CONSTRUCTION OF ISIOLO – MODOGASHE ROAD SET TO START THIS YEAR

The Government of Kenya has invited interested bidders to tender for the construction works of
the 127-kilometre Isiolo – Modogashe Road also known as the North Eastern Transport
Improvement Project (NETIP) with the preliminary designs of the road ready.
This follows the signing of a Memorandum of Understanding (MOU) between the national
government and five county governments namely Meru, Isiolo, Wajir, Garissa and Mandera in
July 2019. The MOU aims to have the County governments’ waiver cess on construction
materials and facilitate free movement of all construction materials, which has been a great
impediment to other major World Bank-financed projects in the country such as the ongoing
upgrading of the Lokichar – Lodwar – Nakodok (A1) Road in Turkana County.
For ease of implementation, the Kenya National Highways Authority (KeNHA) has packaged the
contract in two Lots. Lot 1 shall entail construction of Isiolo – Kulamawe totalling 77km and Lot
2 shall entail construction of Kulamawe – Modogashe and Garbartula Spur Road totalling 127km.
The bidding and tendering process are anticipated to take 6 months and construction work
expected to start in the next 12 months.
Major works that shall be undertaken include, construction of road pavements to attain 7m wide
carriageway and 2-meter shoulders, a grade-separated interchange at the Isiolo – Moyale Road and
Isiolo – Mandera Road (A2/A10) junction, bridges, culverts, roadside amenities, construction of
fibre optic cable civil works.
According to the World Bank, North Eastern part of Kenya is largely a pastoral region
comprising among others Isiolo, Wajir, Mandera and Garissa counties, where the livelihood of the
population relies on mainly livestock and trading. The region is
highly marginalized geographically and historically. Due to poor road condition, during the rainy
season the region is cut-off from the rest of the country while in the dry season it takes on
average three days to reach Mandera via Isiolo from Nairobi a distance of about 983km.
Due to the isolation of this region, both the national and county governments embarked various
programs to improve accessibility in the region; and several emergency interventions are
underway. For instance, improvements are underway on some sections in a poor state on the
Mombasa-Malindi-Garsen-Hola-GarissaModogashe-Wajir-Elwak-Mandera road corridor.
The National Government recently completed upgrading to bitumen standard of the 12km road
section from Garissa (Modika) to Nuno and the upgrading of Nuno - Modogashe (135km) with
financing from Saudi Fund, Kuwait Fund, and others is almost complete. The section from
Elwak-Rhamu (134km), was also upgraded with 100% financing by the Government of Kenya.
The project development objectives are to improve the movement of goods and people along
Isiolo – Wajir –Mandera part of the Mombasa-Garissa – Wajir- Mandera- Mogadishu road
corridor and to enhance connectivity between Kenya and Somalia and Ethiopia.
The expected results indicators include improvements in:
• Travel time between Isiolo-Mandera;
• Vehicle operating costs;
• Internet connection charges;
• Transport cost to users;
• Passenger numbers per day along the Isiolo-Mandera corridor;
• Direct project beneficiaries along the Isiolo-Mandera corridor (thousands, of which
percentage women); and
• Kilometres of roads (non-rural) rehabilitated (core indicator).
