, bushes within the sub-grade of the road should be removed or transplanted before
construction. Cut trees should be stacked at the designated location and be disposed
properly.
All garbage, organic residues, humus soil of the original ground surface (100-300mm),
roots and topsoil of the turf and crops shall be removed within the sub-grade of the road.
After clearance, the waste shall be piled at the location specified on the drawings or as
instructed by the engineer.
c. Rolling Compaction before Filling
After topsoil clearance is completed, the pits and holes caused by the excavation of roots
shall be back-filled and compacted firm; the excavated area of humus soil shall be leveled by
grader and compacted by vibratory roller until the designed compaction degree is achieved.
d. Grade Filling
Filling materials shall be leveled by use of the bulldozer and grader, the thickness of loose
spread soil materials of each layer shall be controlled within 30cm. To ensure the
compactness on the edge of the sub-grade, the filling width of each layer should be extended
30cm out of the designed width on each side.

e. Roller Compacting
The natural moisture content of the filling materials shall be checked with reference to the
optimal moisture content required for compaction. The sequence of rolling shall be first from
two sides of road to the center, then from the center to both sides, finally use a smooth
drum roller to roll to the specified times and compaction degree.
Filling materials shall be laid and compacted in layers every 30cm in roads and drainage
channels.

6.2 Cut for Grading and Compaction

a) Survey and Setting-out


b) Excavation in Layers
Excavation of sub-grade shall be carried out from top to bottom if applicable of full section
as per requirements of design drawings.
c) Rolling Compaction before Filling
Flatness of sub-grade surface, water content of filling materials and the width of road trough
shall be checked before rolling; the rolling speed should be kept slow in beginning, and the
maximum speed should not exceed 4km/h; rolling in curve sections of small-radius should be
carried out from the inside to the outside, and the roller shall advance and retreat in the
longitudinal direction, generally, 1/3 of the wheel track shall be overlapped laterally.

8 SAFETY & HEALTH RISK ANALYSIS AND ASSESSMENT


a. For Personnel:
HAZARD PREVENTION & ASSESSMENT
Heat Stroke Provide drinking water near/within the site.
Ground Animal Bites Wear safety shoes or safety boots.

b. For Equipment:
1. The excavator should keep horizontal during excavation, and the walking mechanism
shall be braked before operating;
2. Boom and carriage shall not rotate when excavation is still ongoing;
3. The bucket should be as close as possible when loading the dump truck, however, it
shall not hit any part of the truck body;
4. It is forbidden to load when the truck is not fully stopped;
5. The bucket cannot be lifted too fast when loading;
6. The bucket shall be dropped on the ground before the operator leaves the operating
cab;
7. It is prohibited to use excavator to lift any heavy objects.

Note: Workers must always wear PPE. As for dusty work activity, workers must always wear
protective mask.
