6. Each Mother Chapter is strongly encouraged to support this activity i.e. giving of
prizes to winners and be responsible for sending all student chapter representatives Website: www.pice.org.ph

7. The Regional Coordinator/Host Chapter and the respective schools are encouraged to
sponsor and be responsible for sending the regional representative to the final
competition in Davao City, i.e. airfare and accommodation.

8. Each Region is entitled to send representative(s) to the National Grand Finals during the convention in Davao City, based
on the following pro-rata distribution:
9. Each Region must also have one (1) alternate contestant who may replace the finalist if he/she cannot compete in the
Grand Finals. The alternate should be the next in rank based on the official results of the Regional Elimination.
V. Conduct of the Regional Elimination
1. The Regional Coordinator or the Host Chapter selected by the NCESQ committee shall organize its own Panel of
Examiners composed of respected Chapter Members who shall conduct the elimination. The NCESQ Committee will
prepare questions on the following subjects: a) Mathematics, Environmental and Energy and Transportation
Engineering; b) Hydraulics and Geotechnical Engineering; and, c) Design and Construction. (Surveying and
Ports & Harbors are under Transportation Engineering)
2. The contestants will be asked to answer four (4) questions for each of the 3 subjects.
- The 1st Question is answerable in 1 minute and is equivalent to 1 point.
- The 2nd Question is answerable in 2 minutes and is equivalent to 2 points.
- The 3rd Question is answerable in 3 minutes and is equivalent to 3 points.
- The 4th Question is answerable in 4 minutes and is equivalent to 4 points.
Thus, the perfect score per subject is 10 points and the perfect score for the whole elimination round is 30 points.
3. In case of ties, the competing participants shall answer a knock out question. Each tie-breaking question is equivalent
to one (1) point for a total of four (4) points. After this round, the contestant which has the highest score will be the
declared winner.
4. The Chairman of the Panel of Examiners shall not be a member of the Host Chapter and must not be from the academe.
Other members of this panel shall be appointed by the Regional Coordinator and/or the Host Chapter.
5. The complete official results/scores signed by the Panel of Examiners of the Regional Elimination must be submitted to
the NCESQ Committee not later than September 26, 2016.
6. The Mother Chapters are encouraged to support the Regional Coordinators or Host Chapters in providing prizes for the
winners in the regional elimination.
VI. Grand Finals
1. The 35th NCESQ Committee shall have a Panel of Examiners for the subjects: a) Mathematics, Environmental and
Energy and Transportation Engineering; b) Hydraulics and Geotechnical Engineering; and, c) Design and
Construction. The Chairman of the NCESQ Committee shall conduct the Grand Finals.
2. Qualifiers from each of the Region, as well as their alternates, are required to present their school ID(s) or Membership
ID(s) (with photos), upon registration on November 17, 2016 at the SMX Davao Convention Center, SMX
Lanang Premier, J.P. Laurel Avenue, Davao City. The alternates will be allowed to compete in the Grand Finals
ONLY if the original finalists cannot compete as declared by the Regional Coordinator through a letter addressed to the
NCESQ Committee at least a day before the Grand Finals.
3. Only participants are allowed to asked questions. Coaches will not be entertained by the Examiners.
4. The Grand Finals will consist of TWO (2) PARTS which are further described as follows:
PART 1: Written Test. The Finalists will be given a set of multiple choice questions to be answered in two (2)
hours. Scores for this Part shall make up to 30% of the finalists' final score which will be revealed only after PART
2 shall have been completed.

Part 2: On-the-spot Q&A. Part 2 is an “Under-time-pressure” Question and Answer portion which is divided into
two (2) rounds:
a. FIRST ROUND: The contestants will be asked to answer four (4) questions for each of the 3 subjects.
- The 1st Question is answerable in 1 minute and is equivalent to 1 point.
- The 2nd Question is answerable in 2 minutes and is equivalent to 2 points.
- The 3rd Question is answerable in 3 minutes and is equivalent to 3 points.
- The 4th Question is answerable in 4 minutes and is equivalent to 4 points.
Thus, the perfect score per subject is 10 points and the perfect score for the whole elimination round is 30 points.
b. SECOND ROUND: The 2nd Round is a Wild Card round which consists of three (3) questions equivalent to 5
points each for maximum total of 15 points. Only the first contestant to give the correct
answer to the question shall be awarded 5 points.
The Panel of Examiners will ask each question which will be read only once.
Contestants may immediately start solving for the correct answer but must wait for the
Examiner to finish reading the question before they raise their hands for acknowledgment
by the Panel. The panel's decision as to who gets to answer first is FINAL. Likewise, the
panel shall decide to move on the next question or finish the round if there are no more
contestants raising their hands.
If the answer given by the first recognized contestant is incorrect, 2 points will be deducted
from the contestant's score and the other contestants will then be given a chance to give
their answer. The same rule shall be applied to the other contestants whose answer is
incorrect.
After this round, the scores are tallied for Part 2 and are given a 70% weight.
Finally, the weighted scores of Parts 1 and 2 are added together to come up with the Total Score. The Top 3 in
rank based on garnered Total Score will be declared winners (1st, 2nd, and 3rd Place, respectively) of the Grand
Finals. If necessary, tie-breaker questions will be given to break the knot.
All other Regional Contestants who participated in the Grand Finals will each receive a Certificate of Appreciation and
consolation prize of P3,000.00 in cash.
