Chapter 1. : INTRODUCTION
Chapter 2. Introduction
The solid waste is to be collected from household in every ULB and it is to be brought to
the processing facility in the vicinity of ULB either in proposed segregation centre
or in processing plant at existing facility. Then waste is to be segregated, material
recovery at segregation centre and further waste processing has to be done at
processing plant. The inert waste and the processing reject to be transported
regional landfill facility in covered vehicles for scientific disposal in sanitary
landfill. This regional landfill facility is to be situated in the town which produces
maximum municipal solid waste.
The Rishikesh Cluster includes five ULB’s viz. Rishikesh, Swargashram, Muni Ki Reti,
Narendranagar and Doiwala due to non-availability of land for scientific disposal
of inert and rejects. Out of the five ULB's of the Rishikesh Cluster the Scientific
Land Fill Site at Amit Gram, Lalpani Beet No-1, Tehsil Rishikesh, District-
Dehradun, Uttrakhand has been considered for Environment Clearance.
Rishikesh is a pilgrimage town in Dehradun District of the Indian State Uttrakhand, about
45 km from Dehradun in the southeast part of the State. Rishikesh and Haridwar
are the first “Twin National Heritage Cities” of India. Rishikesh is also popularly
known as “Yoga Capital of the World".
Rishikesh is one of the important religious places. It is the gateway to the upper Garhwal
region and the starting point for the Char Dham pilgrimage (Gangotri, Yamunotri,
Badrinath and Kedarnath) and an ideal destination not only for pilgrims but also
for the people who are interested in adventure, meditation, yoga and other
aspects of Hinduism.

It was perceived through discussion with people in the city and Nagar Nigam officials
that being a holy town and regarded as one of the holiest places of Hindus it
does have significant floating population. The floating population is approximately
12, 3441persons.
The project is categorized under 7 (i), Category ‘B’ as per the Environmental Impact
Assessment (EIA) Gazette Notification dated September 14th, 2006 and its
subsequent amendments. The location map for the proposed MSW management
and disposal site is shown in Figure 1.1. Close View Map provided in Figure 1.2.

Chapter 4. Background
The study period and methodology for primary data collection is as per the CPCB guidelines.
Standard TOR for Fertilizer project as well as Standard methods and procedures have been
strictly adhered to in the course of this study. QA/QC procedures were strictly followed
which covers all aspects of the study, and includes sample collection, handling, laboratory
analyses, data coding, statistical analyses, presentation and communication of results. The
baseline environmental data generation has been collected for the period of 1st October
2019 to 31st Dec 2019. Summary of monitoring plan with sampling testing methodology
followed is summarised in Table 2.1.

Detailed Monitoring plan for baseline data generation has been prepared as per the
Standard TOR prescribed by MOEF&CC. The details of the Monitoring Plan have been
provided in Table 1.2. Study area map provided in Figure 1.1.

CPCB guidelines were applied for selecting the appropriateness of monitoring locations.
The location and height of the stations were so selected (>5 m from base) to avoid the
capture of re-suspended road dust and fugitive domestic emissions due to burning. All the
ambient air analysis with respect to each parameter to be analysed as per CPCB
guidelines. AAQ monitoring was done at eight locations within the study area considering
dominant wind direction, populated area and sensitive receptors. Details of monitoring
locations are shown in Table 2.2. The testing of the sample collected during the study is
under process hence test results are not incorporated in this report. Test report shall be
incorporated in Draft EIA report. Environment sampling map provided in Figure 2.1.

Met data for 1st Oct 2019 to 31st Dec 2019 month was generated near site. An automatic
weather monitoring station was installed near Project site, keeping the sensors free
exposed to the atmosphere and with minimum interference with the nearby structures. The
micro-meteorological data like wind speed, wind direction, temperature, relative humidity
and atmospheric pressure were collected using the weather stationed cloud cover was
recorded manually for the study period. Predominant wind direction is from northwest and
northeast direction. Data analysis is under process. Final out put shall be provided in Draft
EIA report.

Noise after a certain level can have a very disturbing effect on the people and animals
exposed to it. Hence, it is important to assess the present noise quality of the area in order
to predict the potential impact of future noise levels due to the proposed project. Ambient

noise measurements were taken at 8 locations. Ambient noise monitoring location and say
and night time results are presented in Table 2.3 and Table 2.4 respectively. Sampling map
provided in Figure 2.2. Photographs of Noise monitoring provided in Figure 2.3. ,
The ambient noise quality of the study area is meeting the prescribed National Ambient Noise
Quality Standard at all locations.

Five ground water samples and One surface water sample were collected from different
locations around the site during study period. The water samples were examined for
physico-chemical parameters and bacteriological parameters. The samples were collected

and analysed as per the procedures specified in Standard Methods. Samples for chemical
analyses were collected in polyethylene carboys. Samples for bacteriological analyses were
collected in sterilized bottles. Temperature, pH, conductivity and dissolved oxygen were
measured at site itself. The name of ground water and surface sampling locations is
presented in Table 2.5 and Table 2.6. Sampling map provided in Figure 2.2. Sample
testing is in progress and test report shall be included in Draft EIA report. Photographs of
the Monitoring Location are presented in Figure 2.4.

The soil samples were collected from Six (05) selected locations during study period. The
samples collected from all the locations were homogeneous representative of each location.
At random five sub-locations were identified at each location and soil samples were
collected from 5 to15-cm below the surface. It was uniformly mixed before homogenizing
the soil samples. The homogenized samples to be analyzed for physicochemical
characteristics. Sampling map provided in Figure 2.5. Soil sampling locations are presented
in Table 2.7.

Rajaji National Park is located about 4.25 km SWW of the proposed project site. beside this there
area so many PF and RF are present in the study area. Rajaji National parks is IUCN category II
protected areas. Rajaji National Park was declared as a tiger reserve in 15 April 2015. Rajaji
became the second tiger reserve in Uttarakhand. Rajaji National Park is nestled between the
Shivalik ranges and the Indo-Gangetic plains. Broadleaved deciduous forests, riverine vegetation,
scrubland, grasslands and forests form the range of flora in this park. The dense jungles here are
home to vivacious wildlife. The varied topography of the national park is also responsible for vivid
animal life inhibited here. The under-wood is light and often absent, consisting of rohini (Mallotus
philippensis), amaltas (Cassia fistula), shisham (Dalbergia sissoo), Sal (Shorea robusta), palash
(Butea monosperma), arjun (Terminalia arjuna), khair (Senegalia catechu), baans (Dendrocalamus
strictus), semul (Bombax ceiba), sandan, (chamaror Ehretia), amla (Phyllanthus emblica), kachnar
(Bauhienia variegate), ber (Ziziphus mauritiana) and bel (Aegle marmelos)etc.
Rajaji National Park is predominantly formed from dense green jungles, and this environment forms
a habitat for a number of animals. The park is at the northwestern limit of distribution for both
elephants and tigers in India. The park is most renowned for its elephants. The mountain goat,
goral is another noteworthy resident. It is mainly confined to the precipitous pine-covered slopes.

Besides the huge pachyderms and the nimble goats, you might come across huge herds of chital,
sometimes as many as 250 to a herd. sambar, barking deer, hog deer, nilgai, wild pigs and sloth
bears also inhabit these forests though you may not always catch a glimpse of these. The rhesus
macaque and the common langur are fairly common here. Tigers and leopards are the prime
predators in Rajaji. The leopard cat, jungle cat, civet and yellow-throated marten are other
carnivores. Mammals like the hyena, jackal and the Bengal fox scavenge in the park. The
Himalayan black bear though uncommon, can be sighted in the higher reaches of the park. The

People have knowledge about this new landfill site project.

People were positive about the project. According to them shifting of this existing landfill site
to the new site is going to solve pollution problem in the city area as this existing site is in
the centre of the city.
People where this new landfill site is going to be shifted are also more positive as this is a
good step for the pollution problem in city. There is no private land involved in this project
land belongs to Forest department. At new landfill site there is a area called Gujjar basti
which is an illegal encroachments of forest land.
Still people at this village also raised some issues like there will be a problem of smell and
could be land pollution in future if landfill site is not managed properly. According to local
people new landfill site should be scientific.
People at Gujjar basti also raised issues of Traffic problems in future because of the
increased vehicular movement.
People at Gujjar basti village also compliant about bad water quality. So in future due to this
new landfill site this problem may increase further
People have also mentioned that there will be some positive impact like internal road
development in the village as the existing road at new landfill site is kacha.

Conclusion:
Local people were positive about this project. Due to the existing landfill site there are lots of
problems of pollution in the city so shifting of this landfill will solve pollution problem and improve
the aesthetic view also. At new location of this landfill site people are positive and has no major
issues.
