1.0 Purpose

The purpose of this method statement is to outline the general requirements &
precautionary measures which should be taken into consideration for the
installation of HV & MV cables.

2.0 Scope

This method statement describes the activities & performance of associated


quality control activities related to the installation of HV and LV cabling
conforming to relevant specifications, documents, local & international
regulations.

5.0 Responsibilities
5.1 Project Manager
 Responsible for controlling the entire project activities & for the overall
coordination with the Consultant / Client & Governmental Authorities.
 Ensure that adequate facilities and equipment are provided to the work to
avoid injury, health impairment or damage & to ensure providing high quality
works within the planned time.

 Contact the local offices of the relevant public utility authorities to get as much
information as possible about location of the underground services, maintain
close liaison with the authority as long as the work is in progress.

5.2 Section Engineer


 Organize the site so that work is carried out to the required health, safety,
environment and quality levels with a minimum risk to men, equipment and
materials.
 Cooperation with the Sr. QA/QC Engineer for preparing the project specific
method statements & procedures.

5.3 Sr. QA/QC Engineer


 Responsible for the work entire quality assurance, quality control & inspection
programs.
 Produce all quality related documents & reports as necessary & requested by
Client / Consultant & Aljaber management.
 Provide written procedures & method statements in coordination with the
project manager describe the job specific work for each stage / activity.

5.4 HSE Engineer


 Ensure that all workers have a safe place of work, advise safe system of work
and provide adequate instructions, training and supervision to enable
employees to work safely.
 Carry out site survey on daily basis to ensure that HSE methods of working
are in operation & that all regulations are being observed & attended.
 Report, determine & analyze the cause of any accident or dangerous
occurrence and recommend measures for preventing recurrence.

5.5 Subcontractor representative


 Contact the local offices of the relevant public utility authorities to get as much
information as possible about location of the underground services, maintain
close liaison with the authority as long as the work is in progress.
 Responsible for controlling the installation entire activities, and for the
overall Coordination with Al Jaber.
 Provide the necessary work equipment, manpower and documents.
 Adhere to the project specific quality control program and HSE requirements.

5.6 Construction Supervisors


 Adheres to the project specific method statements, procedures, inspection
programs & HSE instructions to get the activities performed to the Client /
Consultant satisfaction with full coordination with the HSE & quality
personnel.

 Carry out their work in such a way that they don't create for themselves or
any other person risk to health & safety, & don't impact the environment to the
maximum extent possible or affect the quality of work.

6.0 Procedure

6.1 Cable Laying

6.1.1 QGEWC approval on all material should be obtained.

6.1.2 Setting out of cable trenches should be carried out according to the project
specification and the approved scheme drawings and checked prior to
excavation.

6.1.3 Trenches will be excavated to proper depth and width to accommodate


proposed number of cables.

6.1.4 Trenches to be cleaned and bedding to be made with quarry scalping.

6.1.5 QGEWC representatives should inspect the trench after excavation of same is
completed and after getting the clearance.
6.1.6 Power Cable (11kV) and MV Cables will be laid by “nose” pulling technique with
straight rollers of each 2 m and corner rollers on each change of direction. Cable
pulling machine (max. 2T) and cable trailer will be utilized for above cables.
Swivel shackle should be used during pulling of cable.

6.1.7 Cable roller shall be used at a maximum spacing of 1.5 m


6.1.8 Cables will be covered by additional layer of scalping and protected by
polyethylene cable tiles for HV Cables or by warning tape for MV Cables.

6.1.9 Backfill to ground level to be made after protection.


6.1.10 Cables will be all the time properly capped or terminated in SS (if any)
6.1.11 Requirements of MEW specifications regarding protection of excavation,
site cleanliness, inspection of the works and acceptance tests should be
fulfilled.
6.1.12 All the cables with exact route must be recorded in QGEWC GIS system and
to be considering as the as-built drawings.

6.2 Cable Jointing


6.2.1 Overlap cables at centreline of joint by approximate 75mm.

6.2.2 Remove overall sheath to dimension applicable for size of cable as indicated in
joint instruction.
6.2.3 Terminate Armour to dimension applicable for size of cable as indicated in joint
instruction.
6.2.4 Bend back Armour and terminate bedding as applicable for size of cable indicated
in joint instruction and clean.
6.2.5 Build up the under Armour bedding with tape to a diameter slightly smaller than
the internal diameter of the half collars.
6.2.6 Clean and position half collars, bend down Armour onto collars and firmly secure
Armour to collars with worm drive clips.
6.2.7 Pass a further worm drive clip along each cable to the collar positions.
6.2.8 Open cable cores out to their jointing position and, in turn, remove insulation from
each core equivalent to one half connector length plus 10mm for compression
ferrules.
6.2.9 Joint the conductors with compression connectors

6.2.10 Insulate each connector.

6.2.11 Remove sufficient insulation from each end of insulated Armour bond, position-
exposed wires on half collars and firmly secure wires to collars with worm drive
clips.
6.2.12 Cut the stepped ends of the shell halves so that they fit over the cable over
sheath without interference but at the same time giving minimum clearance in
order to avoid eccentricity.
6.2.13 Heck, and adjust as necessary, the clearances (9mm minimum) between the
joint components and the shell.
6.2.14 Follow the manufacturer instructions carefully and use safe and secure tools to
complete the job.
6.2.15 Final inspection to be done, approval and Megger check before complete
backfilling.
6.2.16 All joints locations must be located on the as built records.

6.3 HV Cable Testing


6.3.1 Obtain work permit.
6.3.2 Check that the cable to be tested is disconnected from both ends and
isolated from any other circuits.

6.3.3 Continuity checks to be achieved to confirm the phasing.

6.3.4 Cable to be tested from one end and at nearest substation.

6.3.5 Cable to be tested with 5 kV Megger for one minute between phases and
between each phase and armoure.
6.3.6 Followed up by HIPOT test at appropriate voltage. Voltage to be determined
taking in consideration nominal voltage and number of HIPOT test executed
on the same cable. The test will be for 15 minuets between phases and
armoure.

6.3.7 KV Megger test for one minute to be repeated after HIPOT.

6.3.8 All the results must be recorded in the attached test sheet.

6.3.9 Upon successful test, cable is ready for termination.

6.4 Removal of Dead Cables

6.4.1 MV Dead Cables up to 1KV

6.4.1.1 All the existing cables should be located as per QGEWC records, trial pit is
required in order to identify the cable.
6.4.1.2 Confirm that the cable is dead by proper instrument and remove the insulation at
one end and confirm that there is no voltage.
6.4.1.3 The confirmed cable should be cut using proper instrument and should be
recovered and deliver for the store yard.

6.4.2 HV Dead Cables up to 11KV

6.4.2.1 All the existing cables should be located as per QGEWC records, trial pit is
required in order to identify the cable.
6.4.2.2 QGEWC engineer should identify and confirm that the cable is dead and he
should provide us with pullet in order to spike the cable.
6.4.2.3 The confirmed cable should be cut using proper instrument and should be
recovered and deliver for the store yard.

6.4.3 EHV Dead Cables 66KV.

6.4.3.1 All the existing cables should be located as per QGEWC records, trial pit is
required in order to identify the cable.

6.4.3.2 QGEWC engineer should identify and confirm that the cable is dead . and he
should provide us with pullet in order to spike the cable.
6.4.3.3 The confirmed cable should be cut using proper instrument and should be
recovered and deliver for the store yard.
6.5 Supervision

6.5.1 All works shall be supervised by QGEWC Engineer.

6.6 Inspection

6.6.1 QGEWC representative shall inspect work.

6.6.2 During & after installation any comments I items made shall he completed before
acceptance.

- Check list for power control cables installation.
- Cable test sheet.
- Pre-commissioning / commissioning test report.
