PROPOSED DEVELOPMENT CONCEPT AND STRUCTURE PLAN
1. Urban Core/ Primary Growth Area
The Urban Core or the Primary Growth Area of Roxas City should be located on the Poblacion Barangays (Barangay I-XI). Proposed developments on the said area should be mostly
Commercial and Residential, Parks and Open Spaces.
2. Multi-Nodal Logistics Hub and Commercial Strips
Multi-Nodal Logistics Hub of Roxas City should be located on Barangays around the periphery of Roxas City and the Northern Barangays around the proximity of the Roxas City
Airport and the Culasi Port, as well as areas of Banica and Tanza. A commercial strip shall connect the nodes specially down south to Loctugan
3. Agro-Industrial Development
The industrial development of Roxas City shall be dedicated to Light Industry and Agro-Industrial Developments only that will support processing of outputs of the Agriculture and
Fishery Sector and as well as value adding activities of Small and Medium Enterprise. These developments can be strategically located in Dumolog and Cogon
4. Tourism Development (Eco-Tourism), Culture and Heritage Conservation
The Tourism Development of Roxas City will focus on Eco-tourism, Sand and Beach, Culinary and MICE.
Culture and Heritage conservation will also play an important component in the tourism development since it will establish the Genius Loci (Spirit of Place/Diwa ng Lunan) of Roxas
City and establish its unique identity as a tourist destination. The protection and preservation of our Coastal Resources and Mangrove Forests as well as other environmental
management strategies will support the drive for sustainable tourism development.
It is important that a strict conservation and preservation policy will be placed on Culajao, Punta Cogon and other identified Mangrove Forest area. Conservation measures on
heritage site and areas shoul also be established. The coastal stretch of Baybay, some parts of Culasi and Talon are all potential Sand and Beach tourism sites. The areas around
the proximity of the existing Culajao and Palina River Tours are viable for development and be integrated to the existing tour circuits.
5. Sustainable Agriculture and Fishery Development
a. Agriculture
The vast and continuous track of rice lands located in San Jose, Jumaguicjic, Liong, Adlawan, Cabugao, Lonoy, Lanot, Loctugan, Bago and Bolo should be preserved as a production
area. Aside from rice, the introduction of diversified farming strategy is encouraged to maximize the use of this lands and allow the farmers to have alternative source of income and
not rely on a single crop.
b. Livestock and Poultry
There is a need to institutionalize the livestock and poultry industry in Roxas City as it has potential areas for the development of the said sector. Aside from the big-time poultry
industry players already thriving in the city, the livestock and poultry raising can be introduced to farmers through the diversified farming strategy.
c. Fishery
The Visayan Sea and Libas Bay is a rich fishing ground and is where most of the fisherfolks in Libas, Culasi, Baybay, Dumolog, Cogon and Punta Cogon. Fishery Laws should be
strictly implemented to preserve and conserve the said fishing areas. Identification of Marine Protected Areas for specific aquatic resources is recommended.
d. Aquaculture
The remaining fishponds in Talon, areas in Balijuagan, Cagay, Dayao, Gabuan, Cogon, Punta Cogon, Culajao and Banica should be sustained in order to support the seafood
industry of Roxas City. In addition to this, a strict regulation and a policy in river aquaculture should be installed and implemented to minimize illegal fishing structures.
6. Livability Enhancement (Social Development)
Roxas City as a Livable City. All development thrust and strategies are aimed at one main target, and that is to improved the quality of life of the people of this city. Hence the concept
of Livability will always be the foundation of a Smart and Happy City. It’s a common sense that all strategies for development will be put into waste if you omit one crucial component:
the human capital, the driving force that puts all of these concepts into fruition.
It is therefore needed that all of strategies concepted to achieve the development should always put into consideration the General Welfare of the people and should always and must
promote social justice and equity.
The proposed Development Concept and Structure Plan of Roxas City will be a combination of Centric/Nodal and Radial/Circumferential growth pattern.
