Republic Act 10121, also known as the Philippine Disaster Risk Reduction and Management Act of 2010, mandates that the Philippine government and citizens properly prepare for disasters. The Philippines is one of the most at-risk countries in the world for disasters due to its geography, climate, and frequency of both natural and human-induced calamities. RA 10121 was implemented to reduce loss of life and damage from disasters by improving disaster preparedness, mitigation, response, and recovery efforts across national and local government agencies. The National Disaster Risk Reduction and Management Council leads these efforts while coordinating with Regional, Provincial, City, and Barangay disaster councils.
