QUESTION OF:Measures to Strengthen the Capacity of Refugee Resettlement Countries

THE ECONOMIC AND SOCIAL COUNCIL,
Realizing the definition for refugee is “for the sake of being persecuted for reasons of race,
religion, nationality, is outside the country of his nationality, and is unable to or, owing to
such fear, is unwilling to avail himself of the protection of that country”(1951 Convention
Relating to the Status of Refugees),
Recognizing that the UK had received 29,380 applications from asylum seekers and offered
protection to 15,891 people in 2018, the total amount of grants of asylums were up 8% in
2018 compared to the previous year. Furthermore, the government issued 5,806 Family
Reunion visas to those who have been offered protection.
Noting the five largest amount of asylum applications came from nationals of Iran, Iraq,
Eritrea, Pakistan, Albania, with 3,327, 2,697, 2,158, 2,022 and 2,001 respectively.
Noting further that through the Vulnerable Persons Resettlement Scheme, the UK
government has guaranteed to resettle 20,000 Syrian refugees out of the 6.3 million Syrian
refugees worldwide by the year of 2020(UNHDR).
Deeply concerned that the UK government provides humanitarian protection, which is a form
of temporary permission to stay in UK, for those who do not meet the qualification of
refugees but face the following threats once they return to their countries,
Acknowledging that it is forbidden for refugees who do not get the qualification of asylum
seek for job in UK, as an alternative plan, the UK government provides residence and
allowance for each recognized refugee,
   1. Urges the EU and the United Nations to designate budgeting to support all the policies
      regarding the refugee crisis;
   2. Authorizes to better the current conditions of refugees by ways of:
          a. providing basic education for those who are granted asylum and are under 12
              years old,
          b. instituting vocational training for those who are 16 years old or above,
          c. opening up more job offers for refugees,
          d. setting up the fundamental structures such as hydraulic systems, hospitals or
              medical care centers, etc.,
          e. building villages specifically for asylum seeking refugees in ways such as:
                   i.  establishing professional manufacturing village, helping asylum
                       seekers to regain independence,
    3. Recommends states receiving refugees sign the cooperation contract to meet the
       targets such as but not limited to:
           a. guaranteeing refugees’ living conditions by:
                  i.   improving medical care and sanitation
                 ii. Strengthening security
           b. Improving refugees’ housing situation by the ways of:
                  i.   Providing stable electricity and clean water
    4. Suggests that the government assist refugees to return to their original nations.
Honorable Chair and fellow delegates, this is the United Kingdom speaking.
Since 2015, the refugee issue has been an intractable problem around the world, especially the
European refugee crisis. A great amount of Syrian refugees were forced to leave their homes.
Regarding this issue, the UK government has implemented bills. One of the most notable policies is
the Vulnerable Persons Resettlement Scheme, which offers resettlement for 20,000 refugees by the
year of 2020. Furthermore, the government has taken the issue of unaccompanied children in to
account, an act was passed to resettle as much refugee orphans in Europe as possible. The UK has
without doubt reached out to those in desperate need, however, UK is not a part of the European
continent, it has been more than a struggle for refugees to cross the United Kingdom’s borders.
Nonetheless, the UK will make all-out efforts to help with the crisis, and also urge all states to join
forces to reach harmony.
