ABSTRACT

This Case Study contains shared stories of successful

graduates of Police Basic Recruit Course and Public Safety Field

Training Program. It talks about how an ordinary civilian

decided to join the Philippine National Police.

This research study is a compendium of stories and

experiences of newly recruited police officers while they were

applying in the PNP; be part of the Police Basic Recruit Course

in the Training Center and their On-The-Job Training experiences

in the Public Safety Field Training Program.

This is a qualitative study wherein the researchers make

used of in depth interview to gather important data on five

newly recruited police officers in the Angeles City Police

Office, Police Station 2 and 3.

This study will help the readers to further realize the

crucial PNP recruitment process, what to expect in the Training

Center and Field Training Program.

CHAPTER 1

THE PROBLEM

Background of the study

“Every successful person has a painful story. Every successful

story has a successful ending. Accept the pain and get ready

for success”

Every child in this world dreamed to become police officer

someday, as they say “When I grow up… I want to become police

officer”. (AGC Learning Institute, n.d.) They want to become

police officer because they were influenced by the mass media in

a way that being a police officer is tantamount in being a super

hero who always care for other people.

Being a police officer is not like a luxury work you could

ever wish for. The daily work obligations allocated to a police

officer can be dangerous and stressful. This profession has one

of the highest on‐the‐job injury and illness rates. A person

should be always on ready and prepared to experience and

properly handle various threatening situations. A person working

in law enforcement will witness death and suffering as a

consequence of mischances and criminal conduct. It might take a

toll on personal and family life.

Additionally, police officers have demanding employments

that can turn out to be very physical at time and working out to

stay fit is a way to offer 100% to the job.(How to become a

police officer, n.d.)

Lastly, “No day is ever the same as the last.” Every day

you will make a difference, preventing trouble and making your

community stronger and safer. You might need to step in to calm

conflicts or misunderstanding in the street, or speedily

responding to a citizen concern about incident happened on his

beat and you could be the first member of the police service

that a troublemaker gets to know and talks personally. (NPIA,

2010)

However, you cannot be a police officer without applying

first to a police agency. The career paths of individuals who

choose to become police officers start with them settling on the

choice to apply. Research shows that individuals pick vocations

in policing for a chance to help other individuals, a decent pay

and professional stability, an occupation that is energizing,

and the prestige that accompanies being a police officer.

Surprisingly, men and women give every similar reaction when

approached about their inspirations for becoming police

officers.

A recent study of police recruits in the New York City

Police Department uncovered that, in general, motivations for

seeking policing careers were likewise comparable over all

racial/ethnic groups. Police cadets in the Los Angeles Police

Department reported that they had chosen to end up police

officers quite a while before they had really applied for the

job. They stated that it was something that they had always

wanted to do. There are other people that choose policing as a

career as a result of recruitment efforts by police agencies.

Philippine National Police Application Process

Joining the PNP is a job like no other. It is a

challenging career that you need to explore. It is difficult

but rewarding, not only in terms of benefits, but also in the

satisfaction of helping others and sacrificing your comfort to

make this world a better place to live. (pnp.gov.ph)

General Qualification

1. A citizen of the Philippines;

2. A person of good moral character;

3. Must have passed the psychiatric/psychological, drug and

physical tests.

4. Must possess a formal baccalaureate degree from a

recognized learning institution;

5. Must possess any of the following eligibilities;

 PNP Entrance (NAPOLCOM)

 RA No. 1080

 PD No. 907

 (For Lateral Entrants), RA No. 1080 (Board and Bar

Examinations)

6. Must not have been dishonorably discharged from the

military employment or dismissed for cause from any

civilian position in the government;

7. Must not have been convicted by final judgment of an

offense or crime involving moral turpitude;

8. Must be at least one meter and sixty-two centimeters

(1.62m) in height for male and one meter and fifty-seven

centimeters (1.57m);

9. Must weigh not more or less than five kilograms (5 kgs)

from the standard weight corresponding to one’s height,

age, and sex;

Application and Hiring Process

In applying in the Philippine National Police these

following steps should be follow;

Step 1- Pre-assessment

1. Download and fill-up the PO1 Application Form

2. Submit the accomplished Application Form to any of the PNP

Recruitment Office near you [view our contacts] thru

Fax, E-mail or Postal Mail in the following address:

Step 2—Initial Evaluation

You will be notified that you passed the Pre-assessment and

you will be required to submit the necessary documents

(Documentary Requirements mentioned above). Submit these

documents to the nearest Recruitment Officer stationed in the

Police Regional Office Headquarters for Initial Evaluation.

Step 3—Psychological/ Psychiatric Examination (PPE)

Psychological Evaluation consists of an individual oral

interview and evaluation of behavior especially even under

stress which are commonly related to the job of a police

officer. The evaluated information includes the written

psychological tests as well as the background findings. After

this step, passer may undergo drug test.

Step 4—Physical/Medical/Dental Examination (PMDE)

The medical evaluation is comprehensive thus, it is

essential that an applicant is in good shape. After this step,

passer may undergo drug test.

Step 5—Complete Background Investigation (CBI)

This investigation includes employment, police, financial,

education, and military background as well as interview with

family members, neighbors, supervisors, co-workers, friends and

connections with dubious people.

Step 6—Physical Agility Test (PAT)

This test is given to determine whether an applicant

possess the required coordination, strength and speed of

movement necessary in the police service. Passing the PAT only

indicates the minimum physical ability required to undertake the

police training. After this step, passer may undergo drug test.

Step 7—Final Committee Interview (FCI)

The FCI shall determine the applicant’s aptitude to join

the police service. These are the final steps on the selection

process. To be considered for hiring, you must have successfully

completed all steps in the selection process.

After you passed in the hiring process made you and other

applicants who passed the requirements will be send to training

institution and there you will take oath and start the Police

Basic Recruit Course which is a non-officer course demand for

applicants.

Today the Philippine National Police is facing greater

challenges in preserving peace and order. It has to effectively

respond to the increasing security needs of a growing

population, to keep peace with the development of modern

technology and its use by criminals and to adequately confront

the rising threat of global terrorism.

To meet those challenges, it has to be well prepared and

organized. It has to undergo internal changes and transform

itself into a more formidable and dynamic law enforcement

agency, ready to vanquish law offenders and enemies of the state

anytime and anyplace within its jurisdiction.

The transformation can be attained only through effective

training programs. In training, there is nothing more timely

than to give greater focus on the development of police

recruits. The basics of policing should be taught and emphasized

to out police recruits rightly and promptly.

Police recruits are usually deployed to the field after

undergoing a six-month Basic Recruit Training. Under a new

concept of community policing, their training shall be extended

in another activity wherein they shall implement in actual field

work what they had learned in school. This shall serve as a

transition and probationary period for them to sharpen their

knowledge and skills before performing their regular police

duties. In this way, the PNP shall deploy better prepared,

disciplined and professionalized law enforcers to all

communities nationwide.

Public Safety Basic Recruit Course (PSBRC)

Public Safety Basic Recruit Course is composed of academic

and non- academic phases. It academic phase is composed of 7

modules namely; Police Orientation Subject, General Subjects,

Police Administration, Law, Police Operations, Police Tactical

Skills and Internal Security Operations (ISO). On the other hand

the Non- academic phase composed of Sports Development, Drills

and ceremonies, Defensive Tactics (Pekiti-Tersia or other

Aikido-like discipline), Physical Fitness Test (PFT), Inspection

in Ranks/Barracks, Moral and Spiritual Upliftment, Basic

Weaponry and Proficiency Firing and Handcuffing Techniques.

Police Basic Recruit Course is designed to equip the PNP

recruits with the knowledge, skills, proper attitudes and

discipline required in the performance of their duties and

responsibilities as public safety officers. It duration last up

to 12 months, 6 months in the training center and 6 months in

the Field Training Program.(Ppsc.gov.ph)

Public Safety Field Training Program

All uniformed members of the PNP shall undergo a Field

Training Program for twelve (12) months involving actual

experience and assignment in patrol, traffic, and investigation

as a requirement for permanency of their appointment. (RA 8851)

Field Training Program is an on-the-job training program of

the newly appointed Police Officer 1(temporary status) to gain

their permanent status.

Three Phases of Field Training Program

PATROL PHASE

Patrol is considered the backbone of police activities in

the preservation of peace and order. Police Officers have the

duty to go around a populated area for purpose of security and

observation. They either move by foot or in motor vehicles in

crime prone areas within their respective beats to look for and

apprehend criminals or to respond to citizens under threat or

those calling for assistance. The police is ready to provide

service as summarized in the acronym “SAFE”, that is, the police

is Seen, Admired, Felt and Experienced. Most often, Police

Officers must be visible to the public, to let them know that

they are ready to help secure the neighborhood. In conducting

patrols, the officers intermingle and work with the general

populace. The synergy between the police and the community is a

primary factor in effective crime protection.

Police Trainees (PTs) under their respective Field Training

Officers (FTOs) shall engage in beat patrol operations for a

period of two (2) months. Working on-the-job in one (1) shift

lasting for eight (8) hours a day and for six (6) days a week,

each PT should log a total of 320 man hours doing patrol

operations. PTs should not conduct patrol operations without the

supervision of their FTO.

Phase information

The following eight (8) weeks in the Field Training Program

(FTP) comprise the Patrol Phase having five (5) modules.

Training Goal

The goal of this phase is to introduce the PTs to the

fundamental knowledge in patrol as one of the law enforcement

functions of the Philippine National Police (PNP).

Training Description

The FTP Patrol Phase deals with the concepts of patrol,

training goals, training objectives, and processes. It also

deals with the task of a PT to accept the challenges that go

with the life of a trainee. He should imbibe all ideas about

effective policing. Successfully completing the training means

that he is qualified for the permanent appointment and ready to

perform the job of a full-pledge as police officer.

Training Objectives

At the end of this phase, a PT is expected to perform the

following with a high degree of efficiency and expertise

1. Develop his patrol skills required as beat patrol officer;

2. Demonstrate proper and correct procedure in the conduct of

foot or mobile patrol operations;

4. Display proper usage of radio codes and radio operations;

Uses appropriate arrest techniques, hand-to-hand combat,

and weapon skills in every operation; and

5. Apply his knowledge on Philippine laws, rules and

regulations in every activity.

Phase Duration

The duration of this phase is two months (2), equivalent to

eight weeks (8) comprised of 40 days with a total of 320

training hours. (PNP-DHRDD, 2014)

TRAFFIC PHASE

The Traffic Phase deals with the concepts of traffic, its

goals, objectives, and processes. It also deals with traffic

safety education, basic and common traffic enforcer actions. It

further identifies the collective impression of PTs on traffic

when they join the organization as police officers.

The PTs will gradually acquire knowledge and skills

necessary to perform as able police officers. The exact point in

training (time) at which the transition is made from one step to

the next varies from each trainee. The goal is to develop the

PTs to become effective, credible and experienced police

officers with the highest caliber of public service.

Traffic is a complex system which targets the movement or

flow of vehicles, pedestrians, and goods from point of origin to

destination. The Traffic Phase will equip the PTs with

knowledge, understanding and skills to address any setbacks and

provide innovative traffic management services for a more

coordinated, better and safer community. This also gives an

overview of the actual performance of police officers in the

field focusing on the standard traffic management procedures and

processes in the locality.

This emphasizes on the observable learning that needs to be

taught and imparted to the PTs by the Field Training Officers

(FTOs). It also concentrates on the standard and systematic

application of the learning process. Various teaching methods

will be applied like demonstrations, dramatizations, video

presentations, practical exercises, and field immersions for a

more holistic learning process to help develop the skills of PTs

in the field of traffic.

Phase Information

The Traffic Phase will be conducted for a period of four

(4) weeks with eight (8) modules. It was designed for FTOs to

effectively teach the PTs.

Training Goal

This Phase aims to introduce to the PTs the basic and

fundamental knowledge in traffic as one of the law enforcement

functions of the Philippine National Police.

Training Objectives

At the end of this Phase, the PTs will be able to:

1. Define traffic and its processes;

2. Appreciate and value the traffic management processes to

further promote awareness as part of their professional and

personal growth; and

3. Acquire the basic and fundamental skills on traffic

procedures.

Training Duration

The duration of this Phase is one (1) month or equivalent to

four (4) weeks with 24 days including four (4) Saturdays for a

total of 176 training hours.(PNP-DHRDD, 2014)

INVESTIGATION PHASE

The Guide on Investigation Phase is a compilation of

lessons and topics to be presented and taught by the FTO to the

Police Trainees (PTs) as they pass through the second phase of

the Public Safety Basic Recruit Course under the Field Training

Program. This guide comprises selected penal laws being enforced

by the PNP and selected rules on criminal procedures as well as

the procedures to be undertaken by the new police officers in

the conduct of police investigation. Apart from the main topics,

this guide is also complemented with the knowledge on how to

accomplish the blotter properly and the introduction of Incident

Report Form in the evolving world of policing. Likewise, report

writing, making of affidavit of arrest, actual experience

through observation in different court hearings and fusion of

Barangay Justice System was added to complete this package on

basic investigation.

On the other hand, PTs will be exposed to different

scenarios through simulation exercises, table top exercises and

even actual experiences in the field in order to reinforce their

knowledge and develop their skills. Through this way, we will

produce better PTs who are more effective, credible and capable

police officers in the field of investigation.

Phase Information

The next eight(8) weeks in the Field Training Program is

devoted to the Investigation Phase with eight (8) modules which

to be clearly taught to the PTs.

Training Goal

The goal of this phase is to introduce to the PTs the

basic and fundamental knowledge in investigation as one of the

law enforcement functions of the Philippine National Police.

Training Objective

At the end of this phase, the PTs must be able to:

1. Define their job as the first person to arrive at the

crime scene in order to protect, preserve and secure the

vital evidence necessary in the investigation of the

case.

2. Distinguish what law is applicable for every violation,

committed and penalized under the Revised Penal Code and

Special Laws as the basic foundation to effectively

perform their job as law enforcers in the future.

3. Familiarize the PTs on the proper use of Police Blotter

and Incident Report Form (IRF) as an instrument of

recording all administrative and operational aspects of

the police station.

4. Make a complete and accurate spot report.

5. Prepare their affidavit of arrest as an instrument to

support the filing of case in court.

Training Duration

This phase shall run for a total of two (2) months

equivalent to eight (8) weeks with 48 days excluding the eight

(8) Saturdays with a total of 384 training hours (PNP-DHRDD,

2014)

After the completion of the Police Basic Recruit Course and

Field Training Program the Police trainees were evaluated by the

supervising officer which is the Chief of Police. If they passed

the Field Training Program they will gain the permanent status

of their rank and ready to face the police profession.

Importance of the Study

This study is important because it shows how the newly

appointed Police Officer 1 really fought for their profession.

It provides knowledge on how they survived the Police Basic

Recruit Course and Field Training Program despite of many

factors that can affect their condition while they were on

training like mental and emotional stability.

Beneficiaries of the Study

In this study the following will benefit from the

undertaking;

Future Applicants, it serves as guide in applying in the

Philippine National Police. It includes stories of the

successful graduates of Public Safety Basic Recruit Course and

Field Training Program which they can adopt in order to prepare

themselves in training and what to be expected during the

program.

Future Researcher/s, it will serve as a guide to other

researcher/s who will conduct similar study about the stories of

successful graduates of Public Safety Basic Recruit Course and

Field Training Program.

CHAPTER 2

DESIGN AND METHODOLOGY

In this chapter it discusses the research design,

methodology, the population and locale of the study, data-

gathering tool, data gathering procedure and data analysis.

Research Design and Methodology

Phenomenology is the approach that was used to unravel the

essence of this study. An important characteristic of

phenomenology is the belief that human behavior is contextual.

Behavior is observed and studied holistically and in context

rather than being reduced to parts and manipulated. (Creswell,

2007; Hatch, 2002 Merriam, 2009) Within this holistic

perspective, “the whole phenomenon under study is understood as

a complex system than the sum of its parts; focus is on complex

interdependencies not meaningfully reduced to a few discrete

variables and linear, cause-effect relationship” (Gay &Airasian,

200, p. 205).

Population and Locale of the Study

The study was focused on the stories of newly graduates of

the Police Basic Recruit Course and Public Safety Field Training

Program in the Angeles City Police Officer, Police Station 2 and

3, Angeles City, Philippines. Data was collected from (5) five

newly police officer who had successfully completed their PBRC

and PSFTP Program.

Newly graduates of the PSBRC and FTP Program is prefer so

as they can still remembered what transpired during their

training and what are those strategies or methods they used to

survive such rigid training.

Data Gathering Tool

In this study, In-depth Interview was used. In-depth

Interview is a qualitative method of analysis, in which a

confidential and secure conversation or interview between an

interviewer and a respondent takes place in order to gather data

or information about the specific topic or subject.

In using In-depth interview, questions are made by the

researchers for the respondents to answer. The respondents will

answer these questions in a verbal manner while being questioned

in a confidential and closed talk. The questions are made

accurately and scrupulously, that it follows the right process

of making questions for the interview. The goal of the

interview is to deeply explore the respondent's point of view,

feelings and perspectives.

A purposive sampling method was used to identify the

respondents of the study. The researchers chose this sample

method based on who they think would be appropriate for the

study. The sample is thus selected to include people of interest

and exclude those who do not suit the purpose. Then, the

respondents must only be with those who have expertise in the

topic or subject being studied.

To acquire the information needed, the researchers asked

the permission of the respondents to be part of their study. The

researchers assured that all collected information from the

respondents is treated confidentially.

Data Gathering Procedure

In conducting this study, the researchers made a

request letter signed by the Dean of the College of Criminal

Justice Education of Angeles University Foundation. They asked

permission to the respondent’s availability in order to pursue

such study.

In-depth interview was used by the researchers. In

conducting in-depth interview, the researchers formulated

questions instrument in order to gather important and related

information. The interviewer is free to conduct the conversation

to the person who fits to be interviewed.

A purposive sampling method was used to identify the

respondents of the study. This method is focus on particular

characteristics of a population that are of interest, which will

best answer the researcher’s questions.

In collecting data, a digital recording device was used to

record the interviewee’s answers while the researchers were

taking down notes to highlight the important points. The

verbatim transcript would be reviewed and checked for accuracy

by a professional transcriptionist.

All the information that is provided by the respondents was

held confidentially .Pseudonyms was used in place of actual

names in order to protect the rights of the respondents.

Data Analysis

Open ended was analyzed in this study. An open-ended

question is designed to encourage a full, meaningful answer

using the subject's own knowledge and/or feelings. It is the

opposite of a closed-ended question, which encourages a short or

single-word answer. Open-ended questions also tend to be more

objective and less leading than closed-ended questions.

Open-ended questions typically begin with words such

as "Why" and "How", or phrases such as "Tell me about...”. Often

they are not technically a question, but a statement, which

implicitly asks for a response.

This study focuses on the experiences of police officers

who recently graduated in the PBRC and PSFTP Program. Open ended

was chosen because the respondents can easily express

themselves.

After the transcription process was completed, coding of

the transcripts transpired in order to find themes, patterns, or

cluster of meanings in their responses. Each response to a

question was reviewed in a line-by-line basis.

Steps to Ensure Trustworthiness

Guba’s model for identifying rigor in qualitative

research includes truth-value, applicability, consistency, and

neutrality. (Krefting, 1991) Trustworthiness is often used in

qualitative studies rather than internal and external validity,

reliability, and objectivity. In order to ensure credibility,

the researchers used peer examination, reframing of questions,

triangulation, and reflexibility. In order to enhance

dependability, the researchers used triangulation, a code-recode

procedure, and qualitative analytic software.

Conformability is similar to objectivity in quantitative

studies (Milinki, 1999). The rationale behind confirmability is

that it helps to ensure the interpretations of the inquiry have

logical and clear linking associations. Reflexive analysis was

used to make certain that the researchers were aware of any

personal influences (Berg, 2004).

Finally, the readers of the study will determine

transferability in this qualitative study; thus, the findings of

the study may be transferable to certain other settings as

determined by readers.

CHAPTER 3

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter presents the analysis and interpretation of

data that have been gathered through interview with the

successful graduates of Police Basic Recruit Course and Field

Training Program. This includes the profile of the chose five

(5)newly police officers in terms of their gender, age, civil

status, educational attainment, length of service, rank and

position. It also includes their experience inside the training

center.

PROFILES AND EXPERIENCED

This shall provide the profile of the five (5)

subjects based on their age, civil status, rank and position.

And also it will discuss their experienced inside the training

school.

CASE 1

Melissa Bajo is a 26 years old Police Officer 1,

single and currently assigned at Police Station 2 Angeles city

with the position of Assistant officer in Police Community

Relation. She graduated at Pamantasan ng Lungsod ng Muntinlupa

as Bachelor of Science in Criminology year 2011. She applied in

Philippine National Police in year 2012 at Region 3 but she was

not accepted on her first try because she wasn’t able to be

included in the quota because of the number of applicant. Then

in her 2nd try in year 2013 she was accepted. Every week they

were required to report at camp Olivas, they were task to

accomplish all the papers they needed. When they enter the

training school in Region Training Center at Magalang, Pampanga

they conducted different activities, training and also for their

academics. Every 4 o’clock in the morning they were required to

have a formation for morning exercise they call this exercise as

“PNP Dozen” it last up to 3 hours. PNP Dozen comprises Stork

walk exercise, turn and bounce, squat bender, bend and reach,

lunger, squat thrust, push up, squat bender, squat jump,

mountain climbing, bottoms up and jumping jack. After a long

physical exercise they need to clean themselves, eat their meals

and prepare for their academic lesson. Their class starts at 8

o’clock in the morning and ends at 5 o’clock in the afternoon.

Their subjects are Law Enforcement Association, Jurisprudence,

Criminal investigation and Criminalistics. Their grading system

is 60 % for academic and 40 % for non- academic, 100 % as a

whole. She said that when a trainee failed their academic study

they will sent to camp olivas for their remedial examination,

she also stated that no one fails in remedial examination. Then

if you failed in non- academic they will consider it if your

grade in academic is higher. They also conduct drills every

Saturday and Sunday like rifle drills and drill evaluation.

According to her they conducted different activities like sports

fest, recognition and gardening. She said that the good thing

that she have learned inside the training school is to become

contented on the things that you have in the present and to

control your anger. She said that she never experienced negative

or bad things inside the training school. Although sometimes her

mates or her co- trainees telling them that the treatment they

received is not right or fair but she takes it positive. She

stated “part lang naman ng training yun eh para lalo kang

tumibay at maging mas malakas hindi lang sa pangangatawan kundi

pati sa pakikisama”. She stayed at training school for almost 6

months and after that they were assigned at different unit; she

was assigned at Police Station 1 Angeles city. She said that

they were conducting 3 phases of operation which patrol

operation, traffic and investigation. After Field Training

Program (FTP) they will go back at training school for

graduation. After graduation she was assigned at Regional Public

Safety Battalion for one year (1) and transferred to Station 2

Angeles city. She said that she applied all what she have

learned inside the training school in her work as a police

officer in investigation, laws, traffic management and

patrolling.

CASE 2

Donald Santos is a 27 years old Police Officer 1 from

No. 229 Santa Lucia Matua Masantol Pampanga, single and

currently assigned at Police Station 4 Angeles City. He

graduated at Celtech College in San Fernando Pampanga year 2010

with the course of Bachelor of Science in Criminology. When he

passed the board examination for criminologist he started to

apply in Philippine National Police (PNP) in year 2012. He

applied in Regional Office 3 at camp olivas. According to him

they were required to report every day to complete their

requirements and also they were trained to become more

discipline. He was placed at Regional Training School at

Magalang Pampanga for their 6 months training. When he was

inside the training school they conducted different activities,

programs, and exercise and academic purposes. Every 4 o’clock in

the morning they were required to form a formation for their

morning exercise. It will last up to 3 hours. They called these

exercise as PNP Dozen. PNP Dozen includes Jogging, Squat thrust,

push up, squat bender, bend and reach, high jumper, bottoms up

and jumping jacks. He said that they have a grading system which

is 40% for non-academic and 60% for academic. Their class for

academic is everyday starting at 8 o’clock in the morning and

end at 5 o’clock in the afternoon. Their non- academic is their

physical exercise. They are not allowed to go outside the

training center, if they were caught they will suffer the

consequence of that action. According to him he never takes as

negative all the things that he experienced inside the training

school, although some of these experienced is somehow not equal

to other. He said that sometimes they escape from their

respective room during night to do prohibited things like

smoking, eating and using cell phone. They caught once and the

consequence was three hours PNP Dozen. He said that the training

is exhausting because of nonstop physical exercise and also

because your action inside the training center is limited. They

are just allowed to eat for 10 minutes and another 30 minutes

for taking a bath and resting time. After that they need to have

formation to start their physical exercise. He said that they

are conducting tree planting activities, seminars and sport fest

activity. They also underwent drill evaluations and proper

handling of rifles. After a six months training in the training

school he was assigned at Sindalan Police Station San Fernando

Pampanga for their Field Training Exercise. They are task to

complete the three phase of operation which is the patrol

operation, investigation and traffic operation. They are not

allowed in hands on investigation they are just observing the

investigation process. They also conducted tree planting

activities and seminars. After six months of Field Training

Exercise they report to their respective region office and

prepared for their graduation. After the graduation he was

assigned at Camp Olivas for his work as an official Police

Officer 1. He is now Three years in service. He said that he

learned a lot inside the training center like on how to be

contented and patience all the time and also to be confident and

strong. He applied all what he have learned like in

investigation and writing police report.

CASE 3

April Mae Monses is 26 years old, Police Office 1,

single and currently assigned at Station 2 Angeles City with the

position WCPD/admin. She graduated Lyceum North Western

University as Bachelor of Science in Criminology. He applied in

Philippines National Police at Region 3. She applied 3 times

before she was able to undergo training to become a police

officer. She was 23 when she was able to be included in oath

taking. They report every day except Saturday and Sunday she

knows when to report because there designate leader who will

disseminate when to report. Whenever they report they’re waiting

for the result of neurology, medical and agility test. Finally,

she was already qualified to undergo PBRC training at RTS 4B at

Lucena, Quezon City. They do non-academics and academics; in

academics they study law, lea, traffic but more on law. They’re

having 8 hours class every day. The exercise conducted was PNP

dozen which have twelve types of exercise. Every 4 in the

morning they’re doing morning exercise which they called it

“revelry”. After lectures in the morning, before eating and

after also before going to sleep they had an exercise. They do

drill like in the ROTC and Battalion Formation. There are

programs being conducted like fun run and Field Training

Exercises (FTX). She said that she never experienced negative or

bad things inside the training school. The good things she

learned like in exercise which make their body strong and when

the AI instruction cheers them up it give strength to them not

to give up also she stated that “makisama, maximum tolerance,

camaraderie, take life”. She explained that take life is when

you are not allowed to do something but you are doing it because

it teaches them to have strategy. After 6 months in the RTS4B

she was assigned at San Jose City Nueva Ecija, they’re doing the

three phases which are traffic, investigation but they are just

observing what is happening because they are not yet allowed to

do what the Police Officers are doing. After the graduation, she

was assigned at Regional Public safety Battalion, Region 3. The

things she learned is “natutunan kong mas lalong lumakas loob ko

at natutunan kong mas makipagkapwa tao, makihalubilo sa iba’t

ibang tao”.

CASE 4

Francis Vincent Melchor is 27 years old, Police

Officer 1, married and currently assigned at Police Station 2

Angeles City with the position in Operation. He graduated at

Angeles University Foundation as Bachelor of Science in

Criminology. He applied in Philippine National Police at Region

3. While applying, there will be a radio message, being sent to

Regions then to every station to inform the applicants when they

will report. Every week they were required to report at Camp

Olivas, they were task to accomplish all the papers they needed.

When they will enter the training school in Region Training

Center at Magalang, Pampanga they conducted different

activities, training and also for their academics. Their daily

routes were academics and non-academics, in terms of academics

they are studying laws, procedures, traffic and operational just

like during his college days. Every day, starting from 8-5 their

having a class, if the professor is absent during the day they

will have class in evening usually 8-10 while in non-academics

their doing the traditional exercise which he called it PNP

Dozen wherein there doing push-up, sit-up, pull ups and jogging.

They frequently do the said exercise. They are drills being done

like the militaristic and parade also they do activities such as

tree planting, search and rescue. He said that he never

experienced negative or bad things inside the training school.

After 6 months of training in the Regional Training School, he

was assigned at Angeles Police Office for his Field Training

Program they do tree planting, brigadaeskwela, fun run, and

clean up drives. After graduation he was assigned in Police

Station 6 for 2 to 3 years while in Station 2 is 3 for 4 years

till now. He was 6 years being a Police officer 1. He said that

it helped a lot and said, “nakatalulong po ito lalo na pag may

krimen at mga dapat gawin pagnagfifile ng mga kaso”.

CASE 5

Arnel Buslayan is a 33 years old Police officer 2 from

Sindalan San Fernando Pampanga, married and currently assigned

at Police Station 4. He graduated at Lyceum North Western

University as Bachelor of Science in criminology year 2006.

He applied for Philippine National Police at Regional Office 3.

Before he applied in Philippine National Police he applied first

with different field like Philippine Drug Enforcement Agency and

Philippine Air Force then after 1 year in PDEA and another 1

year in Air Force he tried PNP. He was 24 years old when he was

included in oath taking for police training. They were required

to report every day for the completion of their requirements and

also for their screening. When he was qualified and chosen to be

part of the oath taking at Regional Training School at Magalang,

Pampanga they undergone non- academics and academics. In non-

academic it comprises their physical fitness test. In academics

they studying different subjects like Law enforcement

association, law, investigation and criminalistics. He stated

that “ pag nasa training school ka para ka lang nasa school kase

puro aral din dun ehh kaso nga lang may kasabay na pahirap”. He

said that they conducted different activities like tree

planting, seminars and firing. They also conducted drill

evaluation and proper handling of rifles. According to him he

never encounters bad things inside the training school, he take

all those experienced as positive things because it helps him to

become strong and discipline. He said that during Christmas and

New Year season they stayed at training school they were not

allowed to go back with their family. They celebrate their

Christmas with their co- trainee and with a light physical

exercise. After a six months training in Regional Training

center he was assigned at Bataan Police Office for his Field

Training Program. They conducted seminars and volunteers work

like tree planting activity and feeding program. They were task

to complete the three phases of operation; it is the patrol

operation, traffic and investigation. They are not allowed to

help the police officer in gathering evidences they are just

observing. After he completed the 6 months Field Training

Program they were graduated and recognize as Police Officer 1 he

was assigned at Regional Mobile Group at Bataan he stayed there

for seven months (7) and transferred at Regional Mobile Group at

Angeles City for Three years (3) and transferred again at Police

Station 4 Angeles city until present. He is now eight years (8)

in service. He said that he learned a lot of things inside the

training school like writing police report, investigation and

filing cases. He also applied all what he have learned in his

work now as a law enforcer. Before he enters the training school

and the path of becoming a policeman he was just a simple man

with a simple dreams he never expected that entering the

training school will help him to boost his confident and will

help him to face all his feared in life.

The five subjects were asked to share stories regarding

their experience inside the Regional Training school. All the

subjects shared similar experiences. There is no negative

experienced based from them, but positive aspects of their

trainings were all issues come up from the subjects.

Positive Aspects

Five subjects (5) gave positive insights regarding the

trainings they conducted inside the Regional Training School.

They were all satisfied with the training they conducted and

with the knowledge they received. The following are the things

that they learned with their training in terms of ________:

arms and thighs going parallel to the ground with every step.

2. Turn and Bounce - Starting position is feet 12 inches

apart and arms outstretched on each side palms open and facing

upward. When exercise commences, you twist your body in a

clockwise/counterclockwise motion alternately as far as you can

when pivoting on your waist. (You can hear your bones crackling

in the first few counts).

3. Squat Bender - a) Squat, b) stand, c) bend reaching for

your toes and then back to attention.

4. Bend and Reach -Feet 12 inches apart, hands clasped

together raised on top of your head. Commence exercise: Arms

reach between the legs as far back as you can and then back to

starting position.

CHAPTER 4

CONCLUSIONS AND RECOMMENDATIONS

This chapter presents the conclusions and recommendations

of the findings of the case gathered to five (5) newly PO1 and

PO2 assigned at Angeles City Police Office (ACPO).

Conclusions

Based on the findings, the following are the conclusions of

this case study:

1. That most of the respondents of the case study were male,

single-in-status, graduates of B.S. in criminology, have

been in service for almost 3-8 years, having holding a

position either in operation or administrative function

with a rank of Police Officer 1 (PO1) and Police officer 2

2. That the experience of the five (5) successful graduates of

Police Basic Course (PBRC) and Public Safety Field Training

Program (PSFTP) have been fruitful and mold them onto a

character of a discipline from civilian attitude

transformed into a protector of community or a Public

servant of the country. In their training while inside the

training school they don’t experienced worst events but

rather events that would not forget the day-to-day physical

exercise and academics that made them physically strong and

mentally ready before engaging in the actual Police works

in the field. Based from the respondents, they built

camaraderie and patience to help each other to survive the

training and in other hand, all of those should take in a

positive and not negative if you think those experiences as

negative therefore a little chances that you would survive

the police Basic recruit course (PBRC) and Public Safety

Field training program (PSFTP).

Recommendations

Based on the findings, the following are the

recommendations of the case study:

1. The researchers of this case study would like to

recommend that the national government increase the

budget of PNP to also increase the quota of trainees per

province to be accommodated by the Regional Training

Centers. This is better to gain higher numbers of

trainees joining the PNP and in order for graduates

particularly criminologist to have greater chances to be

qualified as trainees of PNP, and reach the desired ratio

of one (1) police man for every five hundred (500)

inhabitants.

2. Diminish the training period of Police Basic Recruit

Course (PBRC) instead of six (6) months why not change it

to four (4) months or less and focused the two (2) months

or less in Field training program (FTP) because it has

greater chances to learn in field for actual experience

rather in the center. We think it is enough to finish the

Police Basic Recruit Course (PBRC) for almost four (4)

months in the Regional Training Center (RTC) and add it

to Field Training Program (FTP). Additionally, based from

the respondents they have not mentioned about the subject

like Police ethics why not add it or give additional

attention to this subject. Because nowadays what happened

many of police officers are being involved in corruption

and crimes instead they are the one who prevent and

apprehend the criminals some police officers are the one

who doing it.
